For three days 38 co-op participants representing 16 different countries met in Victoria, British Columbia to review the historical record of how co-operatives have PURSUIT addressed conflict and to reflect on current practices of co-operatives operating in areas deeply divided by political, economic, and social injustices. The present volume is a collection of essays presented at the conference, as well PEACE as additional papers by co-op studies experts. Contributors share their experience, knowledge, and insights on the challenges co-operatives must meet in addressing an array of conflict situations, and how the co-ops and regional co-operative movements are responding and contributing to peace making and sustainable development. We specially want to acknowledge the contributions of Ibnoe Soedjono and Madhav Madane, two prominent promoters of co-operatives and contributors to this volume, who passed away last year. Acknowledgements hen the British Columbia Institute for Co-operative Stud- ies was started in the year 2000, we dreamed of someday undertaking some work exploring how co-operatives and Wco-operative thought can help lessen tensions within communities and contribute to a more peaceful world. For many reasons we were not able to start that kind of research and reflection until June 2006, when the Institute hosted a conference on the theme Co-operatives and Peace. On behalf of the Institute, I would like to thank Yehudah Paz and Robby Tulus for their help in bringing the programme together. I would particularly like to thank Joy Emmanuel for accepting responsibility for the development of the conference and for overseeing its development in her quiet and efficient way. Biographical details Mark Bevir is an Associate Professor in the Department of Political Science, University of California at Berkeley. His publications include The Logic of the History of Ideas (Cambridge: Cambridge University Press, 1999) 2 ABSTRACT Sidney Webb is often represented as a descendent of the utilitarians. Social democracy and the welfare state thus stand as the continuing development of Enlightenment rationalism. Alternatively, Webb appears as the representative of a new managerial and administrative class. Social democracy and the welfare state here stand as the elitist and bureaucratic expressions of the power of this class. In contrast to these conventional views, this paper locates Webb in the context of a radicalism, peculiar to the 1870s, composed of ethical positivism and evolutionary sociology. He became a socialist because of his positivist ethic. He defined his socialism in relation to an evolutionary philosophy. And he later adopted collectivism as a result of turning to positivist sociology. Webb’s collectivism, however, provided little assistance in dealing with the dilemmas of the inter-war years. His ethical positivism and evolutionary sociology led him to turn to solutions apparently offered by the Soviet Union. This reinterpretation of Webb suggests a new view of social democracy and the welfare state. We should see them as the changing products of particular ideational and political contexts such as those of the 1870s and 1930s.

Humanizing the Economy p. 449 Foreward When I commenced writing this book in November 2008, the financial crisis that was to wreak global havoc had just exploded and a young senator from Illinois had just been elected America’s first black president. It seemed a turning point. The spectacular failure of the free market ideas that had dominated public policy for a generation seemed at last to have run their course. It seemed a time of reckoning. Surely the catastrophic costs of these policies would call down the reforms needed to curtail the criminal excesses of a system that had brought the global economy to the brink of ruin. The yearning for change that had propelled the election of a charismatic and still youthful president seemed a propitious omen for the pursuit of a vigorous and pro- gressive agenda that would finally address the grave faults of an economic and polit- ical system that had lost all legitimacy.
