Nov /Dec 2020 129 Elusive Pursuit of Reconciliation and Development in Post-Apartheid South Africa Vusi Gumede Article DOI: https://doi.org/10.35293/srsa.v42i2.77 University of Mpumalanga, South Africa Abstract Debates on whether reconciliation is taking place and particularly the issue of inclusive development continue in South Africa. Reconciliation is understood as a process whereby different population groups in South Africa peacefully coexist and restore amicable relations which were fractured by colonialism and apartheid. Inclusive development has to do with the socio-economic transformation that involves, or rather benefits all the peoples of a country. Socio- economic transformation is considered slow since the dawn of democracy, with nation-building, development, freedom, and related objectives having suffered in post-apartheid South Africa. The notions of justice and inclusivity require comprehensive analysis, especially many years after the formal end of apartheid in 1994. The paper examines development and reconciliation, in seeking an explanation for what appears to be a changing political landscape in South Africa, epitomised by the decline in the number of votes that the governing party, the African National Congress (ANC), is receiving since 2009 while the Economic Freedom Fighters, a relatively new party, is gaining traction. It is argued that the slow pace of inclusive development and weak reconciliation are compromising the ANC, resulting in the evolution of the political landscape in South Africa. Essentially, the inability to improve reconciliation has resulted in weak inclusive development and makes it difficult for South Africa to become a nation. -

Introduction Two principal factors have shaped South Africa’s post-apartheid foreign policy towards Africa. First, the termination of apartheid in 1994 allowed South Africa, for the first time in the country’s history, to establish and maintain contacts with African states on equal terms. Second, the end of the Cold War at the end of the 1980s led to a retreat of the West from Africa, particularly in the economic sphere. Consequently, closer cooperation among all African states has become more pertinent to finding African solutions to African problems. -

Nokoko Institute of African Studies Carleton University (Ottawa, Canada) Fall 2010 (1) The South African Reserve Bank and the telling of monetary stories Elizabeth Cobbett Stories about the new South Africa—its miraculous and peaceful transition to democracy, its macroeconomic stability, and its strong regional and continental diplomatic role—abound and serve to reinforce a master narrative of a transformed country ris- ing from a violent past and now heading in the right direction. The hosting of the 2010 World Cup FIFA (Fédération Internation- ale de Football Association) is an example of this new South Africa: a successful African state hosting a major international event. Tito Mboweni, former governor of the South African Re- serve Bank (SARB), said that preparations for the World Cup came at a time of strong economic growth (Mboweni, 2007). The per- sistent adherence to prudent macroeconomic policies by the authorities had resulted in the country’s solid economic perform- ance in recent years and strengthened its capacity to host the games. This rhetoric portrays South Africa as a new and active par- 68 Nokoko 1 Fall 2010 ticipant on the world stage, a status aided by the prudent and long-sighted actions of the SARB, which created a stable macro- economic environment. South Africa is an international success story and this achievement is linked to good economic policy. This article contends that South African political economic leaders are in a struggle to put in place a master narrative of the economy, a supranational identification of common socio- economic problems and goals. The SARB has put forward a domi- nant narrative–the need to reintegrate the economy into a rapidly changing global financial environment after the long period of apartheid isolation (Van der Merwe, 1997). -

In the process of transforming South Africa's foreign identity from a pariah state to a respected international player, some commentators contend that presidents Mandela and Mbeki were informed by two contrasting theories of International Relations (IR), namely, idealism and realism, respectively. In light of the above-stated popular assumptions and interpretations of the foreign policies of Presidents Mandela and Mbeki, this study is motivated by the primary aim to investigate the classification of their foreign policy within the broader framework of IR theory. This is done by sketching a brief overview of the IR theories of idealism, realism and constructivism, followed by an analysis of the foreign policies of these two statesmen in order to identify some of the principles that underpin them.
