AFP PHOTO/ BULENT KILIC © AFP The European Union in consultation with the United States, Canada and its international allies has adopted long over due third stage sectoral sanctions against Russia. The reasons are due to Russian President Vladimir Putin's cold, callous and calculated oldfashioned imperialism towards Ukraine and his threat to European security. The West long harboured illusions about both Putin and former Ukrainian President Viktor Yanukovych only to eventually reach the conclusion they were kleptocratic liars, cold and violent thugs. This was already evident in the case of Putin as soon as he came to power with allegations the FSB, the domestic successor to the KGB that he had been an officer in, blowing up apartments to reignite the Chechen conflict, in the massive war crimes committed in Grozny and against Chechens and Russian backed separatism and ethnic cleansing in Georgia. Yanukovych's two jail sentences and ties to organised crime should have provided a reliable guide to his likely brutal behaviour in asset stripping Ukraine, murdering unarmed Euromaidan protesters and with big brother Putin fomenting Donetsk terrorism. -

Political System of France The Fifth Republic • The fifth republic was established in 1958, and was largely the work of General de Gaulle - its first president, and Michel Debré his prime minister. It has been amended 17 times. Though the French constitution is parliamentary, it gives relatively extensive powers to the executive (President and Ministers) compared to other western democracies. • A popular referendum approved the constitution of the French Fifth Republic in 1958, greatly strengthening the authority of the presidency and the executive with respect to Parliament. • The constitution does not contain a bill of rights in itself, but its preamble mentions that France should follow the principles of the Declaration of the Rights of Man and of the Citizen, as well as those of the preamble to the constitution of the Fourth Republic. • This has been judged to imply that the principles laid forth in those texts have constitutional value, and that legislation infringing on those principles should be found unconstitutional if a recourse is filed before the Constitutional Council. The executive branch • The head of state and head of the executive is the President, elected by universal suffrage. • France has a semi-presidential system of government, with both a President and a Prime Minister. • The Prime Minister is responsible to the French Parliament. • A presidential candidate is required to obtain a nationwide majority of non- blank votes at either the first or second round of balloting, which implies that the President is somewhat supported by at least half of the voting population. • The President of France, as head of state and head of the executive, thus carries more power than leaders of most other European countries, where the two functions are separate (for example in the UK, the Monarch and the Prime minister, in Germany the President and the Chancellor.) • Since May 2017, France's president is Emmanuel Macron, who was elected to the post at age 39, the youngest French leader since Napoleon. -

Beside the much discussed presi- dential elections in the United States and France, Britain’s Brexit vote and Turkish constitutional referendum, showed signs of extreme polarization. Among the countries affected, Ukraine faced some of the gravest consequences. In an attempt to understand the mechanisms of these phe- nomena, we here combine social media analysis with agent-based modeling of opinion dynamics, targeting Ukraine’s crisis of 2014. We use Twitter data to quantify changes in the opinion divide and parameterize an extended Bounded-Confidence XY Model, which provides a spatiotemporal description of the polarization dynamics. We demonstrate that the level of emotional intensity is a major driving force for polarization that can lead to a spontaneous onset of collective behavior at a certain degree of homophily and conformity. We find that the critical level of emotional intensity corresponds to a polarization transition, marked by a sudden increase in the degree of involvement and in the opinion bimodality. -

The borders of Europe include the states settled in Asia such as the Russian Federation, Azerbaijan and Armenia in the Council of Europe and even Israel in the song contest of Europe, Eurovision. However, the Europeanness of states like Turkey and Ukraine are always in question when it comes to the European Union (and the EC, its pre-1993 pre- decessor), even if both are in the Council of Europe simultaneously. -

University of North Carolina Press, $39.95 ISBN 978-0-8078-3523-4 Understanding the Civil War in a Broader Context Andre Fleche adds to the burgeoning literature on the international dimensions of the Civil War in this valuable study of American nationalism in a transatlantic context. Contrary to dominant popular narratives of the Civil War as a purely domestic conflict, Europe’s 1848 revolutions had a profound influence on northern and southern conceptions of the nation state. Viewed in this framework, the Civil War fits into a broader pattern of revolution wherein the fledgling concept of the nation state matured into the form that guided it through the next century of modern history. Although 1860s Americans paid attention to other revolutionary precedents, especially their own against Great Britain, Fleche argues that the most influential were the failed nationalist revolutions of 1848 in Europe, a series of revolts against the monarchies that took control of the continent after Napoleon’s defeat in 1815. -

Beck Revolutions Against the State Introduction The way social scientists think that others think about revolutions has been shaped primarily by Jack Goldstone. In his influential review essays, Goldstone (1982, 2001) presents the 20th century study of revolution as occurring in generations—from natural historians of the 1930s to general theorists of the mid-20th century, from state-centered scholars in the 1980s to a contemporary fourth generation basket of approaches. Because it is so familiar, his reading animates nearly all contemporary literature reviews in revolution studies. Goldstone’s categorizations have even impelled new work, as in Sohrabi’s (1995) research on models of revolution or Lawson’s (2016) recent theoretical synthesis. There is a problem with this way of thinking about the field of revolution studies, however. Social science of any sort, let alone in the study of revolution, does not cohere in neat generations. I offer a few examples. During the so-called natural history phase, other scholars like Merriman (1938) argued for general structural theories of revolution that look much more like the state-centered accounts of four decades later. -

It emerged from the collapse of the Fourth Republic, replacing the former parliamen- tary republic with a semi-presidential, or dual-executive, system that split powers between a prime min- ister as head of government and a president as head of state. De Gaulle, who was the first president elected under the Fifth Republic in December 1958, believed in a strong head of state, which he de- scribed as embodying “l'esprit de la nation” (the spirit of the nation). The nation declares itself to be an "indivisible, secular, democratic, and social Republic". The constitu- tion provides for a separation of powers and proclaims France's "attachment to the Rights of Man and the principles of national sovereignty as defined by the Declaration of 1789." The Fifth Republic is France's third-longest political regime, after the hereditary and feudal monarchies of the Ancien Régime (15th century – 1792) and the parliamentary Third Republic (1879–1940). Executive branch Executive power is exercised by the President of the Republic and the Government. The Government consists of the Prime Minister and ministers. The Prime Minister is appointed by the President, and is responsible to Parliament. -

The Congress of Vienna and the Conservative Order of Europe The Congress of Vienna After Napoleon had finally been defeated in 1815, the European monarchs breathed a huge sigh of relief. After all, the French Revolution and the development it had triggered had dominated European politics for more than a quarter of a century. Napoleon had not always been a passionate advocate of the French Revolution, yet his con- quest and occupation of Europe had contributed substantially to the spread of its ideas – liberty, equality, and fra- 5 ternity – all over the continent. Having defeated Napoleon, the monarchs of Europe were eager to ensure the restoration of peace and order. They were particularly anxious about the legacy of the ideas of the revolution, and therefore the governments of Europe were determined to follow policies that provided stability and squelch any kind of political turmoil. The Congress of Vienna, a conference of diplomats from all over Europe, tried to settle political and territ- 10 orial questions that had arisen from the Napoleonic Wars. The Congress began in 1814 when Napoleon was still exiled on Elba. In the beginning, delegates could not agree on any solutions which helped Napoleon re-establish his rule in France after his return from exile. However, after Napoleon’s final defeat at Waterloo in 1815, the Congress of Vienna took up its work again. The countries that had made the most vital contributions to defeat Napoleon were Russia, Great Britain, 15 Prussia, and Austria. Their representatives at the Congress were Tsar Alexander I of Russia, Lord Castlereagh – foreign secretary of Great Britain – King Frederick William III of Prussia, and Prince Klemens von Metternich* – chief minister of Austria and chairman of the conference.
