JOHN D. ROCKEFELLER IV, U.S. SENATOR FROM WEST VIRGINIA The CHAIRMAN. The meeting will come to—the hearing will come to order. I want to start out my chairmanship by yielding to John Kerry who has a 30-minute, maybe 30-hour or 30-second announce- ment he wants to make. STATEMENT OF HON. JOHN F. KERRY, U.S. SENATOR FROM MASSACHUSETTS Senator KERRY. Thank you very much, Mr. Chairman. I appre- ciate the privilege. I’m managing the nomination on the floor so I need to leave. I just wanted to welcome you as Chairman. We’re delighted that you’re going to be taking the helm of this Committee. We know your passion for all of the issues in front of the Committee. And just personally, as somebody who’s shared this journey with you on the Committee, I’m delighted that you’ve taken on the gavel. And I look forward to your leadership. It’s good to be here with you. I want to welcome our new Senators also. It’s great to have all them here. JOHN KERRY, U.S. SENATOR FROM MASSACHUSETTS Thank you Mr. Chairman, and welcome Congressman LaHood. In your fourteen years serving the constituents of Illinois’ 18th District, you built a record that has won you the respect of colleagues across party lines for your commitment to pur- suing the best policy solutions regardless of party affiliation. Despite the onslaught of bad financial news, we all have the privilege to live and work and travel in the most prosperous nation in the world. But travel by train in this country, you’d never know it. Meanwhile, traffic congestion continues to worsen in American cities of all sizes, creating a $78 billion drain on the U.S. economy in the form of 4.2 billion lost hours and 2.8 billion gallons of wasted fuel. In 2007, domestic flight delays cost the U.S. economy $41 billion and consumed about 740 million additional gallons of jet fuel according to the Joint Economic Committee. As part of the upcoming debate on economic stimulus, we’re preparing to make a massive investment in this country’s infrastructure. In my mind, that investment has to come with a commitment to the transportation infrastructure that will help us become cleaner and more efficient travelers in this next American century. The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues.

Durbin also serves as the Senate Majority Whip, the second highest ranking position among the Senate Democrats, and has been elected to this leadership post by his Democratic colleagues every two years since 2005. Durbin is a member of the Appropriations Committee, where he advocates for federal priorities and projects important to Illinois, including significant funding to protect the Great Lakes and Chicago’s Lake Michigan shoreline, and investments in clean energy.

To inform your work on these issues, we want to highlight the 2021 World IP Day comments of IP Subcommittee Chairman Patrick Leahy. In a statement on the floor, Chairman Leahy urged the next United States Patent and Trademark Office (USPTO) Director to protect small businesses and provide equitable access to the patent system, including by faithfully executing Congress’ intent to weed out bad patents in post-grant review proceedings. In particular, Chairman Leahy stated that the next USPTO Director must “respect the law, including the statutory bounds set by Congress,”1 unlike the last Administration’s appointees, who “took steps to undermine the Leahy-Smith Act” and “acted outside those statutory bounds.”2 We agree with those statements and fully support the Senate Judiciary Committee's efforts to ensure that the next USPTO Director returns to the goals of the AIA. We agree with Chairman Leahy’s priorities in selecting a nominee who embodies these principles. We especially appreciate that Chairman Leahy “look[s] forward to supporting a nominee for PTO Director who shares [his] view that it is important to weed out poor-quality patents, void the potential for abuse, but at the same time reinforce the protection provided to high-quality patents.”3 On these points, Chairman Leahy has the support of a vast range of manufacturers from auto to energy sectors, small business app and connected device makers, networking equipment makers, and digital health companies and providers.
