The report is based on descriptive and self-evaluative reports and videotapes provided by each of the nine universities in the state system (the University of Florida, Florida State University, Florida A & M University, University of South Florida, Florida Atlantic University, the University of West Florida, the University of Central Florida, Florida International University, and the University of North Florida) that offer visual and performing arts degree programs. All nine schools have programs in music and the visual arts; some add theater, dance, and/or movie, television, and recording arts programs. Four of the system-wide recommendations made in the report address the need for more adequate financial support; others include development of a full 4-year curriculum, noting restrictions imposed by the "120 hours" rule; stronger affiliations with community college programs; and national accreditation for all programs. Specific comments are made for each of the programs reviewed. A final consultant's recommendation suggests the importance of on-site visits for evaluations of fine and performing arts programs. Curriculum Vitaes Appendix D -- Inventory of SUS Degree Programs in Visual & Performing Arts iv STATE UNIVERSITY SYSTEM OF FLORIDA INTRODUCTION This is the third program review of Visual and PerformingArts in Florida conducted by the Board of Regents of the State University System of Florida.The first review was conducted in 1984 and the second in 1990. In preparation for thisreview, each of the nine universities in the SUS which offer Visual and Performing Arts degreeprograms was invited to prepare a descriptive and self-evaluative reporton its relevant programs. Seven of the institutions also provided video data on theirprograms and facilities. These reports and videotapes forined the basis for a series of focused discussions between theconsultants and program representatives in October-November 1995 in Tallahassee. The discussions providedclarifications and additional information concerning eachprogram. No on-site visits were made. The consultants were greatly aided by the thoroughinstitutional self-studies provided for this program review. The interviews with administratorsfrom both the university, college and program levels, were important in clarifying and expanding the informationcontained in these self-studies. All of this was ably coordinated by the staffof the Office of Academic Programs who facilitated, coordinated and in allways enabled the collection of information necessary for this comprehensive program review. However, theconsultants recommend that future reviews include an on-site visit to each of thecampuses with programs in the Visual and Performing Arts. As helpful as the self-studies and interviewswere, they cannot take the place of on-site evaluation that can be done by seeing, hearing anddiscussing with both faculty and students the programs under review. This becomes imperative inareas such as the Visual and Performing Arts. 1 The reviews in 1995came at a time when the arts are engaging in considerable national 1 review and assessment. The recently completed study in thefour areas comprising the National Standards for Arts Education provides a pre-collegiate basis forassessment that will have a significant influence on arts education preparation at the college level. The four professional areas continue togrow in their diversity, requiring greater demands on performers, teachers and creators in each of these art forms, thatare evolving in ways that would not have been imagined even 10years ago. Driven as they are by the explosion of new video and audio technologies, professionals and tertiary trainingprograms are responding in ways that are both defensive and creative. Each of the disciplines must continue their important role of passing on the great heritage of their art while at thesame time seeking the most effective programs that will reflect both traditional and contemporary forms of presentation. Thus, collegiate programs in these disciplines are challenged to continue theconservation of the great heritage of each art form, while at the same time providing the flexibilityto respond to new opportunities and a more global perspective. This Janus-like view of thesedisciplines requires that they look back on their heritage and forward to meeting the futurechallenges presented by a rapidly changing society. In order to meet these challenges, exercises suchas this review of programs become most important. These disciplines on each campus must look to their uniqueareas of specialization and their distinctive opportunities within both the institution and thestate-wide system, to provide professional education that is appropriate to theresources available and to the mission of the institution. In doing so, this providesan opportunity to prioritize programs for both majors and the general university student within each university in relationto state priorities for the Visual and Performing Arts. 2 An emphasis should be placed on eachprogram in all disciplines achieving national accreditation. This provides an opportunity tomeasure standards of each program against national norms established by peer institutions, whileat the same time, providing a forum for administrators and faculty to remain knowledgeable about nationaltrends and programs. In addition to accreditation, nationalconcerns continue to involve enrollment patterns that still reflect the effects of undergraduate demographicdownturns over the past decade which are now beginning to manifest themselves in the lower number of graduate applications. Another factor has been the diversity ofopen-access two year programs in relation to four year university professional programs. Because of its growth,the state of Florida trends do not always parallel the national demographics. Curricula alsohave been and will continue to be the subject of professional review to insureproper preparation of professionals for a quickly changing and challenging future. Of major concern throughout higher education,as reflected
