NAIBU WAZIRI, OFISI YA WAZIRI MKUU, TAWALA ZA MIKOA NA SERIKALI ZA MITAA (TAMISEMI) alijibu:- 1 NAKALA YA MTANDAO (ONLINE DOCUMENT) Mheshimiwa Mwenyekiti, kwa niaba ya Mheshimiwa Waziri Mkuu, naomba kujibu swali la Mheshimiwa Gaudence Cassian Kayombo, Mbunge wa Mbinga Mashariki kama ifuatavyo:- Mheshimiwa Mwenyekiti, Mkoa wa Ruvuma una jumla ya tarafa 24 yaani Tunduru wako saba, Mbinga wana tarafa sita, Nyasa wana tarafa tatu, Namtumbo wana tarafa tatu na Songea wana tarafa tano. Ni kweli tarafa za Wilaya ya Mbinga hazina ofisi rasmi zilizojengwa na Serikali. Ujenzi wa hizo ofisi unafanyika kwa awamu kulingana na upatikanaji wa fedha. Kwa sasa Mkoa wa Ruvuma umeweka kipaumbele katika ujenzi wa ofisi nne za tarafa katika Wilaya ya Nyasa na Tunduru. Tarafa hizo ni Luhuhu (Lituhi-Nyasa), Ruhekei (Mbamba bay-Nyasa), Mpepo (Tinga-Nyasa) na Nampungu (Nandembo-Tunduru). Mheshimiwa Mwenyekiti, katika mwaka wa fedha wa 2014/2015, Mkoa ulitenga shilingi milioni mia tatu kwa ajili ya ujenzi wa ofisi ya Tarafa ya Luhuhu (Lituhi), Ruhekei (Mbamba bay), Mpepo (Tingi) na Nampungu (Nandembo). -

Tanzanian Affairs Issued by the Britain-Tanzania Society No 114 May - Aug 2016 Magufuli’s “Cleansing” Operation Zanzibar Election Re-run Nyerere Bridge Opens David Brewin: MAGUFULI’S “CLEANSING” OPERATION President Magufuli helps clean the street outside State House in Dec 2015 (photo State House) The seemingly tireless new President Magufuli of Tanzania has started his term of office with a number of spectacular measures most of which are not only proving extremely popular in Tanzania but also attracting interest in other East African countries and beyond. It could be described as a huge ‘cleansing’ operation in which the main features include: a drive to eliminate corruption (in response to widespread demands from the electorate during the November 2015 elections); a cutting out of elements of low priority in the expenditure of government funds; and a better work ethic amongst government employees. The President has changed so many policies and practices since tak- ing office in November 2015 that it is difficult for a small journal like ‘Tanzanian Affairs’ to cover them adequately. He is, of course, operat- ing through, and with the help of ministers, regional commissioners and cover photo: The new Nyerere Bridge in Dar es Salaam (see Transport) Magufuli’s “Cleansing” Operation 3 others, who have been either kept on or brought in as replacements for those removed in various purges of existing personnel. Changes under the new President The following is a list of some of the President’s changes. Some were not carried out by him directly but by subordinates. It is clear however where the inspiration for them came from. -

Shivji Mwalimu Nyerere University Professor of Pan-African Studies University of Dar es Salaam Dar es Salaam [email protected] I. Introductory The purpose of this short paper is to assess the challenge of regional unity like the East African Community (EAC) from the standpoint of pan-Africanism. We use the term ‘regional unity’, or regionalism, to refer to include both economic integration and political association. As we celebrate the 10th anniversary of the second-generation East African Community, it is opportune to stand back from the dominant debates on forms of integration – common market, monetary union, fast-tracking or snail-walking of the East African Federation etc. – and ask certain core questions: What exactly is the vision, the lodestar, so to speak, of the regional project? What is its historical genesis? What are the driving forces of the project, in whose interest and for what purpose? How does the project relate to the larger global forces, and in particular, to the changing world hegemonies? It is only by asking these bigger questions that we can critically assess where we are going and chart the possible way forward. It is not my intention to enter into a debate on the merits or demerits of the forms of economic integration or the speed of political association. -

Mheshimiwa Spika, naomba kutoa hoja kwamba Bunge lako Tukufu baada ya kuzingatia taarifa iliyowasilishwa hapa Bungeni leo na Mwenyekiti wa Kamati ya Bunge ya Kilimo Mifugo na Maji inayohusu Wizara ya Kilimo Chakula na Ushirika, sasa lijadili na kukubali kupitisha makadirio ya Matumizi ya Kawaida na ya Maendeleo ya Wizara ya Kilimo Chakula na Ushirika kwa mwaka wa Fedha wa 2008/2009. 2. Mheshimiwa Spika, awali ya yote nitumie fursa hii kuungana na Watanzania wenzangu kumpongeza Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete kwa kuchaguliwa kwake kuwa Mwenyekiti wa Umoja wa Afrika. Kuchaguliwa kwake, na mchango wake alioutoa tangu kuchaguliwa kwake kuwa Mwenyekiti wa Umoja huo umelijengea Taifa letu heshima kubwa katika medani ya kimataifa. Aidha, uongozi wake na juhudi zake za kupambana na maovu katika jamii yetu, licha ya kusimamia utekelezaji wa Ilani ya Chama cha Mapinduzi kwa ajili ya Uchaguzi wa Mwaka 2005 ni kielelezo dhahiri kuwa ni kiongozi anayejali haki na maendeleo ya nchi yetu. Juhudi zake hizo zimedhihirisha uwezo wake mkubwa wa kuongoza na utumishi wake uliotukuka aliouonyesha katika nyadhifa mbali mbali alizowahi kushika katika Serikali na Chama cha Mapinduzi. Wananchi wanaendelea kuwa na imani na matumaini makubwa kwa uwezo wake katika kuliongoza Taifa letu. 1 3.
