The political groups appointed the following members to take part in the delegation: Karin Junker (head of delegation), Michel-Ange Scarbonchi and Fodé Sylla. The delegation, a fact-finding and study mission, had the primary objective of establishing closer links with an ACP country which occupies a key strategic position in the area and which has shown a willingness to contribute to the stability of the region. The delegation also examined progress in the implementation of the peace agreement signed in February 2000. The delegation met with the Head of Delegation of the European Commission of Djibouti, the government authorities, including the President of the Republic, the political opposition (not represented in the Parliament), representatives of international forces present in the region, representatives of all United Nations agencies present in the country, representatives of the local NGOs and several members of the Parliament. The delegation also visited the city of Obock, severely affected by the consequences of the civil war.

The Special Envoy, who arrived in Tripoli on 10 July 2014, had discussions with the Libyan Prime Minister, Mr. Abdallah Al-Thenni; the Minister of Foreign Affairs, Mr. Mohammed Abdelaziz; the Chairman of the High National Electoral Committee, Mr. Imed Sayeh; and the Chairman of the Preparatory Commission for National Dialogue, Mr. Fadeel Amine. Mr. Dileita also had discussions with representatives of political parties and community leaders, as well as with other stakeholders. Finally, he met with the Special Envoy of the League of Arab States, Mr. Naceur Al-Kodwa. Council also listened to statements made by the representative of Libya, as well as by the Federal Republic of Nigeria, in its capacity as an African member of the United Nations Security Council (UNSC) and by those of the permanent Members of the UNSC, namely, France, United Kingdom and United States of America. Furthermore, Council received statements from the representatives of the United Nations, League of Arab States and the European Union. Council recalled its previous communiques and press statements on the situation in Libya, in particular, Press Statement PSC/BR/(DXXXV), adopted at its 535th meeting held on 18 August 2015, in which Council reiterated AU’s deep concern about the prevailing security, human rights and humanitarian situation in Libya. In this regard, Council also called for an immediate end to violence and human rights abuses across the country. Council stressed the importance of respecting the sovereignty and territorial integrity of Libya and reiterated its conviction that there will be no any viable military solution to the current crisis in that country. In this regard, Council urged the Libyan stakeholders to genuinely commit themselves to uphold the Libyan Political Agreement reached under the auspices of the UN.
