READING BOROUGH LOCAL PLAN EXAMINATION CAVERSHAM AND EMMER GREEN Reading Borough Council response to Issue 13: Are the policies for Caversham and Emmer Green justified, deliverable and consistent with national policy? Q1. Is the strategy for the Caversham and Emmer Green justified? Does the strategy appropriately reflect the concerns relating to infrastructure as set out in paragraph 8.2.5 of the LP? The strategy for Caversham and Emmer Green is justified. The reasoning for the strategy is generally set out within the text of the Local Plan itself. The level of development planned for the area stems from the assessment of capacity undertaken in the Housing and Economic Land Availability Assessment (HELAA, EV014 and EV015). This considered that the area could accommodate approximately 700 homes between 2013 and 2036, around 5% of the total planned for, but very little commercial development, as identified in paragraph 8.2.3 of the Local Plan. Caversham and Emmer Green has the lowest potential for additional development of the five areas. It is an existing residential area (with the exception of the small centres and some small concentrations of industry), where the opportunities for development even on previously-developed sites are very limited. There is some greenfield land within the area, but most of this is important for its recreation, landscape or historic value and should be protected. Much of the edge of this area adjoins the Chilterns Area of Outstanding Natural Beauty. There is also heritage interest, in particular associated with the history of the area as villages and hamlets in their own right, separate from Reading. -

Since ONR responded to the previous draft Local Plan Update consultation on 21 January 2019 (see email below) the proposed development locations included in the draft local plan have significantly changed. Additionally, the Detailed Emergency Planning Zone (DEPZ) for the AWE Burghfield site has been re-determined by West Berkshire District Council under the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2019 resulting in a larger DEPZ. ONR’s current position remains that we would be likely to object to: • developments within the DEPZ, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. • large scale developments within the circular 5km Outer Consultation Zone (OCZ), which extends beyond the DEPZ from grid reference SU684680, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. A number of people from within the church community and the wider community of Purley have spoken to me about this œ expressing concern about the effects of such a withdrawal on our community life. I was glad to hear of that concern, but words of sympathy and concern alone are not enough. They will change nothing. What is needed is our action œ that has a real possibility to affect outcomes. So if you are concerned about the abolition of the Post Office Card Account, please do something to put that concern into action. Write to Martin Salter MP and ask him to sign the Early Day Motion tabled by Kate Hoey. (At the time of writing œ 9 March 263 MP's had signed it.) 1 THE RIGHT TO JUSTICE Whilst on this subject of words of concern becoming deeds of action, I would like to draw your attention to another matter of great importance. -

WOKINGHAM BOROUGH COUNCIL THE WOKINGHAM BOROUGH COUNCIL (ARBORFIELD CROSS RELIEF ROAD) COMPULSORY PURCHASE ORDER 2018 DRAFT STATEMENT OF REASONS 85 1. Introduction 1.1. On [ ] 2018 Wokingham Borough Council (the “Council” and the “Acquiring Authority”) resolved to make the Wokingham Borough Council (Arborfield Cross Relief Road) Compulsory Purchase Order 2018 (the “Order”) to acquire land and interests over land within the Arborfield area and to enable the delivery of a new relief road known as the Arborfield Cross Relief Road (the “ACRR”). 1.2. The Order is made pursuant to sections 239, 240, 246, 250 and 260 of the Highways Act 1980 (the “1980 Act”) for the acquisition of all interests (except mining interests and others specifically excluded) in the land shown coloured pink (the “Order Land") on the plan attached to the Order (the “Order Plan”), and as described in the Schedule to the Order. The land proposed to be acquired pursuant to the Order is also described in greater detail in section 2 below. Further detail as to the powers under which the Order is made are found in section 3 below. 1.3. The Order Land is split into fields, supporting both arable and pasture farming, interspersed with a number of small woodland blocks. The Order Land is described further in section 2 of this Statement of Reasons. 1.4. The Order is being sought so that the Council can assemble in its ownership the Order Land to facilitate and enable the construction, on schedule, of a new section of highway linking the A327 Reading Road in the north and the A327 Eversley Road in the south east, along with associated necessary works (the “Scheme”). -

Dear Mr Ashby, Draft recommendations for Windsor and Maidenhead – input from Ascot Branch Labour Party Thank you for your March 2018 report containing your draft recommendations for new electoral arrangements, in which you made the point that the Commission would be ‘particularly interested to hear local views relating to the proposed wards during this consultation’ [ParaGraph 75]. I write to convey the views of Ascot Branch Labour Party in response to that request. Number of councillors - overall To beGin, we do not aGree with your overall recommendation to move to 42 councillors, as this introduces an unnecessary inequality between Maidenhead and Windsor in terms of the number of electors per councillor. Your earlier proposal was for 43 councillors, which was less iniquitous, reGardinG one of your principal statutory criteria, electoral equality. In fact, numerically we believe an even better solution would be to have a reduced council of 41 members, comprisinG 22 from Maidenhead and 19 from Windsor. This achieves much better equality than either 42 or 43. Number of councillors – Ascot, Sunninghill and Sunningdale Secondly, whether there are 41, 42 or 43 councillors overall, the Ascot area (Ascot, Sunninghill, Sunningdale and Cheapside) cannot equitably sustain 6 councillors, when compared to the rest of the borough. We believe your own fiGures show this quite clearly, with both of your proposed wards having a variance of -13% by 2023. Moreover, you have only achieved this by ‘encroaching’ into Old Windsor, an area which does not look to Ascot for its identity, and in fact does not have easy transport links to Ascot. -
