STAFF REPORT ACTION REQUIRED Parking Prohibitions: Teddington Park Avenue Date: January 28, 2013 To: North York Community Council From: Acting Director, Transportation Services, North York District Wards: Ward 25 – Don Valley West Reference ny13036 P:\2013\Cluster B\TRA\NorthYorkDistrict Number: SUMMARY This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws. To obtain approval to prohibit parking from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the south side of Teddington Park Avenue between Bocastle Avenue and Mount Pleasant Road. The amendment to the parking regulations on Teddington Park Avenue will address the residents' concerns regarding parked vehicles restricting access and egress to driveways. RECOMMENDATIONS Transportation Services, North York District, recommends that North York Community Council: 1. Approve the installation of no parking, 8:00 a.m. to 6:00 p.m., Monday to Friday, on the south side of Teddington Park Avenue between Bocastle Avenue and Mount Pleasant Road. ISSUE BACKGROUND Transportation Services, North York District, was requested by the Ward Councillor on behalf of the residents of Teddington Park Avenue to review the feasibility of amending the parking regulations on the south side of Teddington Park Avenue between Bocastle Avenue and Mount Pleasant Road. The residents are concerned that vehicles parked on this section of roadway are interfering with the access/egress to their driveways. COMMENTS Teddington Park Avenue is classified as a local road with a posted speed limit of 40 km/h. Municipal sidewalks are located on both sides of the road. The east and westbound movements are separated with a wide median. Both sides of this section of roadway are primarily comprised of single family residential homes. The parking regulations for Teddington Park Avenue are as follows: • No parking anytime on the north side of Teddington Park Avenue between Yonge Street and a point 102.1 metres east; • No parking, 8:00 a.m. to 6:00 p.m., on the north side of Teddington Park Avenue between a point 108.2 metres east of Yonge Street and Bocastle Avenue; and • No Parking, Anytime on the south side of Teddington Park Avenue between Yonge Street and Bocastle Avenue. Parking is permitted for a maximum period of three hours on the remainder of the roadway. Our field observations have confirmed that vehicles are parking on either side of residential driveways on the south side of the roadway. In order to address the resident's concerns, this Division would have no objection to amending the parking regulation to prohibit parking between the hours 8:00 a.m. and 6:00 p.m., Monday to Friday, on the south side of Teddington Park Avenue between Bocastle Avenue and Mount Pleasant Road. The amendment to the parking regulation will improve the access/egress and sight lines for motorists using the driveways.
