Pourtant, plutôt que d’être le Kosovo est un Etat indépendant et souverain selon pleinement indépendant ou pleinement la Constitution du Kosovo, une province autonome intégré à la Serbie, le Kosovo est, dans les faits, de la Serbie selon la Constitution de Serbie et une divisé.     MINISTRY OF ENVIRONMENT AND SPATIAL PLANNING KOSOVO ENVIRONMENTAL PROTECTION AGENCY REPORT ON THE STATE OF WATER 2015 Prishtinë, 2015 2 Foreword Protection of water resources is a moral, ethical and human obligation of everyone as water is an essential factor to life, health, food, culture, production and renewable energy. The need for fresh water is one of the greatest environmental issues globally today. Data show that more than 1.2 billion people worldwide do not have access to drinking water, while approximately 3 billion people (half the population of the world) do not have appropriate sanitary services. Over 200 diseases originate from polluted water and approximately 6.000 people a day die because of diarrheal diseases. According to the World Health Organization, about 5 million people die every year because of polluted water consumption. In view of the current urbanization trend in the world, until 2025 approximately 3 billion people will need water supply and more than 4 billion will need to access wastewater services. In Kosovo, as in many other countries of the world, the human health and well-being is increasingly threatened by poor water quality or lack of fresh water. Based on data provided by our institutions, approximately 80 % of the population in Kosovo is supplied from the public water supply system and about 60 % of the population has access to the public sewerage system. Protection, preservation and monitoring of the quality of water resources is one of the greatest environmental challenges of our society. Industrial development, urbanization and intensive agriculture are some of the factors causing water pollution.

    ABDUCTIONS AND DISAPPEARANCES OF NON-ALBANIANS IN KOSOVO 24 March 1999 – 31 December 2000 1 2 At least 932 non-Albanians disappeared or were abducted in the period from the deployment of the international peacekeeping force (KFOR) in Kosovo on 12 June 1999 up to 31 December 2000. Field research by the Humanitarian Law Center (HLC) brought out that Serbs, Roma, Montenegrins and Bosniacs went missing on a daily basis from 12 June to 1 September 1999, in which period 835 non-Albanians were abducted or disappeared. The whereabouts of 593 remain unknown. The Kosovo Liberation Army (KLA) released 141 persons, 24 were able to escape from KLA prisons, 13 were set free by KFOR, and 62 were killed after being abducted. The missing persons are mainly civilians. Of the 593 non-Albanian missing registered by the HLC, 257 were taken by KLA members or individuals acting in its name and all trace of them was subsequently lost, while 336 disappeared in unclear circumstances. The greatest number of disappearances was registered in cities and towns in which there was no violence on a larger scale by Serbian forces against ethnic Albanians during the NATO bombing. In the period from 12 June to 1 September 1999, 121 non-Albanians disappeared in Prizren: 51 were taken by KLA members and their whereabouts remain unknown; 42 disappeared in unclear circumstances; five were killed after being taken; and 23 were released by the KLA or through the intervention of KFOR. In Priština in the same period, 142 non-Albanians disappeared, of whom 27 were released by the KLA a few days later.

Foreword Communities around the globe are increasingly seeking ways to become more active in local governance and have a say on the management of their local resources. Democrat- ic participation with an inclusive approach to all, ensuring the right to practice one’s own culture, is essential to wellbeing of communities where multiple identities and diversity are considered important assets. Heritage, as one of the foundations of contemporary life, plays a crucial role in local eco- nomic development as responsible care and management of heritage resources could offer opportunities for communities. The European Union/Council of Europe Joint Project - Sup- port to the Promotion of Cultural Diversity in Kosovo* (PCDK) has been very innovative in engaging local communities with their heritage, while developing locally appropriate meth- odologies and programmes, based on agreed standards. With its integrated approach to heritage and diversity, this Heritage Plan brings together the distinguished elements of the communities in a regional framework. Besides the well- known heritage assets, it tries to bring the intangible aspects of contemporary community life and ties the diverse ways in which heritage plays a role. The participatory nature of the development of the Heritage Plan encouraged local actors to play an increasingly important role at an early stage and planning for its future.
