    Policy Review Pandemic, Economy and Response Mechanism: An overview Sana Malik and Ali Rehmat July 2020 Abstract This policy review presents an overall overview of COVID-19 pandemic impact on health and economy in developed and developing countries. Besides, it highlights the key responses and measures taken so far to control the spread of the diseases. The COVID-19 pandemic seems to impact economy so hard that the global growth could be as low as 2%, along with drop in trade from 13% to 32%. In the US only, 22 million people applied for unemployment benefits. In Europe, services sector has crashed as lockdowns caused businesses closures. Similarly, Spain, France, and Germany have all recorded the lowest readings in their business surveys. In Pakistan, more than 25% of the population lives below the poverty line; it is estimated that poverty shall increase from 75 million to around 130 million in case of protracted lockdown. Moreover, the absence of universal health coverage may also force people to sell their possessions or get loans from informal moneylenders at manipulative rates. In this chaotic situation, the government should allocate more money for its health budget. Pakistan should take steps towards practical policies to tackle the further impact of COVID-19. Pakistan should keep digital database of all sorts of labourers (formal and informal) as it will help the government reach the poor and needy segments of the communities on time. Contents 1. Research on sound in Southeast Asia has focused on music and musicology, but historians are now considering the wide variety of noises to which people were exposed, and how the interpretations and understanding of these sounds shaped human experience. This article uses an 1899 court case in Singapore concerning a noisy neighbour as a departure point to consider some of the ways in which “noise” was heard in traditional Southeast Asian societies. Focusing on Singapore, it shows that European attitudes influenced the attitudes of the colonial administration towards loud noise, especially in the streets. By the late 19th century, the view that sleep was necessary for good health, and that noise interfered with sleep, was well established. The changing soundscape of Singapore in the early 20th century led to increasing middle class demands for government action to limit urban noise, although these were largely ineffective.

The English Press in Singapore has unique features in a country that functions under Authoritarian System. In the 1970s, the whole press (both English and Chinese) faced challenges and pressure from the control of the government. Tightening measures and laws were implemented, therefore the English press had to readjust the orientation and tried to cater to the need of nation- building and fostering of the spirit of being Singaporeans. The period in the 1970s was the time that both sides had the fiercest conflicts and the key stage the government began to lay down the complete and effective supervision system. A careful and thorough analysis into the English press at that time helps to reveal a more profound picture of that special phrase and paves the way to a deeper understanding between power and media. Introduction In a multicultural and multi-lingual society, Singapore English press has its unique features in the development in a post-colonial age.     Situation Report #27: COVID-19 Ministry of Health | Health System Emergency Management Branch February 21, 2020 Situation: • Case counts as of February 21, 2020: • o China: 75,467 cases; 2,237 deaths o Asia & Oceania: 1,231 cases; 9 deaths (Philippines, Hong Kong (2), Japan, Taiwan, Diamond Princess (2), South Korea (2)) o Europe: 50 cases; 1 death (France) o Middle East: 28 cases; 4 deaths (Iran) o Africa: Egypt (1 case) o North America: United States (34 cases), Canada (9 cases) • In Ontario, there are 12 persons under investigation with lab results pending. • To date, there are no COVID-19 positive cases among the repatriated Canadians from Wuhan currently under quarantine at CFB Trenton. Actions Taken: • Patient and Visitor signage that was distributed last week is now available on the ministry’s website. • The first group of repatriated citizens who were evacuated from Wuhan have now been released from quarantine. • The ministry continues to work with federal and local partners to support the remaining repatriated citizens finishing their quarantine at CFB Trenton. • A flight carrying passengers who were on the Diamond Princess cruise ship docked in Japan have arrived in Cornwall and have begun their 14 day quarantine period. EMAT staff are present to support primary care and the ministry is working with local health system partners to support these repatriated citizens. • Case and contact management is underway for passengers who were on board MS Westerdam and have returned to Canada via commercial routes. • • There has been a national reassessment of the risk level of passengers on the MS Westerdam cruise ship.

    GUARDING AGAINST THE INVISIBLE ENEMY Lian Zhimin, Arvinder Singh, Rayna Tan & Tan Chermel Immigration & Checkpoints Authority ABSTRACT The emergence of the Coronavirus Disease 2019 (COVID-19) prompted many countries to impose stringent border control measures to mitigate the risk of importation of the infectious disease. Singapore was no exception. To guard against the invisible enemy, the Immigration & Checkpoints Authority (ICA) implemented tighter border control measures within a short span of time, constantly adjusting them to mitigate the fluid situation. As the global situation worsened, Singapore took the unprecedented step of closing its borders to short- term visitors. ICA also had to conduct heightened clearance operations for dedicated flights that brought home stranded Singapore residents from around the world. In anticipation of a protracted fight against COVID-19, ICA leveraged technology and fine-tuned its operational processes to alleviate the workload of the frontline officers. Beyond the borders, ICA was also responsible for implementing and enforcing the Stay-Home-Notice (SHN) regime to minimise the risk of community spread from residents returning from overseas. Many ICA officers also volunteered to be part of the Forward Assurance and Support Teams (FAST) at migrant worker dormitories to enforce Circuit Breaker Measures. This article documents ICA’s response to COVID-19 as guardians of our borders, protecting more than just a line on the map. It also describes how ICA adjusted a border control regime primarily designed to deal with security threats to manage COVID-19, providing a glimpse of border control in a post-COVID-19 world.
