Administrative Report: Uganda Census of 1991 INTRODUCTION The 1991 Population and Housing Census Administrative Report that I now have the pleasure to submit, is the last publication among several reports that mark the completion of the 5th systematic Population Census held in Uganda since 1948 when the first fairly systematic census was carried out. The 1991 Population and Housing Census was the first census in the country to include a fairly detailed survey of the stock and conditions of housing in Uganda. The central concern of this report is to describe in some detail, the trials and tribulations of the administration and management of the 1991 Population and Housing Census. It reveals aspects of successes recorded and problems encountered in the course of managing the three stage activities of the census, namely the pre- enumeration, enumeration and post-enumeration activities. It is our hope that a detailed description of what took place through all these phases will guide future census administrators in this country and help the data users to determine the likely accuracy, of, and strengthen their faith in, the data they are using. The 1991 Population and Housing Census was a result of an agreement between the Government of Uganda and the UNFPA signed in March, 1989 although the idea and negotiations started way back in 1986. For various logistical reasons, the date of enumeration was shifted from August, 1990 to November/December the same year, and finally to January, 1991, which made it close to eleven years from the date of the 1980 census. The census project was funded by the Government of Uganda to the tune of U Shs 2.2 billion and by the UNFPA and UNDP at $5.7 million, DANIDA $ 850,000 and USAID shs. -

1. Introduction 1.1 Background to the Case Study This report presents a case study on bicycles, women and rural transport in Uganda. It is the result of field work carried out in the Mbale and Tororo districts of eastern Uganda during a three-week visit in September 1991. The case study forms part of the Rural Travel and Transport Project (RTTP) of the World Bank- financed Sub-Saharan Africa Transport Program (SSATP), a major research program covering transport in SSA. One aspect of this program is the RTTP, which is designed to focus on transport at the level where it has the most direct influence on economic (particularly agricultural) and social development in rural areas of SSA. One of the key aims of the RTTP is to recommend approaches to the improvement of rural transport services, and to the adoption of intermediate technologies to increase personal mobility and agricultural production. This research is being conducted through Village-Level Transport and Travel Surveys (VLTTS) and related case studies. The World Bank has commissioned the International Labor Organization, in collaboration with I.T. Transport, to execute the VLTTS and the related case studies under the RTTP. 1.2 General Objectives of the Case Study The objective of the case study is to investigate two key aspects of rural mobility and accessibility focusing on: (i) The role of intermediate means of transport (IMT) in improving mobility, and the institutional and implementation policy requirements necessary for developing the use of IMT; and (ii) The role of transport in women's daily lives, - given that a major part of the transport burden falls on women in addition to their substantial agricultural and domestic responsibilities, and the impact of improvements in mobility and accessibility upon women. -

After a brief description of the phonology, it describes the morphology and basic syntax of Lunyole, following Payne’s (1997) functional approach. This thesis then more deeply describes Lunyole’s applicative constructions in which an argument is added to the verb complex. Lunyole has two applicative marking constructions. The more productive one uses the -ir suffix on verbs of any valence in conjunction with a wide range of semantic roles. The other applicative construction is formed from a locative class prefix and is used only for locative arguments on unaccusative intransitive verbs. Similar locative morphemes may co-occur with the -ir applicative morpheme, but not as applicative markers; instead they clarify the relationship between arguments. Bunyoro-Kitara/ Buganda relations in 19th and 20th Centuries. By Henry Ford Miirima Veteran journalist Press Secretary of the Omukama of Bunyoro-Kitara The source of sour relations. In order to understand the relations between Bunyoro-Kitara and Buganda kingdoms in the 19th and 20th centuries, one must first know the origins of the sour relations. The birth of Buganda, after seceeding from Bunyoro-Kitara was the source of hostile relations. This article will show how this sad situation was arrived at. Up to about 1500 Kitara kingdom (today's Bunyoro-Kitara) under Abatembuzi and Abacwezi dynasities was peaceful, intact, with no rebellious princes. When the Abacwezi kings disappeared they left a three-year vacuum on the throne which was filled when four Ababiito princes were traced, and collected from their Luo mother in northern Uganda. They ascended the Kitara throne with their elder, twin brother, Isingoma Mpuuga Rukidi becoming the first Mubiito king. The Babiito dynasity continues today (January 2005) to reign in Bunyoro-Kitara, Buganda, Busoga, Tooro, Kooki, and Ankole. The Abacwezi kings left: behind a structure of local administration based on counties. Muhwahwa(lightweight)county, todays Buganda, was just one of Kitara's counties. In the pages ahead we are going to see that the counties admninistrative strucuture is also the cause of bad relations between. Bunyoro and Buganda. Muhwahwa's small size, hence the need to expand it, as we are about to see in the pages ahead, had a lasting bearing on the relations not only between Bunyoro-Kitara and Buganda, but also between Buganda and the rest of today's Uganda During Abacwezi reign Muhwahwa county under chief Sebwana, was very obedient, and extremely loyal to Bunyoro-Kitara kingdom. -

The present inadequate legal recognition and, ultimately, insufficient international recognition and protection of TCEs has orchestrated the misappropriation of such works for the benefit of the entertainment industry and other economic sectors as well. The biggest underlying issue therefore is – whether TCEs should be recognized within the domain of Intellectual Property Rights. The fact that TCEs are considered as part of the public domain raises a key issues as to how they can be protected so as to serve the interests of ethnic communities, States, as well as the users of the TCEs. The claim made in this study is that because of the communal nature of ownership and difficulty in defining TCEs, this has contributed to their abuse by all users. The current origin-based I.P regimes are considered as inadequate in protecting TCEs which are mainly characterized by communal ownership and absence of fixation. -

The Population and Housing Census is the major source of demographic and social-economic statistics in Uganda. The country has conducted scientific population and housing censuses at intervals of about ten years since 1948. The latest such census was conducted in 2002 and was the most comprehensive census ever undertaken in Uganda. This census collected household-based data on population, housing, agriculture, micro and small enterprises as well as community information. The Uganda Bureau of Statistics has published the 2002 Census results in different reports at different times and with varying degrees of detail. The Monograph Series provide more detailed and subject-oriented analyses of the census data which relate the findings to the national development policies and targets as outlined in the PEAP. This Monograph on Population Composition contains information on household composition, religious and ethnic composition and marriage. The Bureau is grateful to the many institutions and individuals who participated in the planning and/or implementation of the Census.
