1/ RECYCLED MATERIAL FROM NETWORK RAIL. A new Network Rail website went live on 7th April: www.railwayrecycling.co.uk The website lists all recycled products they currently have for sale including sleepers and rail. From this date, it is Network Rail's intention to no longer hold yard sales or tender material in bulk quantities. All enquiries for material will be expected to come through the website using the following process:

1) Visit www.railwayrecycling.co.uk

2) Browse the available items and add to your basket

3) Checkout to request a quote from the sales team who will contact you and organise payment and delivery options.

The website will contain a feature for regular customers to set up an account so that when visiting the site they will be able to log in and view their most recently viewed/purchased items quickly and easily.

2/ SOCIAL INVESTMENT TAX RELIEF. The Government announced in the Budget 2013 that it would consult on the introduction of a new tax relief to encourage investment in social enterprise.

A consultation document was published in June 2013 with the Government's consultation response document being published in December 2013 with implementation to take place within the Finance Bill 2014 (following the Budget announcement on 19th March).

Social Investment Tax Relief at 30% will apply to qualifying investments made on or after 6th April 2014. Capital Gains tax relief will apply to gains which accrue on or after 6th April 2014.

The new relief will allow individuals to claim tax relief on qualifying investments in social enterprises - which includes registered charities.

Capital gains tax relief will be available on gains made through loans made to social enterprises.

It is essential that reference is made to the appropriate HMRC guidance documents to determine the amount of relief, qualifying persons, time scales etc.

5/ MEMBERS TIMETABLES AND LEAFLETS. We have had a major success in collecting together members’ leaflets, in the region of 60 so far. These will be used at the remaining exhibitions planned for 2014 – Group Leisure Travel Trade show in September and Warley National Model Railway Exhibition in November. However they will also be included in replies to members of the public who make contact following our various generic advertisements. For obvious reasons of postage cost, we will only send out leaflets of members in the area requested by the recipient or within their local area. As a matter of interest a lady in Canada sent me a cheque to cover postage for a copy of every leaflet we had in stock, so it is amazing how even our modest budget can reach people. 6/ HRA LEAFLETS. With the 2014 season upon us I am keen to get the HRA Railway Guides (known as the Steam Guide until a member with electric exhibits pointed out the misnomer) on to as many display racks as possible. A box of 1400 is the most economical way to send them out so please contact [email protected] with your contact details (name, address and email) so that we can send you a stock. Smaller quantities can be sent but it is amazing how stocks go when displayed in several stations. They are not doing any good when piled in our store so please distribute them wherever you can.

7/ EXHIBITIONS AND TRADE SHOWS. In March we attended two shows. Best of Britain and Ireland at the NEC and Market Place at Wembley. BOBI is a major exhibition to the travel industry and this year saw a major upturn in its success following a period of reducing impact. This allows Travel and Tour Operators, Group Travel Organisers, Coach Companies and the like to visit our stand to learn what our members have to offer together with an appointment system for those wishing to go into greater depth. Market Place specifically offers face to face meetings with members of the industry.

8/ THE GREAT RAILWAY TREASURE HUNT 2014. After the success of last year’s inaugural treasure hunt, Peter’s Railway are once again organising this fun adventure for young train enthusiasts across the UK, inspiring youngsters to learn about and enjoy our heritage sites. With £1000 of cash prizes we hope to get lots of families involved again.

The competition is free for railways/museums to participate and free for children to enter. Last year we had over 50 participating railways and museums, with several hundred children entering. We are hoping to increase this for 2014. This year we only need 10 questions for children to answer during their day out with you and all administration of the completed quiz sheets will be handled by us.

The Treasure Hunt was launched at the end of March for the English Tourism Week and for the start of the Easter holidays and will run until 30th September 2014. All quizzes will be available at PetersRailway.com for download and we will email yours for use on your website (or email with a newsletter etc.). Last year we had the most entries from sites which handed out printed sheets at the ticket office. It costs only £137 to print 5000 quiz sheets direct from www.quattroprint.co.uk if you would like to try that.

The same as last year, if you would like to offer local prizes, it will all add to the fun. This could be a free upgrade to First Class travel, visit to a signal box, or free subscription to your newsletter / Society – if it encourages a repeat visit, so much the better! At the end of the competition we will email you the contact details of the winners of local prizes so you can contact them.

11/ NEW DIRECTORS FOR HRA. At the HRA Board Meeting in March three new directors were co-opted on to the board and will stand for election at the 2015 AGM. We are pleased to welcome them on board and look forward to working with them.

12/ HRA AUTUMN MEETING WEEKEND NORTHERN IRELAND SEPTEMBER 2014. The outline programme for the weekend is as follows;

Friday 12th September 2014 Morning visit to the RPSI Steam Depot at Whitehead. Afternoon visit to the Ulster Folk & Transport Museum at Cultra. HRA Dinner at Cultra, either in the Museum or the Manor House.

Saturday 13th September 2014 Morning visit to the Downpatrick & Co. Down Railway Buffet lunch and General Meeting at the Slieve Donard Resort & Spa Dinner in conjunction with the RPSI for their 50th Anniversary. The venue will be the Belfast City Hall.

Sunday 14th September 2014 All Day RPSI Steam Railtour from Belfast to Portrush with potential add-on trips including a steam shuttle to Coleraine and back to Portrush, the Giants Causeway, Giants Causeway & Bushmills Railway or Inch Abbey.

Monday 15th September 2014 Morning visit to the Titanic Belfast Museum.

13/ THE INSTITUTION OF RAILWAY OPERATORS (IRO) EDUCATIONAL PROGRAMMES, 2014. The IRO has published details of their educational programmes which commence in October but for which application and registration can now take place. Three options are available as listed below – these are a matter for personal choice but it should be noted that a specified level of education is required for each course. All courses are based on Distance Learning and access to a computer and the internet are a requirement to take part. Some tutorials are however held in selected centres on specified Saturdays. There are also some video tutorials.

The courses are: IRO Certificate (one year). IRO Diploma (two years) and the IRO Degree in association with Glasgow Caledonian University (two years and three months). Information on the cost of each course (including details of staged payments and possible Student Finance) are available on the IRO website or by phoning 03333440523.

15/ NCVO VOLUNTEERING WEEK. The National Council for Voluntary Organisations (NCVO) of which HRA is a member, have reported a very successful Volunteering Week 2013. They are now preparing for 2014 which takes place on 1st - 7th June 2014. This will be their 30th Anniversary and they are actively looking for ideas. 16/ ENGLISH HERITAGE ANGEL AWARDS. The 2014 English Heritage Angel Awards are now open for applications and this year’s awards ceremony will be even more special than ever – an evening red carpet event at The Palace Theatre in London on Monday 3rd November. So, do please nominate people you know who deserve recognition for rescuing our heritage. Or, if you or your organisation has been directly involved, don’t hold back – apply on your own behalf.

Applicants will be in with the chance of having a short film specially made about their project and getting lots of other publicity not to mention being centre-stage with Andrew Lloyd Webber and his team of celebrity judges at the awards ceremony and attending a special reception after the show.

The Angel Awards are for:

- the best rescue or repair of a historic place of worship - the best rescue of an industrial building or site - the best craftsmanship by a trainee or apprentice employed on a heritage rescue - the best rescue of a listed building, scheduled monument, registered garden, landscape or battlefield, protected wreck or conservation area.

Apprentices, Trainees and Young People Involved in Heritage Rescues

This year, they are particularly looking for exceptional trainees or apprentices for the Best Craftsmanship Angel. And across all the categories, they are asking people to let them know if there was anyone, aged 15-24 involved in their project who deserves recognition. It won’t always be the case, but if there was a young person involved who showed particular passion and dedication, there’s a special section on the application form where you can tell about him or her.

How to Apply

To be eligible for the Awards, the heritage site must be designated as nationally significant, and be, or have been, at risk from neglect or decay. Your rescue project must have been completed since 2008 or currently be well underway. HERITAGE RAILWAY ASSOCIATION SIDELINES 132 6 of 11 17/ HLF ANNIVERSARIES FUNDING SCHEME. The Heritage Lottery Fund’s (HLF) £10million anniversaries funding scheme has now fully opened and is being supported by on-line guidance and expert advice for all potential applicants who have a relevant project. HLF announced last year that it was to set aside at least £10m over the next four years to fund projects marking some of the UK’s most important anniversaries and commemorative events. The money will be invested to ensure that those moments which form a central part of the UK's national history are commemorated and understood. The funding will ensure that projects of all sizes can apply from smaller grants of a few thousand pounds up to grants over £2m. Details of funding for anniversaries can be obtained at the HLF Funding for anniversaries website (Suggest Google Funding for anniversaries - Heritage Lottery Fund).

18/ RAILWAY HERITAGE DESIGNATION ADVISORY BOARD. The Board of Trustees of the Science Museum Group considers recommendations from the Railway Heritage Designation Advisory Board for artefacts and records that should be designated as rail heritage. In March 2014 the Board of Trustees of the Science Museum Group agreed to designate and dispose of the following items:

19/ RE INVENTING THE WHEEL OR A NEW OR IMPROVED WHEEL. In Sidelines 130 I included an item ‘MUTUAL ASSSISTANCE’ asking members to share special experiences, knowledge or information that would be useful to other HRA members via a note in Sidelines or an article in Broadlines. There has been some response to this, mainly through discussions at events such as the Mid Week Meetings but surely there is an ability to share more and create many more savings in time and effort. This includes sharing details of new techniques, new equipment, successful new ideas, better ways of doing well known tasks etc. Notes and articles can be any length but need to be to the point – the aim is share experience and benefit members, not to win an award for literature. HERITAGE RAILWAY ASSOCIATION SIDELINES 132 7 of 11 20/ NATIONAL RAILWAY HERITAGE AWARDS. We are currently seeking entries for the 2014 Awards and HRA members should have now received a “Call for Entries 2014” postcard.

In response to requests last year, and in an effort to streamline our operations, this year we are relying on an electronic version of the Entry Form and will NOT be producing a printed version. Completion of the "on line" Entry Form should be easy and simple but, if members prefer, the form may be downloaded for completion and submitted to me as a printed document as in previous years. The Form can be found on our web site (http://www.nrha.org.uk/) where there are also full details of entry criteria under "How to enter".

COMMERCIAL SERVICES. We sometimes are approached by commercial companies to pass on news of their products or services. If these look as if they may be of interest to members, we include a mention in Sidelines. This does not imply any HRA approval or recommendation but are included as information although obviously some companies are well known for having a high reputation. The following details have been received.

24/ TICKET PRINTING. We operate a family based Edmondson Style Ticket printing service. All Tickets are printed on good quality card, with a choice of 6 colours, finished ticket size is 57mm (2.1/4") x 30mm (13/16") Prices are £20/1000 for single sided tickets. If a ticket needs to go through the printing press twice because it is double sided or has a symbol printed on it first as well as the body text the cost is £22/1000. The minimum order is for 2000 tickets due to setup costs, postage is also extra at cost. All tickets are supplied in bundles of 50 or 250 and consecutively numbered as requested. We will also price match any quote you may have. Artwork and printing plates are needed before printing and a separate printing plate is normally needed for each side of the ticket. However, we can often print a double sided ticket using one plate only, depending on the design. Each plate costs £15. The plates that we produce can print many thousands of tickets and have a life of at least 4-5 years. I produce the artwork to make the plates in house if it is text, a scanned line drawing or similar. There is no charge for artwork if I can produce it. Brian Simpson Chairman - Elect Heritage Railway Association

Dear Sir/Madam

After many years of service, David Morgan is stepping down as Chairman of your Heritage Railway Association from 1st June 2014.

From that date, I will have the privilege of being the HRA Chairman and I have to say I am attempting to fill some very big boots in taking on that role.

David Morgan's work as Chairman of HRA has just been immense for our movement and although he is stepping down as Chairman, I sincerely hope that he remains on the HRA Board where his knowledge and experience will be invaluable. Now some have said that Morgan and Simpson are a bit like “chalk and cheese”, which is true on many things. But the one thing Simpson and Morgan are identical on is our desire and passion to preserve our railway heritage for years to come and to help our volunteers and our Heritage Railways to achieve that aim.

My love of railways started as a young boy, train spotting on Tanners Lane Bridge, Golborne on the West Coast Main Line. I loved the Coronation Class engines, Jubilees and Scots, but my particular favourite were the Britannia's. Speaking of Brits, nobody has ever explained to me why 70047 was the only one not to get a name. I remember those days when a Black Five was a big let-down to a train spotter; but now, rightly so, they are recognised as a fine locomotive. The Heritage Railway movement will no doubt face some challenging times in the future, both collectively or as individual railways. I want to reassure you that your Heritage Railway Association is here to help you overcome any challenges you may face and be there to help you run a successful, safe operation and represent you effectively should the need arise.

We, as a movement are blessed in having dedicated and skilful full time staff as well as a dedicated army of volunteers, without whom the success of the movement would never have happened. Moving forward now, I would hope we can build on that success for many years to come. I thank you all for your efforts in the past and I look forward to working with you all in the future.
