The Simple Question that Can Transform Unit Engagement and Retention BRIG GEN GEORGE M. REYNOLDS, USAF reating an organization that can consistently attract, engage, and retain talented people is difficult. It is especially challenging in industries where competition for talent is intense. Likewise, the transitory nature of careers is forcing organiza­ Ctions to pay special attention to how they discretely manage employees. Individuals have redefined their expectations and relationships with employers. Today’s employees view work differently and are progressively reevaluating and prioritizing work attributes such as flexibility, development, and enjoyment. These changes can be problematic for tradi­ tional human resource departments and organizational leaders. Developing effective cross-organizational programs, policies, processes, and culture that can satisfy employees while staying competitive is difficult for even the best teams. Organizations realize they must adapt and shift their focus toward employee-centric approaches. In short, they are asking and solving a simple question: What do people want from work? On its surface, this seems like an easy question for any organization to answer and maybe even too simplistic to base a complex human resources strategy. However, organi­ zations are repeatedly struggling to get this right. Many consistently miss recruiting, 4 AIR & SPACE POWER JOURNAL SPRING 2019 What Do People Want from Work? productivity, or retention goals. Even those which are succeeding have difficulty antici­ pating external and internal changes that can quickly drain talent. These are not easy tasks, but organizations that can focus on this simple question have the best chance to successfully attract, engage, and retain talent. This question is especially important for military organizations. Answering and focusing on what people want from work is not only necessary but also requires an organization- wide effort. Although most personnel solutions are conceived and executed at the higher- headquarter level, commanders and supervisors play an incredibly important role, especially with unit productivity and retention. Yet, they may not know where to focus their limited time and resources. This article’s individual-centric framework (ICF) pro­ vides organizations, commanders, and supervisors that focus by considering the question: “What do people want from work?”The ICF uses five distinct categories to answer this question—compensation, enjoyment, interest (and balance), career opportunity, and recognition. Why Should the Military Use an Individually-Focused Talent Management Framework? During the past decades, numerous social and business changes reshaped the relation­ ships, expectations, and social contracts between employees and companies including those within the military. These changes include improved productivity, declining union influence, the flattening of corporate structures, automation, a reliance on technology and information operations,

First, it tries to analyze the changes which McNamara hoped to make in the defense budget. Second, it analyzes the McNamara budgets to decide how successfully the changes were implemented. Third, it spells out khat the lessons of McNamara's experience are for future civilian control of the Department of Defense. In order to analyze McNamara's changes, the budget for Fiscal Year i960 is given as it was formulated so that there can be a base with which to compare McNamara. The conclusion of this chapter is that Secretary of Defense McElroy was unable to control the military influence and that there was little civilian control within that budget. ' Then the changes McNamara wanted to make are given as he proposed them. They consist of a three-part program of Planning, Programming, and Budgeting. In addition, there were some, specific policy changes which he hoped to make, including an expanded limited war capability and a stronger missile deterrent. Finally, McNamara's budget procedure is given to analyze how successfully the changes were implemented.

Beveridge All Rights Reserved ABSTRACT This dissertation evaluates Robert S. McNamara’s management practices during his tenure as Secretary of Defense, concluding that over- centralized decision-making proved to be the central feature of his management style with one significant exception. When it came to war, notably the Vietnam War, he undermanaged important aspects of that conflict. To better understand McNamara’s management decisions, this dissertation sets them in the context of his brilliance as a student in college and later in graduate school where he absorbed the technocratic management techniques then developing at the Harvard Business School. He applied his education successfully in the Army Air Force during World War II and later at the Ford Motor Company. As Secretary of Defense he initiated a rigorous analytic approach to the defense budget and weapons acquisition through the Planning- Programming-Budgeting System (PPBS) he installed and the associated discipline of systems analysis that he brought to the department. Yet those innovations had the perverse effect of encouraging his proclivity to concentrate on managing data rather than managing people. Through costly errors such as the TFX plane controversy, McNamara discovered the limits ii of technocratic business procedures in a public service environment which required a politically sensitive and socially adept approach. McNamara disregarded many contemporary managerial techniques and models which emphasized delegation, flexibility, and informal communication.

    POWER AND INITIATIVE IN TWENTIETH CENTURY GERMANY THE CASE OF HUGO JUNKERS by RICHARD WILLIAM EDWIN BYERS (Under the direction of John Morrow) ABSTRACT This dissertation explores the relationship between private enterprises and nation states in high technology research and applications. As the twentieth century progressed, this relationship became more contentious as state organs, citing national security priorities, attempted to assert their influence on private manufacturers. Nowhere is this relationship better illustrated than in the aircraft industry, and Germany’s geopolitical circumstances during the first half of the twentieth century provide an excellent framework to explore this intersection of interests. The dissertation focuses on the relationship between Professor Hugo Junkers and three successive state regimes in Germany between 1914 and 1934. Already a successful businessman and entrepreneur by the beginning of the First World War, Hugo Junkers continued to pursue plans for all- metal aircraft designs after war began despite wartime supply difficulties and widespread skepticism that such a craft would ever fly. Successful flight trials in 1915 lead to increased official interest in the Junkers firm as a possible military aircraft supplier, and military representatives began negotiations with Junkers over possible production of his aircraft designs. When these negotiations foundered, state officials accused Junkers of pursuing selfish objectives at the state’s expense, and increasingly intervened in the firm’s production processes. Professor Junkers fiercely resisted these incursions, and this resistance permanently damaged relations between the two parties. Throughout the life of the Weimar Republic, Junkers and state officials fought to control the firm’s production and design priorities.

    MCNAMARA'S WAR By: Mearsheimer, John J., Bulletin of the Atomic Scientists, 00963402, Jul/Aug93, Vol. 49, Issue 6 Promise and Power: The Life and Times of Robert McNamara by Deborah Shapley Little, Brown, 1993 734 pages, $29.95 Deborah Shapley has written a highly readable and comprehensive study of the life of Robert McNamara, who rose to the presidency of the Ford Motor Company in the 1950s, ran the Pentagon from 1961-1968, and headed the World Bank until 1981, when he retired to private life. Many Bulletin readers probably remember him best as an opponent of nuclear deterrence during the 1980s. Promise and Power is full of interesting stories, and it helps us understand a truly important figure in Cold War America. It deserves to be widely read, especially since it is the first full-blown biography of McNamara. McNamara has been involved in many important and controversial issues. For example, at Ford he fought against the infamous Edsel, but championed the Falcon. He helped escalate the arms race after the Kennedy administration assumed office, even though it was clear that the famous "missile gap" favored the Americans, not the Russians. He was also a key figure in the Cuban missile crisis, and was the father of the controversial F-111 aircraft. Later, as president of the World Bank, he liberally provided developing countries with large loans in the 1970s, which eventually contributed to the Third World debt crisis. One could point to many other issues that bear his handprints. There was one issue, however, that overshadowed all the others, and that was Vietnam.
