    The ENF Group in the European Parliament: A lasting transnational radical right populist group Duncan McDonnell & Annika Werner Griffith University, Brisbane EUSA Conference, Denver 9-11 May 2019 1 Parties elected to the European Parliament (EP) tend to sit in long-standing groups with those parties from other countries, which most closely resemble them ideologically. We therefore find the German Christian Democrats alongside other centre-right parties such as the Spanish People’s Party and the French Republicans in the European People’s Party (EPP), centre-left parties like UK Labour and the Swedish Social Democrats together in the Party of European Socialists (PES), and radical left ones like Syriza from Greece and the German Die Linke in the European United Left-Nordic Green Left (GUE/NGL). This alliance logic of ‘policy congruence’ (McElroy and Benoit 2010, 2011), has applied to all ideological party types in the European parliament except one: radical right populists. Unlike all other types, these parties have long been seen as ‘unlikely bedfellows’ (Fieschi 2000; Startin 2010). They have usually either been dispersed into small, short-lived ideologically heterogeneous EP groups that are ‘marriages of convenience’ to secure EP funding or they have been consigned to isolation among the Non-Inscrits (non-aligned). Of the few EP groups that have had radical right populists among their leading founding members, none have survived intact beyond a single legislature (and others have survived much less). Minkenberg and Perrineau (2007: 51) thus concluded a decade ago about radical right populists in the EP that ‘there is nothing more difficult to establish than an international group of nationalists’.

The new system entrenched his one-man authoritarian rule at home and is having profound implications for the making and substance of Turkish foreign policy as well as Turkey’s relations with the West. This transition has taken place amid an international environment that is undergoing a significant transformation. Today, the West is far from a shining “city on the hill,” attracting Turkey and other countries toward the liberal values it is meant to represent. Populism and nationalism are on the rise on both sides of the Atlantic. President Donald Trump’s “America First” policies are eroding the world order characterized by multilateralism, free trade, and advocacy of liberal values. The European Union is weakened internally by the challenge of Brexit and by diminishing public support for a liberal Europe comfortable with diversity. Complicating this picture are emerging powers such as China, Iran, and Russia that are playing a much more assertive role on the global stage. This paper argues that the confluence of a “new” Turkey and an evolving international order is likely to continue to strain Turkey’s relations with its Western allies.

Today, genuinely independent radical right-wing parties, which pursue an anti-democratic agenda, may function only in liberal countries that tend ‘to tolerate the intolerant’. Initially, far-right parties had electoral success in advanced industrial European countries, where such parties as the Front National (France), Lega Nord (Italy), Freiheitliche Partei Österreichs (Austria), Fremskrittspartiet (Norway), Dansk Folkeparti (Denmark) and some others challenged the democratic order by their promotion of ethnocratic liberalism (Betz 1994, Kitschelt & McGann 1995, Ignazi 2003, Carter 2005, Mudde 2007).
