Case # 17-58: Riverline Memphis Riverfront and Downtown Area

Background: The purpose of Riverline is to brand the downtown riverfront trail system to create a greater public awareness and usage while connect existing assets with new wayfinding to create a comprehensive trail system from the Wolf River Greenway/Greenbelt Park to the Big River Crossing and provide for an East/West directional connection from downtown to the riverfront. The project consists of the fabrication and installation of all of the signs listed below in addition to drinking fountains, park benches and trash receptacles. The project also includes a connector sidewalk within Martyrs Park to connect the Park and the Big River Crossing via the existing sidewalk on Channel 3 Drive.

Staff Report: For purposes of the Downtown Memphis Design Guidelines & Principles, the subject property is located within the CBID Design Context of the Riverfront. For the purposes of CBID Sign Code Review, all signs are located within the CBID, and some signs are located within the Downtown Core.

The goals for the Riverfront Context include reinforcing the identity of the riverfront, enhancing pedestrian access to the river, and maximizing opportunities for outdoor uses that support recreational activites. Staff believes Riverline is consistent with all of these goals by increasing connections along the River and with Downtown.

Precast Park Signs (QTY: 16)

Each sign will include the name of a park and Riverline logo. They measure 65 in. (w) x 36 in. (h) and will be 8 in. thick. The signs are precast concrete and all lettering and graphics will be engraved ½ in. deep. Existing park signs will be removed (approx. qty. 16).

Precast Spheres (QTY: 39)

Spheres will be made of precast concrete and attached to a concrete base. They have a diameter of 24 in. and include the Riverline logo and will be the signature Riverline yellow.

Map and Information Signs (QTY: 11)

These signs will include a map of the Riverline and additional information. They have aluminum faces with a curved steel post bolted into a concrete base. The sign faces measure 26 in. (h) x 44 in. (w) and will be 58 in. (t).

Trail Identity Signs (QTY: 2)

These aluminum signs are similar in design to the Map and Information Signs, but include only the name Riverline with the logo. The sign face measures 13 in. (h) x 44 in. (w) with the total height of the sign being 52 in. (t). They also have aluminum faces on curved steel posts with a concrete base.

Map Sign (QTY: 3)

These aluminum signs include the name Riverline and a map of the full 4.75 miles. The sign face measures 36 in. (w) x 10.7 in. (h) and wil be mounted to existing concrete walls using anchor bolts.

Mile Marker (QTY: ½ Mi.)

Mile markers will be anodized aluminum and secured to the concrete walk with lag anchor and epoxy. They will measure 5 in. x 5 in. and be centered in the sidewalk every ½ mile.

Blade Sign (QTY: 12)

These signs will be used along the Pyramid Path, which is approximately a 1/5 mile section behind the flood wall. They will be attached to light poles every 110 ft. and read “Riverline Pyramid Path.” They measure 78 in. (h) x 18 in. (w).

Pole Marker Sign Large (QTY: 48)

These aluminum signs will be located on existing poles in pairs in Uptown, Downtown, South Main and South End, with two per pole, facing north and south. The signs measure 24 in. (w) x 12.25 in. (h) and will be located approximately 7 ft. from the sidewalk. The signs include the name “Riverline” and an arrow pointing towards the river.

Pole Marker Sign Small (QTY: 5)

These aluminum signs will replace existing signs in the South Bluff neighborhood with circular signs that measure 8 in. x 8 in. and will be mounted to existing poles. The signs include the name “Riverline” and an arrow pointing towards the river.

Visitor Info Sign (QTY: 9)

These signs will replace existing visitor info signs while continuing the same color scheme of the Riverline Brand. They measure 26 in. (h) x 36 in. (w) with a total heigh of 5 ft. 5 in.

Painted Yellow Circle on Concrete Walk (QTY: 5)

These circles will be painted on the sidewalk with paint suitable for long term application on concrete paving and measure 24 in. x 24 in. and include the Riverline logo.

Painted Murals on Concrete Walls (QTY: 3)

These painted murals will be painted at three (3) locations that are presently blank concrete walls. The murals will include the

Riverline name and have varying sizes. The Coastguard Wall Mural will measure 24 ft. x 9 ft. 7 in. The Pyramid Flood Wall mural will measure 60 ft. x 14 ft. 3 in. Lastly, the Retaining Wall near Martyrs Park will measure 30 ft. x 8 ft. 4 in.

All sign locations have received all necessary approvals and permissions with most being located on public property. Staff recommends approval for the above listed sign package considering how the signs proposed help achieve the goals of the Riverfront context, as well as providing critical wayfinding downtown.
