AGENDA 3:00 Introductions. 3:05 Review/Approve minutes from the July 18, 2012 meeting. 3:10 Public comment. Includes public comment on topics on the agenda and items not listed on the agenda. The FWC shall also accept public comment on agenda items at the time they are discussed. 3:15 Elect FWC officers (Chair, Vice Chair, and Secretary). 3:20 Updates and announcements from staff and FWC members. Includes discussion on implementation of actions authorized previously, on correspondence received, and on upcoming meetings of interest to the FWC. 3:35 Consider SPAWNERS request for an adjustment to the project description for the grant awarded for the San Pablo Creek Watershed Improvements Project in the 2011 grant cycle (see attachment). 3:40 Discuss grant awarded to the City of Hercules for the Chelsea Wetlands Project (please find original grant request attached). 3:50 Continue review of the 2011 Fish and Wildlife Propagation Fund announcement mailing list and consider potential modifications to increase outreach in the future. Review and consider approving draft Request for Proposals for 2013 grant cycle. Consider report to Board of Supervisors Internal Operations Committee on proposed enhanced marketing plan for Fund announcements. (see attached draft RFP and table summarizing geographic distribution of recent awards) 4:00 Review draft 2011 annual report to the Board of Supervisors. 4:10 Finalize revisions to Wildlife in Your Backyard brochure. 4:15 Discuss possible future field visit and agenda items for October meeting. 4:25 Review draft 2012 Fall Forum agenda and discuss the budget, outreach and members’ tasks. Consider recommending that the Board of Supervisors authorize the FWC to spend Fish and Wildlife Propagation Funds to host the 2012 Fall Forum. Take the Pacheco Blvd exit. 2. Merge onto Pacheco Blvd. 3. Turn onto Blum Road (North past Police Department). 4. Turn right onto Imhoff Drive (a cemetery is at the corner of Blum and Imhoff). 5. Turn left onto Waterbird. (There is a Top Soil / Clean Dirt sign at the corner). 6. Turn left onto the Public Works Maintenance building after you pass County’s gas pumping station. Once you are in the parking lot, pass the building on your right. Park your car near the side entrance (not the front entrance). Enter through the side entrance. Draft Meeting Minutes of the Contra Costa County Fish and Wildlife Committee on July 18, 2012 Introductions. James Hale, Susan Heckly, Webb Johnson, Brett Morris, Daniel Pellegrini, Jeff Skinner and Scott Stephan introduced themselves. Martha Berthelsen, Kathleen Jennings and Kevin McIlvenna provided advance notice and were unable to attend. Other attendees included Jeff Alvarez (The Wildlife Project), Carol Arnold (Contra Costa Resource Conservation District), Dan Barrett (CCC Animal Services Department), Kelly Davidson (Mountain View Sanitary District), Rick Golphin (CCC Animal Services Department), Brian Hooker (Congressman Garamendi’s office), Ariel Mercado (City of Hercules), and Beth Slate (CCC Department of Agriculture). John Kopchik and Maureen Parkes (CCC Department of Conservation and Development) attended as staff. Review/Approve minutes from the May 16, 2012 meeting. Minutes were approved as written. Public comment. • Brian Hooker, Congressman Garamendi’s office, spoke regarding the upcoming press conference with Governor Brown and the Obama Administration outlining the path forward for the Bay Delta Conservation Plan and indicated Congressman Garamendi was closely following these matters. • Carol Arnold expressed support for the prospect of the grant received by the City of Hercules for the Chelsea Wetlands Project to be transferred to Ducks Unlimited, Inc. Updates and announcements from staff and FWC members. • Daniel Pellegrini stated that he will have been on the Fish and Wildlife Committee for 31 years as of July 19th. Committee members and staff suggested he should hurry up and retire…. • Susan Heckly informed the Committee that the Lindsey Wildlife Museum is getting calls regarding crows predating on ducklings. • Jim Hale spoke regarding rattlesnake bites, mountain lion sightings and a report of a possible escaped black panther. He also advised the Committee that he will be leading a nature walk this Saturday at Civic Park in Walnut Creek. Update on Raptor Perch Project (Beth Slate, CCC Department of Agriculture) Beth Slate gave an informative powerpoint presentation on the raptor perch project, which is exploring/demonstrating the efficacy of a non-chemical, wildlife-friendly means for controlling ground squirrels. Consider request from Emma Connery, Master Garden Program Coordinator, for an extension of time for completing a 2011-2012 Contra Costa County Fish and Wildlife Propagation Fund grant entitled “Contra Costa County Master Gardeners Our Garden Sustainability Program” to May 1, 2013. The Committee unanimously approved the request for an extension of time to May 1, 2013. Review the progress report from Spawners on their San Pablo Creek Watershed Improvement Projects. The Committee unanimously approved the progress report. Review letters of thanks and appreciation from 2012-2013 Fish and Wildlife Propagation Fund grant awardees. The Committee reviewed the letters. Discuss grant awarded to the City of Hercules for the Chelsea Wetlands Project. (Ariel Mercado, City of Hercules) Ariel Mercado, City of Hercules, summarized the letter he had written to the Committee in advance of the meeting (it was included in the packet). He informed the Committee about the status of the Chelsea Wetlands Project, the agreement by Ducks Unlimited to become the lead implementer of the project and recipient of the previously approved state grant, and the administrative complications these developments presented for the project.. The Committee discussed the project and requested that staff provide the original proposal so that the Committee can make a recommendation to the Board of Supervisors. The Committee also expressed willingness, in light of Ducks Unlimited becoming the primary project implementer and receipient of the state grant funds, to review a proposal from the City to amend the project description for the previously awarded FWC grant tto cover different aspects of the project. The FWC advised the City that the FWC would be more likely to look favorably o a proposal that remained consistent with the broad type of activities funded under the original proposal and did not fund general staff costs and overhead. Continue review of the 2011 Fish and Wildlife Propagation Fund announcement mailing list and consider potential modifications to increase outreach in the future. Consider report to Board of Supervisors on proposed enhanced marketing plan for Fund announcements. The Committee discussed methods to facilitate environmental education and options to target specific educators that would be eligible to receive grants. Provide the 2012 Advisory Body Handbook. Staff provided the 2012 Advisory Body Handbook to the Fish and Wildlife Committee. Review the requirement of advisory bodies to provide an annual report to the Board of Supervisors. Review annual report template and discuss what to include in FWC report. The Committee discussed the requirement and advised staff to prepare a draft annual report for their review. Review the advisory body training certification requirement. John Kopchik advised the Committee members of the training requirement. Certifications for all members are on file. Review draft Wildlife in Your Backyard brochure. Jim Hale informed the Committee that he will forward the final copy to staff to distribute to members for review and subsequent approval. Discuss the 2012 Fall Forum. The Committee tentatively changed the date of the Fall Forum to Thursday, September 27th. Determine the agenda for the next meeting.
