This paper will explore more exclusively the political influences stemming from the federal government and how to mitigate for such effects for a more well-functioning, sustainable fiscal regime of the country’s states. The changes in Malaysia’s recent political landscape are meaningful and consequential on the country’s complex dynamics of federal-state relations. Historically a contested relationship where the centre influences much of the resource allocation and distribution to the periphery, this policy paper traces how this took shape during the early years of Malaysia’s formation and brings to the fore current developments. In contrast to the start of Abdullah Ahmad Badawi’s administration in early 2004, the Christian community was noticeably less optimistic about the political environment surrounding issues of religious liberty when Najib assumed office in April 2009. As is well known, Abdullah was forced to step down because of his perceived poor leadership of his party, the United Malay National Organisation (UMNO), and to accept responsibility for the results of the March 2008 General Elections which saw the Barisan Nasional (BN) lose its two-thirds majority in Parliament as well as the governments of three major West Coast states. UMNO is the senior member of BN, the ruling coalition. On assuming the Prime Minister’s office, Najib, like those before him, began his tenure by defining his vision and direction for the country. Abdullah and Dr Mahathir Mohamad had also done so but Najib’s was in trumping spades, going by the sheer number and breathtaking level of ambition. Through the introduced “1Malaysia” concept, he implied the promise of more social cohesiveness and less ethnically- and religiously- motivated governance. He also introduced the slogan “People First, Performance Now” to counter the public image that the BN was an elitist organisation that only looked out for itself and whose policy results fell far short of its rhetoric.

Sehubungan dengan itu, pendirian Kementerian Pendidikan Malaysia (KPM) adalah jelas bahawa semua sistem pendidikan yang hendak dilaksanakan di negara kita perlu berlandaskan Dasar Pendidikan Kebangsaan seperti yang diperuntukkan di bawah Akta Pendidikan 1996 [Akta 550]. Alor Setar MP Gooi Hsiao Leung said this in response to the expected plunge in world rice prices when Thailand ends its subsidy scheme at the end of this month, causing a market glut. He said tycoon Tan Sri Syed Mohktar Al-Bhukhary will profit most with Padiberas Nasional (Bernas) making big bucks if the price of rice in Malaysia remains unchanged. Referring to the Reuters article entitled “Thai rice to pour into global markets as subsidy ends” yesterday, he said millions of tonnes of Thai rice will be flooded into the international market. He said Thai exporters now predict that the price of 5% broken rice will drop from US$375 per tonne (RM1,238 per tonne) to US$350 per tonne (RM1,155 per tonne), the lowest in seven years. He said apart from Thailand, India and Vietnam will also see a drop in their rice prices due to high-yielding harvests. "As a result, Malaysia as a rice importer will enjoy cheaper imported rice. Bernas will also receive huge profits as a result of low import prices. "If the price of rice for Malaysians remains unchanged at the old level, Bernas will stand to reap huge profits, with the sole individual Syed Mokhtar standing to profit the most," said Gooi, who is also Kedah PKR vice-chairman, in a statement today.

This is a heavy responsibility, he added, which must be jointly shouldered and supported by senior DAP advisor Lim Kit Siang and PAS president Abdul Hadi Awang. “It is naïve and oversimplistic to accuse PKR of nepotism in nominating Wan Azizah as MB,” said Gooi in a statement last night. “It is also chalk and cheese to compare the case of Wan Azizah to that of PAS spiritual leader Nik Abdul Aziz Nik Mat’s son-in-law, who was sacked from a state-owned firm following allegations of cronyism and nepotism,” he added. Gooi said Wan Azizah has led the party since its inception in 1999 and she is not being nominated for the post of MB for any financial gain. She is doing it for the party, the rakyat, and continuing the agenda for reform started by Anwar, he added. “If Sheikh Hasina can be the prime minister of Bangladesh, Megawati Sukarnoputri, president for Indonesia, Corazon Aquino for Philippines or Angela Merkel, chancellor for Germany, why not Wan Azizah for Malaysia?” Gooi asked.
