If this the case more substantive planting further back clear of the visibility splay would be appropriate. 2 The Arboricultural Method Statement refers to an outdated 2005 British Standard and it is therefore questionable whether appropriate recommendations have been applied in this instance. The sequence of operations as proposed within that Statement is however considered acceptable. 3 The Rowan tree that is to be felled will create a gap in the existing screening and a replacement Rowan (Sorbus aucuparia) should be planted between October 2013 and March 2014 as close to the felled Rowan as is possible and not to the rear. The replacement tree should be of 12-14cm stem girth, 45-85 litre root-ball at the time of planting and planted with the root collar at the same level as the surrounding soil levels in a prepared pit, which is 50% larger than root-ball of the tree itself. The sides of the planting pit should be forked over to help alleviate compaction and allow for the tree roots to become established, and the tree pit backfilled with topsoil clean of building contaminants. The tree should be staked, tied and mulched at the time of planting and anchored with a single stake angled at 45 degrees and attached to the trunk of the tree with a tie around 1 metre above ground level. The stake being driven into the ground clear of the root-ball, and the stake and tie shall be removed no sooner than following a minimum of 2 growing seasons. Should the tree fail or die within 5-years of its planting date then it should be replaced within an agreed species, of agreed dimensions and within an agreed location with the Local Planning Authority. Once created these areas shall be maintained clear of any obstruction and retained for their intended purpose at all times. 6 Before any part of the development is first brought into use, the existing access shall be permanently closed-off and the highway made good in accordance with details that shall first have been approved in writing by the Local Planning Authority in consultation with the Local Highway Authority.
