The project does this by supporting USAID’s Country Development Cooperation development objective of improved rule of law that meets citizens’ needs and intermediate results of improved integration of ethnic minorities into Kosovo society. AKT’s goal is to foster positive and constructive inter-ethnic cooperation between Kosovo’s majority and minority communities in addressing common problems of unemployment, social needs, and municipal services in 16 targeted municipalities throughout Kosovo. The project partnered directly with 16 Kosovo municipalities: six (6) Serb-majority municipalities in the south (Gračanica/Graçanicë, Klokot/Kllokot, Parteš/Partesh, Ranilug/Ranillug, Novo Brdo/Novobërdë, and Štrpce/Shtërpcë_; four Serb-majority municipalities in northern Kosovo (North Mitrovica/ë, Leposavić/Leposaviq, Zubin Potok and Zvečan/Zveçan); and six (6) Albanian-majority municipalities (Obiliq/Obilić, Gjilan/Gnjilane, Istog/Istok, Klinë/Klina, Pejë/Peć and Vushtrri/Vučitrn). AKT pursues its goal through four Project Intermediate Results (PIRs) or objectives, listed below: 1. Improve autonomous, horizontal communication between a) Kosovo Albanian and non-majority communities; and b) GoK and non-majority communities; 2. Improve economic opportunities in target municipalities; 3. Increase the efficiency and capacity of target municipal administrations to respond to the needs of all their citizens; 4. Build the capacity of host organizations by leveraging local, cross-ethnic leadership to implement USAID Kosovo funded activities. EVENTS THAT BRING PEOPLE TOGETHER AND INCREASE INTER- ETHNIC COMMUNICATION Over the three year project implementation period, USAID AKT brought together 4,327 individuals in 214 events in public spaces that brought people together and increased inter- ethnic communication. The events were predominantly attended by men (77 percent). Overall participation by Kosovo’s national non-majority populations was 70 percent. While all events were extended to majority and non-majority participants, there were events were only one community participated. For example, while Joint Working Groups (JWG) had members from majority and non-majority communities, the JWG may have held a meeting to discuss inter- ethnic community priorities with only non-majority participants. About 25 percent of the activities were inter-ethnic sports, environmental, or cultural activities, while about 75 percent mobilized the communities, for example to identify priorities in partnership with each other and municipalities, learn new skills like advocacy, or participate in joint discussions on priority issues. In this position, Ramush Haradinaj had overall command of the KLA forces in one of the KLA operational zones, called Dukagjin, in the western part of Kosovo bordering upon Albania and Montenegro. He was one of the most senior KLA leaders in Kosovo. 3. The Dukagjin Operational Zone encompassed the municipalities of Pec/Pejë, Decani/Deçan, Dakovica/Gjakovë, and part of the municipalities of Istok/Istog and Klina/Klinë. As such, the villages of Glodjane/Gllogjan, Dasinovac/Dashinoc, Dolac/Dollc, Ratis/Ratishë, Dubrava/Dubravë, Grabanica/Grabanicë, Locane/Lloçan, Babaloc/Baballoq, Rznic/Irzniq, Pozar/Pozhare, Zabelj/Zhabel, Zahac/Zahaq, Zdrelo/Zhdrellë, Gramocelj/Gramaqel, Dujak/ Dujakë, Piskote/Piskotë, Pljancor/ Plançar, Nepolje/Nepolë, Kosuric/Kosuriq, Lodja/Loxhë, Barane/Baran, the Lake Radonjic/Radoniq area and Jablanica/Jabllanicë were under his command and control.
