Asia | September 3, 2021 JAPAN: The silence defeated Suga, as eyes turn now to Kono ● Strategic silence from Abe and Aso undermined Yoshihide Suga, but the prime minister’s own gambits hastened his departure. ● Taro Kono is set to enter the race as the favorite, and Kishida may now be joined by Ishiba and other candidates. ● The LDP’s prospects for the general election will now improve, as will the likelihood of another stimulus package The dominos all fell quickly at the end. Perhaps the chief factor in Yoshihide Suga’s decision to step down from his positions as party president and prime minister was the ongoing silence of two of the kingmakers, his boss of eight years and former PM Shinzo Abe, and his current deputy PM and Finance Minister Taro Aso. Their lack of public support created the space for doubts to fester in Liberal Democratic Party (LDP) circles about whether the factionally-unaligned premier would secure the votes to repeat his unlikely victory of 12 months ago. Suga also hastened his own departure with two consequential gambits this week – first floating the idea of a snap September election that resulted in blowback from jittery party colleagues, then presenting several prominent names with a back-me-or-I’ll-sack-myself ultimatum with his plan to reshuffle top posts only weeks before the party vote. Environment Minister Junichiro Koizumi and others ultimately seem to have concluded that Suga’s offers of promotion were akin to being given front-row deck chairs on the Titanic. The leadership race opens The incumbent’s withdrawal leaves the field open in the party leadership race. -

It also examines his probable policy choices on economic, fiscal and constitutional issues as well as in foreign policy. POLITICAL SITUATION 1.1. Basic data Population: 127,8 million Ethnic groups: Japanese 99%, others 1% (Korean 511,262, Chinese 244,241, Brazilian 182,232, Filipino 89,851, other 237,914) (year 2000) Religions: Shinto and Buddhist 84%, other 16% (including Christian 0.7%) 1.2. Political structure Japan is a constitutional monarchy with a parliamentary government. Executive The head of government is the Prime Minister, who is designated by the Diet (parliament) and appoints the cabinet (government). Traditionally, the leader of the majority party or coalition becomes Prime Minister; a change in party leadership thereby signalling a new PM and cabinet. Legislature The Diet consists of two chambers, the House of Representatives and the House of Councillors. -

LOOKING BACK Illustration: Liz Kay Liz Illustration: QUALITY.ORG | 5 SLUG LOOKING BACK As part of the CQI’s centenary celebrations, Quality World will be looking at the past 100 years, focusing on each decade, to provide readers with an example of a major development that influenced the quality profession. In the early 1920’s, WALTER A SHEWHART, a physicist, engineer and statistician from New Canton, Illinois, USA, prepared a notable memorandum which described the essential principles of statistical quality control (SQC) and which also contained a simple control chart, for Bell Labs, where he was working at the time. Shewhart’s work emphasised the importance of reducing variation in a manufacturing process and of understanding that variation in production processes results in variation in final products. Statistician RONALD FISHER published the classic and influential book on statistical methods, Statistical Methods for Research Workers. Quality guru W EDWARDS DEMING began applying Shewhart’s techniques more widely, including to non-manufacturing processes, and particularly to clerical, administrative and management activities. In the late 1930s/early 1940s, Deming applied SPC principles to his work at the US Department of Agriculture. Around this time he also started to run courses for engineers and designers, including his and Shewhart’s evolving statistical process control (SPC) methods. After the war he worked in Japan, helping industrial managers and workers to understand the value of statistical methods in improving quality. He returned to the US in 1980 and worked extensively in the motor industry. Shewhart’s work developing SQC cast a long shadow, influencing the work of Deming, and other quality gurus such as Taiichi Ohno and Shigeo Shingo in Japan and Professor John Oakland in the UK. -

CHAPTER 6 Japan-China Relations in East Asia: Rivals or Partners? IIDA Masafumi Introduction Japan-China relations stand at a turning point. Antagonistic political relations with relatively stable economic relations between the two countries during the Koizumi administration have been improving and moving in the direction of establishing “mutually beneficial relations based on common strategic interests” since Koizumi’s successor Prime Minister Shinzo Abe paid a visit to Beijing and met Chinese President Hu Jintao in October 2006. Whether the improving relations between Tokyo and Beijing will continue to gather momentum for consolidation of their strategic relationship of mutual benefit or return to the path of deterioration is one of the significant factors affecting not only Japan’s security but the stability of East Asia. Chinese diplomacy towards Japan in the latest decade appears hostile and thorny from a bilateral point of view. However, observed from an East Asian regional perspective, China’s approach to Japan in the same period paints a different picture. As a matter of fact, the Chinese government made effort to maintain cooperative relations with Japan in East Asian multilateral frameworks while taking a tough stance on bilateral connections with Tokyo during Koizumi’s term of office. In this respect, multilateral structures for East Asian regional cooperation function as a stabilizer for a conflict- prone Japanese-Sino relationship. The purpose of this paper is to explore how the Chinese government considers its Japan policy in the context of its regional policy in East Asia. The future of a strategic relationship of mutual benefit between the two countries depends significantly on whether or not China’s East Asian policy will continue to play a role in stabilizing its bilateral relations with Japan. -

Report September 2015 010_8094158242709.indd 2 2015/09/30 14:51:31 01 Chairman’s Message Japan stands at a crucial juncture in its effort to rid itself of deflation and achieve tangible economic revitalization. The political leadership, the bureaucracy, and the private sector must deploy all the policies and resources at their disposal at this vital moment to ensure that the effort bears fruit. Keidanren, for its part, regards this year as the one in which the first steps towards the realization of the economy and the society as described in our vision statement, Toward the Creation of a More Affluent and Vibrant Japan, will be taken. We will, in addition to paving the way toward the elimination of deflation and toward economic revitalization, work with all our strength to address the many key policy issues that face us. Keidanren’s Policy for this fiscal year lists these issues and the steps we will take to tackle them. There are several priority areas. These include, fiscal consolidation, including achieving primary balance surplus by fiscal 2020, ensuring a stable and economically viable energy supply, revitalizing regional economies through stronger collaboration with regional economic groups, addressing the problem of population decline and encouraging the active participation of women in the workforce as a strategy for growth, and engaging in economic diplomacy with a view to boosting economic exchange with countries around the world. We will also continue to contribute actively to the post-earthquake reconstruction effort and to prepare for the Olympic and Paralympic Games in Tokyo in 2020. We will also continue to carry out reforms within Table of Contents Keidanren itself, as we work to consolidate further the trust and expectations placed in our organization by the wider community.
