We are the Naked Heart Foundation, a charity created by in 2004. The charity was set up in order to support children with disabilities in Russia.

We started by creating inclusive parks and playgrounds for children of all ages and abilities under our “Play with Purpose” programme. In 2011, we expanded our work and launched the “Every Child Deserves a Family” programme, which consists of a range of projects to support families of children with special needs. Our mission

is to help create an inclusive society that is open to people with disabilities and special needs.

We aim to ensure that no child with living parents ends up in an orphanage or a children’s home. We want to prevent parents from feeling that there is no other option but to place children with special needs in institutions, due to social pressures or failures in the health-care system. We also work with families who have made the difficult decision to keep their disabled child at home, making sure that they have access to a comprehensive range of free services and support from child development specialists who are trained in modern practices and methods.

We want every child to have access to a vibrant, safe and stimulating place to play. Every neighbourhood, children’s hospital and school should offer a modern play area that is suitable for children of all physical, mental and sensory abilities.

We are working on creating and developing a comprehensive support system that helps parents and professionals acquire new knowledge and improve existing skills relating to working with children with special needs. After all, effective support for such children starts with educating the adults taking care of them.

There is still a pressing need to develop a community of experts and specialists who work with children with special needs in Russia. There is currently a lack of professionals working in essential fields such as physical and occupational therapy, applied behavioural analysis, alternative and augmentative communication, and feeding and nutrition for children with multiple disorders. This is a new and costly area of education.

Crucially, all our programmes and workshops use evidence-based methods. This means that every decision relating to a support programme is based on clear evidence of the effectiveness and safety of existing methods, obtained through clinical trials. Only such an approach can enable the development of modern and effective programmes involving minimal cost and maximum benefit for children and their parents.

July and August. The “Summer with Purpose” project is well under way. At our holiday camps, children with autism are enjoying their summer break and specialists from NGOs are under- taking traineeships in working with children with special needs. Camp sessions have already taken place in Tolstolobino in Nizhny Novgorod region and in Skadovsk in Ukraine. There are more sessions to come in Petrozavodsk, Cherepovets, Geor- gia, Tula, Valday, Saint Petersburg, Kostroma and Yaroslavl. The par- ents, children and organisers are all delighted with the results!

September. Our first inclusive “House of Hearts” charity festival takes place in Moscow. The festival covers key elements of contemporary culture - music, theatre, architecture, fashion and science (p. 81). October. The Fabulous Fund Fair charity gala takes place in New York. All of the money raised by the event goes towards NHF projects and amfAR. November.. The NHF announces a competition to take part in the Russian version of EarlyBird training. Parents who complete the programme will be better equipped to communicate with children with special needs and to support their development. December. Shockingly, more than 70% of those children have living parents and 30% of them were placed in an institution at the request of their parents so that they could receive social benefits – these parents retain their legal status as parents, but have no involvement in their children’s lives. Life is particularly difficult for these children, as they have no chance of getting out of the system or finding a loving family home.

Families raising children with special needs face a whole range of problems: no access to education or legal and social support, a lack of qualified special- ists who work with evidence-based methods, and social isolation. Parents often feel that they simply have no other choice but to place their child in an orphanage.

Support for children with cerebral palsy was initiated in 2016 with child development specialists from Tula-based organisation the Centre for Child Psychoneurology. Today, eight specialists from the centre and 10 families with children aged between two and six and with varying degrees of cerebral palsy are participating in the project. The purpose of the project is to improve the staff’s knowledge of current support methods for children with cerebral palsy through regular seminars and training at the University of New Mexico.

The training conducted under the project has enabled specialists to improve their knowledge in such areas as physical therapy and feeding, and to see the most effective intervention methods being implemented.

Furthermore, the specialists’ work no longer ends when a child is discharged from the centre. Every child receives an individual physiotherapy programme and his/her progress and achievements are monitored monthly. Through the training, specialists have realised how important it is to join forces and share information with parents, and to set common goals and work to achieve them together.

Our Naked Heart experts hold regular supervision sessions for staff from the centre and ensure ongoing communication with their colleagues from the University of New Mexico.

ASSERT is also a platform for developing effective intervention strategies for children with autism and a support resource for staff at education institutions.

Developing The School Project is aimed at providing continuous professional support 1 inclusive and education to children with autism. It also strives to ensure that they education are included in society and are able to socialise with their peers. We are currently implementing our inclusive and special education project in Nizhny Novgorod, Chelyabinsk and Saint Petersburg.

The introduction of resource classrooms in mainstream schools is an important step towards achieving inclusive education. As long as children with autism are admitted solely to special schools, they will not be part of the wider education system.

The successful education of children with ASD in mainstream and special schools requires an appropriate environment. It also means that the teaching process and curriculum must be designed taking into account the special needs of each and every child. With that in mind, the following techniques were introduced in special schools:

• individual behaviour plans; • use of additional communication; • visual support when working with children with ASD; • use of sensory integration.

In school, the children also receive comprehensive support from psychologists and speech therapists, and their progress and achievements are monitored by a support team. Their results are then further analysed and discussed by programme coordinators at general supervision sessions for all six schools.

Professional We have been teaching child development specialists modern and effective 2 training working techniques since 2013. We also give them the opportunity to exchange experience with their colleagues and to access seminars by international experts.

Currently, training is offered in six schools in Nizhny Novgorod. Owing to the success of the School Project, these schools were included in the list of innovative sites for the implementation of federal state educational standards for correctional education in accordance with the decision of the Ministry of Education of the Russian Federation.

Staff from eight educational institutions completed training in Saint Petersburg at the end of October. The topics included modern effective techniques for working with children with ASD and hi-tech communication methods.

As usual, a roundtable event was hosted on 4 October. Among the participants were leading media representatives, various charities and parents’ associations, and founder of the Naked Heart Foundation, Natalia Vodianova.

During the discussion, the participants tried to establish who was responsible for disseminating pseudoscientific information about working with disabilities and special needs, and how to improve the situation. They also spoke about the need to support charities and parents’ associations in highlighting this issue in the media.

Over 700 participants from more than 80 cities and nine countries (Russia, Ukraine, Belarus, USA, South Africa, Czech Republic, Finland, Estonia and Kazakhstan) attended the forum over the course of four days. The speakers included representatives from six leading international universities. The Naked Heart Foundation has been providing financial support to the organisers of integrative summer camps since 2011. These camps provide a great opportunity for children and young people with special needs to continue with their social integration and learn to adapt to an unfamiliar environment. The time spent at camp is not just about having fun, but also about learning and getting professional support.

The camp organisers use modern methods such as sensory integration and visual support. These methods help children and young people to reduce their challenging behaviour and anxiety and to develop their social skills.

For many children, a trip to camp is their first experience of independent life; it gives them confidence and teaches them how to look after themselves and be more self-reliant. What is more, summer camps give parents a much- needed break and show them what their children are capable of on their own.
