Johari Syahila binti Ab Mohd Khalid Siti Norlina binti Ahmad Hazwani Zarifah binti Anas Siti Aishah Md Nasir Hazliyana binti Yahaya DN 16.12.2014 1 MALAYSIA DEWAN NEGARA PARLIMEN KETIGA BELAS PENGGAL KEDUA MESYUARAT KETIGA Selasa, 16 Disember 2014 Mesyuarat dimulakan pada pukul 10.00 pagi DOA [Timbalan Yang di-Pertua mempengerusikan Mesyuarat] JAWAPAN-JAWAPAN LISAN BAGI PERTANYAAN-PERTANYAAN 1. Dato’ Haji Mohd. Salim bin Sharif minta Menteri Pertahanan menyatakan, berapa ramai pelatih PLKN yang telah dilahirkan, dan apa cadangan pihak kementerian untuk masa akan datang. Menteri Pertahanan [Dato’ Seri Hishammuddin bin Tun Hussein]: Tuan Yang di-Pertua, Program Latihan Khidmat Negara telah diperkenalkan pada 16 Februari 2004. Ini jelas objektif pelaksanaan program ini adalah pertamanya untuk meningkatkan semangat patriotisme dalam kalangan generasi muda. Kedua, memupuk perpaduan kaum dan integrasi nasional. Ketiga, membentuk perwatakan positif menerusi nilai-nilai murni. Keempat, menyemarakkan semangat kesukarelaan. Kelima, melahirkan generasi muda yang cergas, cerdas dan juga berkeyakinan. Semenjak penubuhannya, PLKN telah berjaya melahirkan seramai 832,712 orang pelatih. Tuan Yang di-Pertua, kajian yang telah dijalankan dengan kerjasama Universiti Kebangsaan Malaysia pada tahun 2010 yang melibatkan 61,950 orang responden menunjukkan bahawa program PLKN ini telah berjaya membawa perubahan positif kepada pelatih. Kajian juga telah dilaksanakan bersama Universiti Malaysia Perlis (UNIMAP) pada tahun 2013 yang melibatkan 3,787 orang responden, menunjukkan maklum balas yang positif dalam semua aspek yang dinilai, khususnya berkaitan semangat patriotisme bekas- bekas pelatih. Bagi memastikan program ini mencapai objektif yang disasarkan serta ia terus relevan dengan kehendak serta keperluan semasa dan masa hadapan, pihak kementerian sedang dan akan terus membuat penambahbaikan ke atas program ini. Tuan Yang di- Pertua, Yang Amat Berhormat Perdana Menteri semasa membentangkan Bajet 2015 pada 10 Oktober 2014 yang lalu telah mengemukakan akan keperluan kajian semula PLKN dengan konsep baru yang menjalinkan keperluan kemahiran dan juga kenegaraan. Bagi memastikan perkara ini dapat dicapai, pihak kementerian telah mengadakan engagement dengan semua stakeholders, dengan izin, pihak-pihak yang berkepentingan, yang mempunyai interest seperti pihak ibu bapa, pemain industri, alumni PLKN, badan- badan bukan kerajaan (NGO) dan pelajar-pelajar bagi mendapatkan input dan cadangan daripada mereka untuk membantu pihak kementerian membuat rumusan terbaik bagi mentransformasikan PLKN. Transformasi ini melibatkan prasarana kem, kemudahan pengurusan aset, keselesaan pelatih dan juga pembangunan kerjaya, kemahiran dan kebajikan para jurulatih. Bagi merealisasikan transformasi ini juga, kerjasama strategik telah sedang dijalankan dengan beberapa kementerian seperti Kementerian Belia dan Sukan, Kementerian Pendidikan, Kementerian Sumber Manusia, Kementerian Perdagangan Antarabangsa dan Industri, Kementerian Kerja Raya dan Kementerian Kemajuan Luar Bandar dan Wilayah. Pihak kementerian bercadang mengadakan lab bagi memperhalus dan seterusnya merumus semua pandangan daripada pelbagai pihak yang tersebut tadi. 2 DN 16.12.2014 Antara transformasi yang dicadangkan adalah untuk menambah baik modul dengan memasukkan elemen kemahiran soft skills dan hard skills, dengan izin, tanpa menjejaskan matlamat asal program ini. Jalinan elemen kemahiran dan kenegaraan ini akan dapat membentuk modal insan yang dapat memenuhi keperluan industri negara dan pada masa yang sama dapat memupuk semangat kasih sayang dan cinta negara. Tuan Yang di-Pertua, akhir kata pihak kementerian berharap dengan transformasi yang dicadangkan ini akan menjadikan PLKN lebih dilihat manfaat kepada peserta yang menghadirinya serta menjadi pemangkin untuk ibu bapa menghantar anak mereka mengikuti latihan PLKN.     MIC’s loss is MCA’s gain after Najib’s Cabinet reshuffle The Malaysian Insider July 28, 2015 The Cabinet reshuffle today gave the MCA an additional ministerial post but MIC lost one. The MCA also got another deputy minister post. MCA secretary-general Datuk Seri Ong Ka Chuan was appointed second International Trade and Industry Minister while Youth chief Chong Sin Woon was made Deputy Education Minister. Prior to this appointment, Ong, who is the Member of Parliament for Tanjung Malim, had served a stint as the Housing and Local Governments Minister from March 2008 to April 2009 during Tun Abdullah Ahmad Badawi's administration. Former MIC president Datuk Seri G. Palanivel was dropped, leaving acting MIC president Datuk Seri S. Subramainiam the sole MIC representative in the new Cabinet line-up. With the latest line-up, Prime Minister Datuk Seri Najib Razak's administration now has three full ministers and three deputy ministers from MCA. They are party president Datuk Seri Liow Tiong Lai (Transport Minister) and deputy president Datuk Seri Wee Ka Siong (Minister in the Prime Minister's Department), and Ong.     International Journal of East Asian Studies Vol.7, No. 1, 2018. pp. 1-26 MALAYSIA-CHINA BILATERAL RELATIONS, 1974-2018 Md Nasrudin Md Akhir, Lee Chee Leong and Hafiz Muhammad Tahir Ashraf This paper analyzes the bilateral ties of Kuala Lumpur-Beijing over four decades in the political, economic and socio-cultural fields. Firstly, the paper discusses the historical background of Malaysia-China informal relations from the Kingdom of Malacca; the British era; the early stages of Malaysia's independence; as well as the Cold War era. Secondly, the paper examines the beginnings of Kuala Lumpur-Beijing diplomatic relations from 1974 until the demise of the Malayan Communist Party in 1989. Thirdly, this is followed by an examination of bilateral developments between 1990 and 2008. The section analyzes the extent to which the principle of openness in Malaysian foreign policies was followed, cooperation within the framework of regionalism as well as how the rise of China's economic power has had positive impact on bilateral relations. More significantly, the paper then extends the discussion to Malaysia-China relations under Mohd Najib Abdul Razak which began in 2008 and ended with the advent of the new government of Pakatan Harapan in Malaysia in May 2018. Presently, Malaysia's foreign policy towards China is facing a revamp under Dr. Mahathir Mohamad’s leadership. Yet the paper argues that the current government’s action enhances comprehensive cooperation, particularly in the political and economic spheres. The prime minister called for greater regulation of the internet saying, “Indecency and anarchy can seep into any environment that is not anchored on any cultural roots and our values.” Najib’s remarks are not surprising. Despite earlier declarations that the media would “responsibly report what they see”, whether or not it is helpful to the government, Najib’s administration’s actions in 2010 clearly show that rhetoric aside, government control of freedom of expression is here to stay. Najib’s deputy Muhyiddin Yasin, when opening an international media forum, captures this doublespeak, “While it is in our best interest to further liberalise the media to increase our global awareness, we must not forget that freedom of the press is not a blank cheque to do whatever we want.” Both leaders seem to suggest that access to information and freedom of expression are “dangerous” if left unchecked. I would respectfully disagree. It is not freedom of information or expression that is dangerous.
