He has been a Board member of the international Association for Cultural Studies representing the Asia constituency. His current range of scholarly interests covers cultural policy and education, cultural politics and creative enterprises. 陳允中 CHEN Yun-Chung 香港浸會大學社會學系助理教授,研究領域為創新研究、文化創意產業、都市研究。 Assistant professor of Department of Sociology of Hong Kong Baptist University. His research interests are innovation studies, culture-creative industries and critical urban studies. 鄭 亘良 Keng-Liang CHENG, Ted 嶺南大學文化研究系博士生,碩士畢業於台灣中央大學英文系。目前研究港臺社會運動與 民主化,碩士論文則研究台灣反人口販運運動的流變、治理術、與對性工作的社會排斥。 他是台灣文化研究學會與台灣社會研究學會會員,同時參與台灣性工作團體日日春與人民 民主陣線政治運動。 PhD student in Cultural Studies at Lingnan, MA in English at National Central University in Taiwan. Current research centers on comparing between social movements and democratic discourses in Taiwan and Hong Kong. His MA thesis focused on studying the transformation of governmentality, civil society, prostitution and anti-human trafficking movements in Taiwan. Research focuses on cultural studies, literary theory and politics in feminism. Previously Chief Officer of Elder & LBTI Women’s Services at Howard Brown Health Center in Chicago, Senior Strategist for the National Gay and Lesbian Taskforce, Director of National Initiatives at SAGE — Services and Advocacy for GLBT Elders. Before joining SAGE, she spent seven years at Gay Men’s Health Crisis (GMHC) as Director of the Lesbian AIDS Project. Prior to that, she had been the Director of Education for the New York City Commission on Human Rights, AIDS Division.     ANTI-TRAFFICKING REVIEW 12 (2019): 140-154 The ‘Prioritizing Safety for Sex Workers Policy’: A sex worker rights and anti-trafficking initiative Alexandra Lutnick Abstract This article presents a case study of how sex worker and anti-trafficking organisations and activists in San Francisco, California, worked together to develop and pass the ‘Prioritizing Safety for Sex Workers Policy’. This policy, as enacted by the San Francisco District Attorney’s Office and the San Francisco Police Department, creates a legal environment where people can come forward and report to law enforcement when they are a victim of or witness to an array of violent crimes while engaged in sex work, and not be arrested or prosecuted for their involvement in that criminalised behaviour or for any misdemeanour drug offences. The article details how the groups came together and the challenges they faced while developing the policy. The work was fuelled by the recognition that no one wants people in the sex industry to experience violence. That is true whether selling sex is their choice, influenced by their life circumstances, or something they are being forced or coerced to do. The Prioritizing Safety for Sex Workers Policy is a unique example of the way in which sex workers, people who have experienced trafficking, service providers, activists, women’s rights policymakers, the police department, and the District Attorney’s office came together around a common goal.     The Health Implications of Prostitution and Other Relevant Issues By John O’Loughlin Citizens Against Prostitution Team Member Introduction My task was to research the health implications of prostitution. I found a great deal of information that helped me understand the most hotly debated issues on a deeper level, and I’ve tried to organize that information here for you. I do not necessarily endorse all of the sources referenced below, but present them to you so that you may analyze them and draw your own conclusions. All in all, there are a few things I’ve read that ring true to me: • Prostitution is not a monolithic issue. There are many different perspectives on prostitution, and none are either all right or all wrong. • In many, many instances, prostitution can have a very detrimental effect on the prostitute. • There is very little reliable data on prostitution. • Current efforts to fight prostitution have not been wholly successful. • If you are certain that prostitution is a victimless crime, you should read “Challenging Men’s Demand for Prostitution in Scotland”. • If you are certain that making prostitution illegal is the answer, read “Redefining Prostitution as Sex Work on the International Agenda”. What follows is a summary of 27 separate articles that I reviewed in my research. I simply pulled quotes from the articles with no editorial additions, and organized them (coarsely) into four categories: 1. statistical and informational (reasonably even-handed presentations of information); 2. anti-prostitution (basic agenda is to end prostitution everywhere) 3. the “johns” (focusing on the demand side of the transaction) and 4.

    13 The fourth wave? A critical reflection on the tongzhi movement in Hong Kong Travis S.K. Kong, Sky H.L. Lau, and Eva C.Y. Li Introduction In this chapter, we take a close look at the tongzhi movement in Hong Kong. Tongzhi, which literally means ‘common will’, is an adaptation of the Chinese term ‘comrade’. The term has been widely used in the context of political parties in both the Republican period and the People’s Republic of China. It has been re-appropriated as a synonym for lesbian, gay, bisexual, and transgender (or LGBT) in Hong Kong and has become very popular for LGBT self-identification in Hong Kong, Taiwan, and China since the 1990s (Kong 2011: 14). As a former British colony, Hong Kong’s tongzhi movement has its own distinctive path different from Taiwan or China due to its colonial governance, religious influences, and the adaptation of Chinese families in such an environment. To date, there are many defining moments of tongzhi history in Hong Kong that are worthy of note. These include the initial criminalisation of ‘buggery’ (a generic term that includes male sodomy) in 1842 when the British took over Hong Kong; the apparent suicide of police inspector John MacLennan in 1980 that triggered the subsequent 10 years of public and legal debate over whether male homosexual conduct should be decriminalised; the arrival of AIDS in 1984 along with its alleged association with gay men; the decriminalisation of male homosexual conduct in 1991; the mushrooming of tongzhi organisations and the emergence of a substantial tongzhi consumption infrastructure, including bars, clubs, saunas, massage parlours, cafes, and bookshops since the 1990s; the equalisation of age of consent (from the age of 21 to the age of 16, as for heterosexuals) in 2005; International Day against Homophobia (IDAHO) marches since 2005; pride parades since 2008, and the inclusion of same-sex partners in a domestic violence ordinance in 2009.
