It has been prepared by the Defence Infrastructure Organisation (DIO) in consultation with Wiltshire Council and key infrastructure providers. DIO is the Government Agency responsible for (inter alia): providing effective, coherent and affordable infrastructure solutions to meet defence needs managing and delivering the defence infrastructure efficiently and effectively providing sustainable, safe and legally compliant infrastructure to defence providing good quality living accommodation for service personnel and their families 1.2 The purpose of the IDP is to provide a costed schedule of the infrastructure that will be required to support the incoming army personnel and their families moving into the Salisbury Plain Training Area as part of the Army Basing Programme 2020. It includes infrastructure provision necessitated by new developments ‘behind the wire’ (i.e. in the secure military areas) and in the surrounding areas where service families accommodation (SFA) will be developed. 1.3 The IDP identifies: the existing infrastructure position items of new/enhanced infrastructure that are required to support the incoming population where and when that infrastructure may be required the outline costs of such infrastructure how that infrastructure is provided and funded. 1.4 The term ‘infrastructure’ is wide-ranging. Wiltshire Council in its Infrastructure Delivery Plan, 2013 identifies three broad categories of infrastructure as follows: Physical infrastructure - e.g. transport (inc. public transport, cycling and pedestrian paths), water supply and waste management, public realm, energy supply, telecommunications, waste management and flood alleviation Social infrastructure - e.g. education, health, social care, emergency services, courts and probation services, arts and cultural venues, art and design in the public realm, sport and recreational facilities, community halls and religious facilities Green infrastructure - e.g. public open space, green space, parks and play space. Army Basing Programme Infrastructure Delivery Plan – March 2015 1 Arming Basing Programme: Salisbury Plain Masterplan Infrastructure Delivery Plan 1.5 Wiltshire Council (WC) proposes to require contributions to infrastructure arising as a result of new development through a combination of planning obligations and, in due course through the Community Infrastructure Levy (CIL). On 23 June 2014, Wiltshire Council submitted a Community Infrastructure Levy (CIL) Draft Charging Schedule for independent examination. The examination took place on 27th and 28th January 2015 and Wiltshire Council anticipates that the CIL Charging Schedule will be adopted in April 2015. 1.6 A Statement of Common Ground (SOCG) was prepared and agreed between Wiltshire Council and the Defence Infrastructure Organisation concerning the application of the Community Infrastructure Levy to MOD Service Families Accommodation (SFA). This was provided to the Inspector holding the examination and was received positively. 1.7 The SOCG notes that the MOD is committed to delivering the infrastructure required as part of the Army Rebasing Masterplan, which was considered by the Council’s Strategic Planning Committee in July 2014. It states that an Infrastructure Delivery Plan (IDP) is being prepared, to complement the Masterplan, for agreement with the Council. 1.8 The SOCG also notes that the IDP will be informed by consultation responses on the Masterplan and further discussion with local parish councils. It is intended that the IDP will form an integral part of the forthcoming planning applications for Army Basing development, thereby committing the MOD to the delivery of infrastructure at the appropriate time. It is agreed between both parties that the delivery of the infrastructure set out in the IDP will be a matter that will go to the heart of the planning application process. The MOD is committed to delivering the infrastructure identified in the IDP. 1.9 The SOCG indicates that it is agreed that the IDP will ensure that appropriate infrastructure can be identified and delivered in a timely way alongside the provision of new SFA within communities. This IDP provides the evidence of MOD/DIO commitments involved in delivering the infrastructure, including mechanism for provision. It is agreed that the mechanism for funding will be achieved through the following as part of the planning applications process: (i) Direct on-site provision (Regulation 122) (ii) Off-site contributions for site specific projects (Regulation 123) (iii) Direct provision of infrastructure by MOD as identified within the IDP. Army Basing Programme Infrastructure Delivery Plan – March 2015 2 Arming Basing Programme: Salisbury Plain Masterplan Infrastructure Delivery Plan 1.10 The IDP is prepared to complement the Masterplan and thereby support the submission of planning applications and demonstrate that the MOD will deliver the infrastructure required as part of the Army Basing Masterplan. The planning application process will ensure the necessary conditions and obligations are in place to secure delivery of infrastructure. Consequently the MOD will make full provision for the needs of the communities that are housed with the new SFA housing without recourse to infrastructure funds raised by the Council through CIL. Detailed cost estimates have been established for most infrastructure items, although some further refinement is still required at the present time of submitting the planning applications for SFA development. 1.11 Accordingly the Council considers that SFA should be treated similarly to the exemption given for affordable housing under the current CIL regime. Both parties agree that the MOD will enter into appropriate, legally binding agreements to cover payments / obligations in the event that the houses become surplus to MOD requirements in the future resulting in their release onto the open market. In such circumstances, affordable housing will be secured in line with prevailing policies at the time. 1.12 The Council is now proposing a zero rate of CIL for such developments (i.e. housing exclusively constructed by the MOD or its appointed contractors for use and occupation by service families as secured through a planning obligation between the MOD and the Council). 1.13 The legal basis for planning obligations is provided by Section 106 of the Town and Country Planning Act 1990 (as substituted by the Planning and Compensation Act 1991 and amended by the CIL Regulations 2010). To comply with Regulation 122 of the CIL Regulations, obligations are required to meet the following tests. They must be: (a) necessary to make the development acceptable in planning terms; (b) directly related to the development, and (c) fairly and reasonably related in scale and kind to the development. 1.14 This IDP identifies the infrastructure required to support the developments proposed as a result of the Army Basing Programme and will form the basis of a Regulation 122 compliant planning obligation in due course. Army Basing Programme Infrastructure Delivery Plan – March 2015 3 Arming Basing Programme: Salisbury Plain Masterplan Infrastructure Delivery Plan 2.0 Context 2.1 In March 2103, the Secretary of State for Defence announced the Regular Army Basing Plan. This set out the future laydown of Army units in the UK as units move back from Germany and restructure to deliver the Army 2020 operating model. The Army Basing Plan has transitioned into a delivery programme known as the Army Basing Programme (ABP). 2.2 The key proposals of the ABP on Salisbury Plain are: New construction and refurbishment work will be undertaken mostly ‘behind the wire’ on existing MOD sites. This will include Single Living Accommodation (SLA), catering and extensive new build and some conversion of existing technical accommodation, including workshops, garages, armouries, stores and offices. Outside these camps, 917 new houses constructed by MOD, on MOD land, are needed to accommodate service families,
