City Manager’s Bi-Weekly Report September 2, 2016 David Biggs, City Manager COMMUNITY DEVELOPMENT DEPARTMENT Building Inspection Division Aug 12 Thru Aug 26, 2016 FY 2016/17 YTD Number of the permits issued: 19 107 Total Fee Collected: $92,515.15 $171,974.92 Number of Inspections: 14 48 New Housing: 4 4 Planning Division MUIR POINT MODEL HOMES UNDER CONSTRUCTION The first 4 model homes of the new Muir Pointe subdivision are under construction. Plans being built within this 144 single family detached home subdivision located on John Muir Parkway between Alfred Noble and Linus Pauling Drive by Taylor Morrison are on the City’s website. It is anticipated that the models will be completed in about 3 months and sales should begin in about 45 days from a temporary trailer being setup on site. CHELSEA WETLANDS RESTORATION PROJECT As part of the environmental outreach, the City had a Community Field meeting with about 12 members of the public, 2 representatives from Ducks Unlimited, and 3 representatives from the City at the Chelsea wetlands site at Sante Fe and Railroad Avenue. Responses to all the field questions and modifications to the project have been incorporated into a “Final Initial Study- Mitigated Negative Declaration for the Chelsea Wetlands Restoration” for City Council consideration at their 9/13/2016 public hearing in Council Chambers. The updated environmental document with a response to comments section, a mitigation and monitoring program and changes to the draft document are included and will be made available on the City’s website at http://www.ci.hercules.ca.us/index.aspx?page=227 in addition to the appendixes. AVENTINE PROGRESS CONTINUES One hundred and fourteen (114) leases have been signed and 99 apartment units are occupied at the mixed use building on Sycamore Avenue (out of the 147 apartment units, excluding the 10,000 square feet of commercial space). If all goes as planned the building may be fully rented up well before Christmas and the last touches of the project, included the parking district will be operational. If you haven’t toured the building yet, it contains multiple community amenities including a full fitness center, billiards/tv/entertainment room, dog washing room, 2 large outdoor terraces with fire and water features, yoga studio, library, community bicycles, and of course is anticipated to have some retail or restaurant uses in the near future. SYCAMORE CROSSING COMMUNITY OPEN HOUSE OF 8/23/2016 UNVEILS INITIAL IDEAS AND SEEKS COMMUNITY INPUT Last week, the Lewis Group shared some initial ideas of potential layouts for development of the Sycamore Crossing site located at the corner of San Pablo and Sycamore Avenues to get an initial pulse from the community during their due diligence period with the City for purchasing the property. About 50 folks meandered through the open house and discussed potential uses and goals with the project team and many submitted comment cards regarding their thoughts. If you would like more information or want to file a comment card contact Zachary Wright at [email protected] PUBLIC WORKS DEPARTMENT Maintenance & Operations – Staff completed their regularly scheduled custodial and facility- related tasks in public parks and buildings. They coordinated with the West Contra Costa County Integrated Waste Management Authority on solid waste issues, repaired multiple street lights hit by vehicles, and removed 68 trip hazards from the concrete walkways at the Civic Center. Staff is also overseeing maintenance contracts for Citywide sidewalk replacements a various locations, lighting repairs in Victoria by the Bay, tree trimming on Willow Avenue and Canterbury, and the Refugio Valley tennis backboard replacement Engineering –Construction on the $11.7M Path To Transit phase of the Regional Intermodal Transit Center is well underway. The contractor is constructing Bayfront Bridge which will span over Refugio Creek, the rechanneling Refugio Creek, and waterline installation. The Bay Trail West segment is under design and slated for construction Summer 2017. The developer for the Muir Pointe residential development completed the public waterline installation on Muir Point Boulevard and is installing the underground utilities on-site. The $46M Pinole-Hercules Wastewater Treatment Plant Upgrade Project is moving forward, the contractor is constructing the new headworks facility and solid waste handling facility. Construction on the $1.1M Refugio Valley Road Rehabilitation is substantially complete while construction is underway on the public improvements for Aventine. Staff is also finishing up the annual stormwater report. Path To Transit Project - Concrete Pour for Bridge Deck and New Channel for Refugio Creek PERMITS Sewer Lateral Inspection Program: Number of application received: 6 Sewer Lateral Inspection Fees Collected: $750 Number of Certifications issued: 4 Number of Deficiency Notices issued: 3 Wide Load/Transportation Permits Issued: 0 Encroachment Permits Issued: 9 PARKS AND RECREATION The Parks & Recreation Department offers a wide variety of classes and programs that help promote community, a healthy lifestyle, and provides recreational experiences and fun for all ages. Fall Swim Hours: The Hercules Swim Center is now on its fall schedule with lap swim being moved to evenings only from 6:00-7:00 p.m. through September 2. Beginning September 6, our Lap swim program will be on Monday and Wednesday from 7:00-8:00 p.m., and Tuesday, Thursday, and Friday from 6:00-7:00 p.m. Participants must be 14 years and older to participate; the drop in rate per visit for Adults is $5 residents / $6 non-residents, and Youth 14 years to 17 years $4 residents / $5 non-residents. FREE Movies in Refugio Valley Park: The community is invited to attend a new program opportunity provided by the Parks and Recreation Department. Two free family-oriented movies will be shown in Refugio Valley Park this Fall. The first movie will be shown on Saturday, September 10 at 8:00 p.m. It is Zootopia. The second movie will be shown on Saturday, October 8 at 8:00 p.m. It is Hotel Transylvania 2. There will be popcorn and refreshments available to purchase at both movies. Yoga Class: Yoga is back! We would like to welcome our new instructor, Christina “Kippy” Kern-Taylor, who has over six years of experience in the U.S. and in India! Classes will be held from 6:00-7:15pm on Mondays and Wednesdays at the Samara Terrace room. Our first session begins on September 12, so come by and try out a class for $15! Senior Center Ice Cream Social: The Hercules Senior Center will be holding an Ice Cream Social on Wednesday, September 14, from 11:30 a.m. - 1:00 p.m. This event is for ages 55+, tickets are $5 per person and include lunch and ice cream. Tiny Tots Programs: Our Tiny Tots programs are designed to develop basic learning skills and gross motor development for all of our participants. This year we have a new Multi-Age program for ages 3-4 which meets Monday- Thursday from 9:00-11:30am. Our first day of Pre-school was August 29 and August 30 for the Little Learners program. Our talented, courteous staff are CPR/First Aid certified, with accredited college units and trained in school-age programming to provide the ultimate child care services. Our goal is to create a pleasant, fun, secure, caring environment! There is an annual $100 registration fee per child. 2016-2017 6-8th Grade After School program: School is now in session! We are currently accepting registrations for THE SPOT, After-School Program, at this time. THE SPOT is a safe place for Teens grade 6th-8th to come and get help with homework, socialize with friends, play fun group games, and much more!
