CITY MANAGER’S OFFICE

New Parks & Recreation Director

Christopher Roke will be joining the City of Hercules on August 22nd as our new Parks & Recreation Director. Christopher is currently the Recreation Program Manager for the City of Concord and has been in that role for over 10 years. His prior experience includes time with the City of San Leandro, the University of San Francisco, St. Mary’s College, and the City of . He is a graduate of UCLA and the University of San Francisco. Christopher will be a great addition to the Hercules Team and I am sure will do a great job in his new role with us.

Citywide Garage Sale Coming in September

The annual Citywide Garage Sale to benefit the Youth Exchange Program of the Hercules Sister City Association will take place on Saturday, September 24th from 8 AM to 3 PM. Registration for those who would like to sell and be listed in the event directory/map closes on September 8th. Family Movies in the Park Coming Soon!

It’s time for some end of summer family fun in Refugio Valley Park with two upcoming family movie nights! The first movie takes place on Saturday, September 10th at 8 p.m. and features Zootopia. Our second movie occurs on Saturday, October 8th and features Transylvania 2. Watch for more information coming soon. Bring out the entire family and have some fun the Hercules way! No City Council Meetings in August

The Hercules City Council will not be meeting on August 9th or August 23rd with the next regular meeting to take place on September 13th.

Election Time

There are three seats on the Hercules City Council up for election in November. The filing period for candidates is open now and will close August 12th at 5 PM and the filing period will be extended to August 17th at 5 PM if any of the incumbents does not file by the first deadline. Refugio Valley Road Repaving

Thank you to everyone for their patience while we resurface and repair Refugio Valley Road. The contractor is on track to have the work substantially completed prior to the start of school on August 21st, though some punch-list and permanent stripping may remain to be done.

Chelsea Restoration Project Community Field Meeting

The City and project developer Duck Unlimited will be hosting a community field meeting on the Chelsea Wetlands Restoration Project on Monday, August 8th at 5:00 PM at Santa Fe and Railroad Avenues. This project is in its environmental review period and will see a significant wetlands parcel restored to be a fully functioning wetlands adding to the unique Hercules network of restored creeks and wetlands. Sister City Visit

The visit of a friendship delegation from our sister City of Tsushima, Japan, went well. Our guests were welcomed on Monday afternoon here at City Hall and were matched with their local host families. The visit has included an excursion to San Francisco and time with host families exploring the area. A farewell event took place on Thursday evening and the delegation headed off to visit more of .

The delegation, pictured above leaving Japan, consisted of nine high school students and three adult chaperons. Next year, four Hercules High School students will make a return visit to Tsushima with a number of adult chaperons.

Social Bite a Great Success

The first annual Social Bite on Sunday, July 24th in Refugio Valley Park was a great success and well attended. It was a lovely, though hot, day in Refugio Valley Park and folks were able to sample a variety of foods, partake of some great entertainment, and generally enjoy a wonderful day. We look forward to a better and bigger event next year. Hercules Reusable Bags

The City has used some restricted recycling funds to buy Hercules Reusable Bags to help encourage residents to support the City’s one time use bag ban and avoid the cost of a paper bag. These attractive bags featuring the Hercules seal have been handed out at the 4th of July and Social Bite. One bag per household is available here at the City Hall front counter while supplies last, so stop by and get yours soon!

AVENTINE PROGRESS CONTINUES

Ninety-six (96) leases have been signed and 87 apartment units will be occupied after this weekend at the mixed use building on Sycamore Avenue (which represents 60-65% occupancy of the 147 apartment units, but excludes the 10,000 square feet of commercial space). It is anticipated that within the next 30 days the remaining work in the public right-of-way along Sycamore will be installed and one left turn lane will be removed from the north-east bound travel lane of San Pablo to accommodate the town’s first parking district. Things continue to look bright in Hercules future as this seven year-long project nears full completion and gets closer to full occupancy

CHELSEA WETLANDS COMMUNITY FIELD MEETING – MONDAY AUGUST 8, 2016 AT 5PM

PUBLIC WORKS DEPARTMENT

Maintenance & Operations – Staff completed their regularly scheduled custodial and facility- related tasks in public parks and buildings. They coordinated with the West Contra Costa County Integrated Waste Management Authority on solid waste issues, repaired street lights hit by vehicles, and assisted with the Social Bite event in Refugio Park. Staff is also awarding contracts for the Refugio Valley tree trimming, Citywide sidewalk replacements a various locations, lighting repairs in Victoria by the Bay, and is soliciting bids for the path repairs on the Refugio Valley Lake Park oval. The Refugio Valley Tennis Backboard Repair contract has been awarded and is under design.

Engineering –Construction on the $11.7M Path to Transit phase of the Regional Intermodal Transit Center is well underway. The contractor is constructing Bayfront Bridge which will span over and the new sewer line along Bayfront Boulevard as well as rechanneling Refugio Creek. The Bay Trail West segment is under design and slated for construction Summer 2017. The developer for the Muir Pointe residential development completed the public waterline installation on Muir Point Boulevard and is installing the underground utilities on-site. The $46M Pinole-Hercules Wastewater Treatment Plant Upgrade Project is moving forward, the contractor is constructing the new headworks facility and solid waste handling facility. Construction on the $1.1M Refugio Valley Road Rehabilitation is on schedule to be substantially completed before the start of school in Fall, this week the contractor is paving the street. Construction is underway on the public improvements for Aventine.

Free Movies in Refugio Valley Park: The community is invited to attend a new program opportunity provided by the Parks and Recreation Department. Two free family-oriented movies will be shown in Refugio Valley Park this fall. The first movie will be shown on Saturday, September 10 at 8:00 p.m. It is Zootopia. The second movie will be shown on Saturday, October 8 at 8:00 p.m. It is Hotel Transylvania 2. There will be popcorn and refreshments available to purchase at both movies. Community organizations interested in selling food and refreshments at the movies are invited to contact Allie Ikeda at the Parks and Recreation Department. Allie can be reached at 799-8294.

Special Community and Library Services Commission Meeting/Park Tour: The City Council has asked the Community and Library Services Commission (CLSC) to determine if there is community interest in adding a modular restroom building in Duck Pond Park and a small sports amenity (such as a half basketball court) in a park on the west side of town. In this regard, the CLSC has scheduled a special meeting/park tour on Monday, August 22 at 6:30 p.m. The Commission will convene the meeting in the City Council Chamber and then proceed to tour the parks on the west side of town. The public is invited to join the Commission on the tour and provide input. City vans will be used for the tour and the public is invited to ride along. In addition to the tour, the public will have several opportunities to provide their input on these potential projects. The Commission will hold one or more public workshops on this topic beginning in September. There will also be a city-wide survey conducted to gauge the community’s interest in these projects. Watch for the survey sometime in late August or in September.

2016-2017 K-5th Grade Before & After School program: The Before & After School Child Care Program runs during the regular school year (August 22, 2016— June 8, 2017). Our Child Care programs provide a nurturing, caring environment with a variety of age- appropriate activities and events. Our talented, courteous staff are CPR/First Aid certified, with accredited college units and trained in school-age programming to provide the ultimate child care services. Our goal is to create a pleasant, fun, secure, caring environment! There is an annual $100 registration fee per child.

2016-2017 6-8th Grade After School program: We are now accepting registrations for THE SPOT After-School Program. This is a safe place for Teens grade 6th-8th to come and get help with homework, socialize with friends, play fun group games, watch movies, and much more! Our staff is there to provide assistance in all areas. There is an annual registration fee of $100 per child.

Teen Youth Council: Register now for TYC! The Teen Youth Council is always on the go, supporting and assisting with Community activities and special events. Our organized volunteer program is designed for students in 6th to 12th grade. For more information, click here! Basketball Camps: We are currently on our third week of Basketball Camps! Campers had the opportunity for boys and girls to learn, develop and enhance their knowledge and skills in basketball.

Camp Dynamite: On August 3rd our K-5th graders were visited by former NFL player Marcus Maxwell who shared his experience of being a football player. He also stressed to the campers the importance of getting good grades, having a passion for anything and team work. He told the children to eat right and exercise and listened to the children as they had lots of questions. We really appreciated him giving his time to the camp today!

Come make a splash at the Hercules Swim Center! Summer is almost over, so take advantage of the last few weeks of Public Swim! Public Swim is open until August 20th on M/T/TH/F/Sat from 1:30- 4:00pm! Daily drop-in fees for residents youth/seniors $5, for residents adults $6, for non-resident youth/seniors $6 and for non-resident adult $7.

HERCULES PUBLIC LIBRARY

The library's summer reading program finished on July 30th. The Hercules Library had strong participation for all ages. Winners for the raffles will be announced the second week of August.

The city has scheduled to have lights replaced throughout the library with LED lights sometime in the next 2-3 weeks.

Four computers from the back "Teen" room have been moved to the "Homework" room. There are now 20 computers available in this room for popular programs such as Camp Code and Minecraft.

Starting August 4th, the Hercules Library will be piloting a laptop lending program. Six laptops will be available for public use. Patrons will use their library cards to check the laptops out in one hour increments.

August 20th at 10:30am Read to a Dog: H.A.L.O. Ears Certified therapy dogs will listen to children read. Sessions with these special dogs are about 15 minutes each. The HALO dogs provide a nurturing acceptance and a warm empathy that makes children feel safe, providing a nonjudgmental space for learning. Registration suggested. National Night Out

HERCULES TO JOIN CITIES NATIONWIDE FOR

On Tuesday, August 2nd, neighborhoods throughout Hercules join forces with thousands of communities nationwide for the “Annual National Night Out” (NNO) crime and drug prevention event. National Night Out, which is sponsored by the National Association of Town Watch (NATW), will involve over 15,000 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. National Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anticrime efforts; (3) Strengthen neighborhood spirit and police- community partnerships; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back. Neighborhoods throughout Hercules hosted a variety of special events such as block parties, cookouts, and visits from a Hercules Police Officer. This a night is for America to stand together to promote awareness, safety and neighborhood unity. Theft/ Warrant Arrest/Possession of a Controlled Substance and Paraphernalia: On July 21, 2016 at 3:10pm, HPD units were dispatched to the area of 900 Valley Run on a report of an African American male adult, wearing a blue shirt, checking mailboxes in the area. The male was carrying a black cloth bag. An officer was flagged down by a citizen who said he had seen a Chevy Avalanche driving around the neighborhood suspiciously. The officer located a Chevrolet Avalanche parked on Hill Court. He contacted three subjects sitting inside the vehicle. The adult male driver, said he was looking for his friend's house. The right rear passenger, an adult male, was wearing a blue T-shirt and had a black cloth bag next to him. The subject initially identified himself as a 20 year old male. He was later identified as 28 year old Jonathan Amey, who had a $25,000 warrant out of Solano County. Inside the black cloth bag the officer found a magazine addressed to an address on Country Run. The officer located more stolen mail (25 pieces total) in the immediate area where Amey was sitting. Amey was arrested for the warrant and suspicion of stealing mail. The original reporting party identified Amey as the person seen checking mailboxes. The officer also found a small amount of a substance, believed to be a narcotic, and two pipes used to smoke narcotics, in the driver’s compartment of the vehicle. The driver, 38 year old Dhon Espinnola, admitted the pipes and drugs were his. Espinnola was arrested for Possession of a Controlled Substance and Possession of Narcotic Paraphernalia. The third occupant, an adult female, was released. Espinnola was cited and released from HPD. Amey was transported to the Martinez Detention Facility.

Runaway Juvenile On July 21st 2016 at approximately 7:14pm, a HPD Officer was dispatched to the lobby of the HPD for a runaway juvenile report. The reporting party said she last saw her 16 year old daughter four days ago. The juvenile she would be going to a friend’s house but never returned. The mother stated it was not unusual for her daughter to be gone several days without contacting her. Attempts to contact the juvenile, via cell phone, were unsuccessful. A Trak Flyer was sent out to neighboring agencies and the juvenile was entered into Missing and Unidentified Persons System.

Non-injury Collision On July 22nd 2016 at approximately 11:39pm, HPD units were dispatched to the area of 100 Paradise Drive for a sound of a possible vehicle collision. Officers located a white Nissan Altima and a blue BMW sedan, which were involved in a collision on Victoria Crescent West and Trellis Bay. Neither party was injured.

Stolen Vehicle On July 23rd 2016 at approximately 5:03am, an HPD Officer was dispatched to the 100 block of Aster Court for a stolen vehicle report. The reporting party stated that her 27 year old daughter, took her Gray 2015 Mercedes C300, sometime during the night, without her permission. The mother wishes to press charges against her daughter.

Stolen Vehicle: On July 23 2016 at 10:30am, an Officer was dispatched to HPD for a stolen vehicle report. The reporting party stated that sometime during the night and unknown suspect stole their 2004 silver Cadillac from the 2100 block of Lewis.

Vehicle Tampering: On July 23 2016 at 12:30pm, an Officer was dispatched to the 100 Building of Paradise Drive for a report of vandalism. The reporting party stated, sometime within the last two days, an unknown suspect stole both lower door panels from the driver’s side doors of her vehicle. There was also scratches, dents, and tire damage to the vehicle.

Lost/Stolen Plate: On July 23 2016 at 12:41pm, an Officer was dispatched to the 100 block of Pearce for a report of a lost/stolen license plate. The reporting party said she last saw the front plate last night at 10:00pm. When she returned to her vehicle today at 12:30pm, the plate had been stolen.

Theft of Mail: On July 23, 2016 at 1:01pm, an Officer was dispatched to the 1900 block of Redwood for a report of found stolen mail. The reporting party found three pieces of open mail inside her mailbox. All the mail belonged to other Hercules Residents. One of the victims was contacted and his mail was returned to him. The other two victims could not be contacted so their mail was logged into evidence.

Habitual Runaway Juvenile: On July 23, 2016 at 11:52pm, an Officer was dispatched to the 100 block of Brighton for a report of a runaway juvenile. 14 year old female was last seen, by her mother, at about 10:00pm tonight. She got into an unknown vehicle with an unknown driver. The mother said her daughter has run away at least ten times in the last two months but she did not report them. The juvenile was entered into Missing and Unidentified Person System.

Occupied Stolen Vehicle Recovery: On Sunday, July 24, 2016, at 6:27am, an Officer checked on a suspicious vehicle in the parking lot of the Shell Gas Station. The black, 2000, Honda CRV was reported stolen to Richmond PD on 7-18-16. The sole occupant, 46 year old Dennis Delfin, was taken into custody. The registered owner is Delfin’s son. We were unable to reach the registered owner. Delfin was cited and released.

Missing Juvenile: On July 24, 2016, at 8:21am, an Officer was dispatched to the 100 block of South Wildwood for a runaway 13 year old female. The juvenile has been living with this foster family since April 2016. The juvenile was entered into the Missing and Unidentified Persons System, and a flyer was sent out to surrounding agencies.

Missing Person: On July 24, 2016 at 6:48pm, an Officer was dispatched to the 100 block of Aster Court for a missing person call. The reporting party said his 27 year old daughter was arrested in San Pablo, on July 23rd, and cite released. She has not been seen or heard from since she was released. She is currently not taking her medications. A TRAK flyer was completed and sent out to neighboring agencies.

Miscellaneous Information: On July 24, 2016 at 11:02pm, Hercules Officers responded to the 100 block of Starling Drive for a disturbance involving a drunk husband. Officers contacted the family in the front yard. It was determined an adult male had been drinking all day and got into a verbal argument with family. During the argument he stated he had a gun, so his wife requested we seize his weapon for safe keeping.

Misdemeanor Warrant Arrest and Identity Theft: On July 25, 2016 at 3:55am, an Officer contacted an occupied U-Haul truck backed behind the 76 car wash at 844 Willow Avenue. An adult male, from Vallejo, along with his 3 year old son were in the truck. The male was found to be on searchable probation. During a search of the U-Haul, another adult male, of Vallejo, was found sleeping in the box area of the truck. 35 year old Janon Billingsley, was found to have an outstanding $15,000 misdemeanor no cite warrant held by Redwood City. Also during the search of the U-Haul the officer found checks belonging to a female of Vallejo. This person was determined to be the victim of identity theft. More follow up to conduct. Janon Billingsley was transported to the Martinez Detention Facility on the warrant only. The other subject was released, pending further investigation of the incident.

Burglary: On July 25, 2016, at 9:10am, an Officer was dispatched to the Willow Glen Apartments located in the 1200 block of Willow Avenue for vandalism to the dryers. The reporting party said, between July 22, 2016 at 12:00pm and July 25, 2016, at 9:00am, someone got into the locked laundry room. The suspect(s) pried open the locking mechanisms on three dryers where the coins are stored. Only one coin tray was accessed, and there was still coins left in the tray. The estimated damage to the dryers was $600.00.

Identity Theft: On July 25, 2016, at 3:35pm, an Officer responded to HPD for an identity theft report. The Hercules resident stated there were three charges on her Travis Credit Union debit card she did not authorize. The reporting party has had her card in her possession and no one else is authorized to use it.

Runaway Juvenile: On July 26, 2016 at 8:46am, an Officer was dispatched to the 3100 block South Front Street to take a report for a habitual runaway juvenile. The reporting party said his 15 year old daughter has not been home since Sunday, July 24th. The juvenile was entered into the Missing and Unidentified Person System, and a TRAK flyer was sent out to surrounding agencies.

Residential Burglary: On July 26, 2016 at 7:05pm, a Resident called from the 100 block of Cinnabar. He stated his house had been burglarized today between 10:00am and 7:00pm. Entry was made by throwing a decorative stone through the rear slider. The loss included electronics and cash. Spousal Abuse: On July 26, 2016 at 8:30pm, Hercules units were dispatched to 2100 block of Redwood on a domestic violence call. The 21 year old male suspect, of Richmond, had left 10 minutes prior to the officer’s arrival. The reporting party is 7 months pregnant with the suspect’s baby. The 20 year old reporting party said the suspect came over because he was supposed drop off diapers for their 1 year old son. While the suspect was at the victim’s home he made sexual advances towards her. When she refused his advances he pushed the victim to the ground and kicked her twice in the back. She did not have any visual injuries, but was transported to a hospital, as she was feeling pain in her abdomen. At 1am, the reporting party was reported to be stable and everything appeared normal.

Suspicious Circumstance: On July 27, 2016 at 9:58am, Hercules Officers were dispatched to the area of the 2100 block Forest Run for a report of one gunshot heard. The reporting party said she thought the gunshot came from either the condo below her or from the condo to her left. Officers checked, and cleared the condos in the immediate vicinity of the reporting party. No shell casings, or other evidence of a crime was located at the condos or outside in the open space areas or on the footpaths.

Battery: On July 27, 2016 at 3:02pm, an Officer was dispatched to a lobby detail regarding a battery that occurred in the 800 block of Valley Run. The 18 year old male victim said his 25 year old sister, assaulted him. The siblings had an argument and the sister scratched him, numerous times on his body/face. Their Father broke up the initial fight.

Residential Burglary: On July 28, 2016 at 4:07pm, an Officer was dispatched to the 100 block of Mesa for a report of a residential burglary. The reporting party said her residence was burglarized sometime today between 9:00am and time of call.

Recovered Stolen Vehicle: During the above listed investigation, an unknown 1992 Honda Accord was located parked in the driveway. The Honda was found to be a reported stolen vehicle out of Vallejo. There was damage to the vehicle’s ignition.

Driving Under the Influence of Alcohol: On July 29th 2016 at approximately 1:23am an HPD Officer conducted a traffic stop, on a silver Acura Integra, in the area of 7th Street and Vaqueros Drive. The 22 year old driver, Ariana Michelle Villa, of Rodeo, displayed the objective symptoms of being under the influence of alcohol. Villa was administered the Standard Field Sobriety Tests. The Preliminary Alcohol Screening device indicated she was over the presumptive limit for the purposes of driving. Villa was arresting for Driving under the Influence of Alcohol. She was cited and released to a responsible party.

Traffic Collision: On July 29, 2016 at 2:01pm, an Officer was dispatched to the 800 block of Willow to investigate a non-injury hit and run collision. The reporting party, Party #2, reported his vehicle was hit by Party #1, who left the area without exchanging information. A license plate for Party #1’s vehicle was provided. The officer contacted Party #1 at his Hercules residence and facilitated an exchange of information between parties. There was minor damage to both vehicles.

Non-injury Vehicle Collision On July 30th 2016 at approximately 12:03am, HPD units were dispatched to the area of Victoria Crescent West and Victoria Park for a vehicle that had collided with a fire hydrant. Officers located a black 2003 Honda S2000, which had knocked off the fire hydrant, on the north curb line of Victoria Crescent West. The adult male driver was located, uninjured, at the scene. RHPD was requested to shut off the water that was gushing from the knocked off fire hydrant. Mud arrived on scene and was able to repair the damage.

Assault with a Deadly Weapon On July 30th 2016 at approximately 4:00am, HPD units were dispatched to a residence, on Crystal Circle, for an assault with a deadly weapon. The 54 male victim stated he was struck twice, on the head, by his neighbor. The weapon was a flashlight. The victim declined medical assistance. The victim and the suspect got into an argument over the victim playing his music too loudly. The argument escalated and the suspect struck the victim on the face/head twice. The victim sustained a laceration to his face and a contusion to the back of his head. 42 year old Alexander Wallace was arrested for Assault with a Deadly Weapon and transported to the Martinez Detention Facility.

Possession of Burglary Tools/Probation Violation: On July 30, 2016 at 2:30pm, HPD contacted a pedestrian in the 1500 block of Partridge Drive. 30 year old-Allen Hui, of, Orinda, was found to be on searchable probation out of Contra Costa County. During a compliance search the officer found a “shaved” key in one of Hui’s pant pockets. Hui was arrested for possession of burglary tools and probation violation. Hui was cited and released.

Driving under the influence and collision: an Officer was dispatched to the area of Carson for a collision heard in the area. The Officer found a 06 Toyota 4runner had collided into a parked vehicle, which collided with another parked vehicle. The 27 year old driver, Kelvin Chan, showed objective symptoms of alcohol intoxication. Chan was administered the Standard Field Sobriety Test. The Preliminary Alcohol Screening device indicated he was over the presumptive limit for the purposes of driving. Chan was arrested for Driving under the Influence of Alcohol. He was cited and released to a responsible party.

Warrant arrest: an Officer was dispatched to the 400 block of Olympus for loud subjects. One of the subjects, 26 year old Brittany Foster of Richmond, had a felony warrant out of Monterey. She was arrested and transported to the Martinez Detention Facility

Commercial Burglary/Vehicle Theft: On July 31, 2016 at 8:48am, an Officer was dispatched to Franklin Canyon Golf Course, 3500 Franklin Canyon Road. The reporting party said he found the lock to the front gate had been cut off, when he arrived at 4:00am this morning. The reporting party found the beverage golf cart had been stolen from the outdoor golf cart enclosure (unlocked). The time frame for the burglary to the golf course and the theft is from 8:30pm last night to 4:00 am this morning.

Prisoner Transport: On July 31, 2016 at 10:30am, a Transport Officer responded to Solano County Jail, in Fairfield, to pick up 28 year old Jeremy Villanueva, of Vallejo, on our outstanding Felony Warrant. The Warrant was issued on 06/30/2015 with a bail amount of $75,000. Villanueva was transported and booked into Martinez Detention Facility.

Mental Health Evaluation: On August 1, 2016 at 10:33a.m, Hercules Officers were dispatched to the area of Burger King, 836 Willow Avenue for a report of a 75 year old female standing in the middle of the street crying. The reporting party brought the female out of the middle of the street and onto the sidewalk. The female told Officers she just wanted to end it all and die. The female was determined to meet the criteria for a Mental Health Evaluation. She was transported, by ambulance, to the County Regional Medical Center.

Auto Burglary: On August 1, 2016 at 10:24am, an Officer was dispatched to Starbucks, 3700 San Pablo Avenue, to take an auto burglary report. The reporting party parked his White ’10 Toyota Prius, near Starbucks facing San Pablo Avenue at approximately 10:20am. When he returned a few minutes later he found his right front passenger window had been shattered by an unknown suspect. The suspect removed a leather tote bag containing his checkbook and an iPad. A witness saw an unknown male wearing a gray hoodie flee from the Prius in an older Charcoal Gray Toyota Corolla with tinted windows.

Stolen Vehicle: On August 1, 2016 at 10:37am, an Officer was dispatched to the 1000 block of Wadi Run to take a stolen vehicle report. The reporting party said an unknown suspect stole his Blue ’02 Ford Explorer, from his driveway of his girlfriend’s house, sometime after 1:00am last night and 10:00am today. The reporting party couldn’t find his vehicle keys and thinks he may have dropped them outside near the Explorer.

Lost License Plates: On August 1, 2016 at 11:50am, an Officer handled a lobby detail regarding lost or stolen license plates. A resident from the 100 block of Dunham Court reported he lost both license plates, over a year ago after disassembling his ’56 Chevy 3100 pick-up truck for a restoration project.

Identity Theft: On August 1, 2016 at 11:28am, an Officer handled a lobby detail regarding an identity theft. The Hercules resident stated his Bank of America checking account was accessed by an unknown suspect. There were multiple transactions, over the last 3 days, taking money from the victim’s account. No suspect information. Account has been canceled.

Warrant Arrest: On August 1, 2016 at 1:12pm, Hercules Officers were dispatched to the Contra Costa County Social Services at 151 Linus Pauling, for a report of a wanted person there. Officers contacted 33 year old Justin Kemal and determined he had an outstanding cite releasable Misdemeanor Warrant. The Warrant was issued on 07/28/2016. Kemal was cited and released on the Warrant.

Mental Health Evaluation: On August 1, 2016 at 5:47pm, Hercules Officers were dispatched to the Glenwood complex to do a welfare check on a suicidal subject. The reporting party said her 63 year old husband, sent her an email today stating he was contemplating suicide. The wife went home and found the male with a pistol. She left and was in fear for his safety as well as her safety. Officers went to the residence and were preparing to make a phone call, into the condo, when the male came outside. The male was determined to meet the criteria for a Mental Health Evaluation. He was transported, by ambulance, to the County Regional Medical Center. Officers seized several hand guns, for safe keeping.

Habitual Runaway Juvenile: On August 2, 2016 at 9:37am, an Officer was dispatched to the 3100 block of South Front Street to take a report for habitual 15 year old female runaway. The father stated he last saw the female yesterday at 2:00pm. The juvenile was entered was entered into The Missing and Unidentified Persons System.

Suspected Child Abuse Report: On August 2, 2016 at 1:16pm, an Officer took a case for a suspected child abuse report related to an address on Arete Court. The Officer determined the allegation was unfounded and closed the case out.

Possible Financial Elder Abuse: On August 2, 2016 at 1513, an Officer responded to the 100 block Maple Court to investigate a suspected Financial Elder Abuse. A bank reported a 74 year old female may have been taken advantage of by her son. The mother, who appears to be of sound and body, does not know if she wants to make a criminal report at this point. She will contact the Adult Protective Services social worker and talk to him and then she will decide if she wants to report this or not.

Auto Burglary: On August 2, 2016 at 4:12pm, an Officer was dispatched to Hercules Fitness, 500 Alfred Nobel Drive, for an auto burglary that just occurred. The reporting party said an unknown race male, heavyset, bald, driving a Burgundy vehicle just shattered the window of a vehicle and fled the area. Officers located a White ’08 Volvo S80 with a right front passenger window shattered. The victim stated she was at the gym and left her Beige handbag with wallet (with credit cards, etc.) and cell phone, in the car. A witness described the suspect vehicle as possibly being a 00’s Burgundy Chevy Impala.

CRIME PRVENTION NOTE: Do not leave any valuables, visible in your vehicle. This includes making a quick trip into Starbucks. It only takes a few seconds for a bad guy to break out a window and steal your portable valuables.
