What are the implications of such a delivery system for coverage of local issues and the Jeffersonian ideal of an informed citizenry? This study employs a content analysis of outsourced and local newscasts, using a data set of more than 1,000 stories from more than 30 hours of newscasts to determine if differences exist on story topics and source types. -

Bruce Montgomery - ii - Statement of authority of access This thesis may be made available for loan and limited copying in accordance - iii - Abstract The destiny of Australian newspapers and the journalists who work for them came into sharp focus in August 2008 when Fairfax Media announced it was cutting five per cent of its Australian and New Zealand workforce. At the same time it flagged it would be outsourcing some editorial production, notably the sub-editing of non-news pages, to private contractors. Fairfax's cost-cutting measures illustrate the extent to which the survival of some of our biggest newspapers is threatened by the modem medium of the Internet. This thesis synthesises and assesses the views of notable players in the news industry on the future of Australian newspapers. Its concern is the future of the print platform per se, not the likely structure and future output of today's newspaper companies. -

Submission on Senate enquiry into media diversity in Australia The state of media diversity, independence and reliability in Australia and the impact that this has on public interest journalism and democracy. DATE: 6TH DECEMBER 2020 MY BACKGROUND I am a retired business professional who has worked in the information technology and information industry all my working life. My roles have included technical, management, account management, regional sales management and worldwide product marketing. I have taken an interest is current affairs all of my life and am very cognisant of the technical capabilities of the internet and social media. MY SUBMISSION The greatest change to the media landscape in Australia over recent years is the influence of the internet and online media and advertising and the commensurate fall in advertising revenue in the traditional masthead newspapers. The arrival of Google, Facebook, Twitter and other social media has changed the way users explore news, current affairs and other content of interest. The operational model of social media is to fund their business through advertising which extracts large sources of revenue from traditional media. This results in the need for commercial media to cut costs, change their business model, introduce paywalls requiring subscription to access media content, and merge into larger conglomerates. The other major media providers in Australia are the publicly funded Australian Broadcasting Corporation (ABC) and SBS. The internet and social media has not affected their funding source and has in fact increased their reach. The ABC receives over $1 Billion annually and is forever complaining about cuts, be they cuts in real terms or simply through a lack of inflation indexed cost increases. -

We are pleased to submit this short supplement to the submission we provided for Ofcom in March. As requested, the information is up-to-date, but we are adding an appeal to you to reconsider Ofcom’s recommendation to accept the 21CF bid on this ground, which we find wholly unconvincing in the light of the evidence we submitted. SKY NEWS IN AUSTRALIA In a pre-echo of the current buyout bid in the UK, Sky News Australia, previously jointly- owned with other media owners, became wholly owned by the Murdochs on December 1 last year. When the CPBF made its submission on the Commitment to Broadcasting Standards EIN to Ofcom in March there were three months of operation by which to judge the direction of the channel, but now there are three months more. A number of commentaries have been published. The Murdoch entity that controls Sky Australia is News Corporation rather than 21FC but the service is clearly following the Fox formula about which the CPBF commented to Ofcom. Indeed it is taking the model of broadcasting high-octane right-wing political commentary in peak viewing times even further. While Fox News has three continuous hours of talk shows on weekday evenings, Sky News Australia has five. -

Anne-Maree Tiernan BA (Australian National University) BComm (Hons) (Griffith University) Department of Politics and Public Policy, Griffith University Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy November 2004 Abstract This thesis traces the development of the ministerial staffing system in Australian Commonwealth government from 1972 to the present. It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence. There is now broad acceptance that ministerial staff play necessary and legitimate roles, assisting overloaded ministers to cope with the unrelenting demands of their jobs. However, recent controversies involving ministerial staff indicate that concerns persist about their accountability, about their role and conduct, and about their impact on the system of advice and support to ministers and prime ministers. -

Lydia Saleh Rofail i Abstract This thesis undertakes a detailed examination of a close corpus of five Australian literary novels published between 2005 and 2011, to assess the political, social, and cultural implications of 9/11 upon an urban Australian identity. My analysis of the literary city will reveal how this identity is trapped between layers of trauma which include haunting historical atrocities and inward nationalism, as well as the contrasting outward pull of global aspirations. Dead Europe by Christos Tsiolkas (2005), The Unknown Terrorist by Richard Flanagan (2006), Underground by Andrew McGahan (2006), Breath by Tim Winton (2008), and Five Bells by Gail Jones (2011) are uniquely varied narratives written in the shadow of 9/11. These novels reconfigure fictional notions of Australian urbanism in order to deal with fears and threats posed by 9/11 and the fallout that followed, where global interests fed into national concerns and discourses within Australia and resonated down to local levels. Adopting an Australia perspective, this thesis contextualises subsequent traumatic and apocalyptic trajectories in relation to urbanism and Australian identity in a post-9/11 world. -

Al Jazeera’s Expansion: News Media Moments and Growth in Australia PhD thesis by publication, 2017 Scott Bridges Institute of Governance and Policy Analysis University of Canberra ABSTRACT Al Jazeera was launched in 1996 by the government of Qatar as a small terrestrial news channel. In 2016 it is a global media company broadcasting news, sport and entertainment around the world in multiple languages. Devised as an outward- looking news organisation by the small nation’s then new emir, Al Jazeera was, and is, a key part of a larger soft diplomatic and brand-building project — through Al Jazeera, Qatar projects a liberal face to the world and exerts influence in regional and global affairs. Expansion is central to Al Jazeera’s mission as its soft diplomatic goals are only achieved through its audience being put to work on behalf of the state benefactor, much as a commercial broadcaster’s profit is achieved through its audience being put to work on behalf of advertisers. This thesis focuses on Al Jazeera English’s non-conventional expansion into the Australian market, helped along as it was by the channel’s turning point coverage of the 2011 Egyptian protests. This so-called “moment” attracted critical and popular acclaim for the network, especially in markets where there was still widespread suspicion about the Arab network, and it coincided with Al Jazeera’s signing of reciprocal broadcast agreements with the Australian public broadcasters. Through these deals, Al Jazeera has experienced the most success with building a broadcast audience in Australia. After unpacking Al Jazeera English’s Egyptian Revolution “moment”, and problematising the concept, this thesis seeks to formulate a theoretical framework for a news media turning point. -
