Title : Report on the first stakeholder event (combined D1.2.a & D1.2.b)

The NEW_InnoNet project develops a stakeholder platform to stimulate market uptake of zero waste technologies and processes. NEW_InnoNet stakeholders contribute – via the platform – to a shared vision on the opportunities for a near-zero waste Europe. In this way, the project ensures that the European Strategic Research and Innovation Agenda (SRIA) that is drafted in the project builds on the expertises and experiences of stakeholders.

Direct interaction with stakeholders is a key means to gather their input. The project organizes therefore various meetings and workshops on different aspects of the project. The project’s general stakeholder meetings are important events because they bring together stakeholders from different value chains and with different backgrounds. This report describes the preparation, organization and experiences of the first stakeholder meeting.

The report consists of two parts:

 D1.2.a: Report on the preparation of the first stakeholder event (postponed).  D1.2.b: Report on the 2016 Stakeholder conference.

The main reason for this structure is that the initial first stakeholder event in 2015 was cancelled. The event was scheduled in November 2015 and aimed at awareness raising among stakeholders and getting stakeholder input on bottleneck analyses. Cancellation was due to the terror attacks in Paris and the raised terror level in Brussels in late November. After cancellation it was decided to organize a new event in June 2016.

The first part of this report describes the preparation of the postponed event, evaluation of the organization and the follow-up actions. The second part of this report describes the preparation and activities of the 2016 stakeholder conference.

Title: D1.2.a. Report on the preparation of the first stakeholder event

1. INTRODUCTION

NEW_InnoNet’s main goal is to mobilise stakeholders towards joint efforts aimed at implementing circular economy approaches and thus develop and reinforce solid foundations for building the European Near-Zero Waste Platform. Stakeholder events are an important means to achieve the NEW_InnoNet goals. This report is a written account of the planning and preparation of the first NEW_InnoNet stakeholder event.This event was cancelled due to the raised terror alert level in Brussels in late November 2015.

This report therefore focuses only on:

- The methodology behind the organisation of the event. - The planned programme and the cancellation. - The startegy towards organizing the new event on 8-9 June 2016 in Brussel.

2. METHODOLOGY

3.1 ORGANISATION AND PLANNING

The stakeholder event was organized in collaboration with the Plastics Recycling Show arranged by European Plastics Recyclers. The decision to organize the event in connection with the Plastics Recycling Show was made in order to synergize and attract higher participation. After consultation with stakeholders and project partners, the event was planned as a stakeholder workshop. The workshop would be a side-event and would last for four hours. Participation was estimated around 50 people. All logistical arrangements were in place including AV, seating, catering for the breaks and a registration website specifically for the workshop. The programme consisted of two key note addresses, a presentation of the project, a stakeholder involvement session and a brokerage event for the Horizon2020 Circular Economy 2016 calls. The key note speakers were confirmed.

3.2 COMMUNICATION AND INFORMATION

The communication and information strategy for attracting participation for the event was based on a stakeholder list with 600 entries:

1. Stakeholder approach: The approach was based on the stakeholder list developed by the consortium members consisting at that time of 600 entries from all over Europe including industry, research, associations, authorities etc. All entries were invited by email.

2. Invitations: two invitations were sent out – the first and a reminder. The first invitation was an email without enclosed attachments (see annex 1.1) with an introductory text and links to the registration. The reminder was including a revised text (see annex 1.2) and included a formal invitation (see annex 1.3) and a programme (see part 4.1 ). The text of the invitation was revised to get a better approach and to raise awareness.

4. CANCELLATION, EVALUATION OF THE PREPARATION AND CONCLUSIONS

On the evening of 13 November 2015, a series of terrorist attacks occurred in Paris. In the days and weeks after the attacks, the terror alert level was raised to the maximum in Brussels therefore the Plastics Recycling Show – and subsequently the NEW_InnoNET stakeholder event – was cancelled. The decision to cancel the Plastic Recycling Show and the NEW_InnoNET event was made on 21 November and thereafter communicated to participants and speakers.

Although the meeting was cancelled, the organizers of the NEW_InnoNET event evaluated the preparation of the event. The following observations and conclusions were made:

1. In the WP1 description, the level of participation was estimated at 200 participants. The planned number of participants was expected to be reached mainly via the website and the stakeholder platform. However, the delay in the development of the website and, hence, launch of the platform and inclusion of the stakeholder community in the activities led to the fact that awareness about the project was not sufficient to attract the planned number of participants for the event. 2. Invitations were based on emails sent to the stakeholder list, but this, in hindsight, showed too inefficient in gaining a proper outreach and awareness. Therefore a full new strategy towards the stakeholder community should be developed and carried out to secure strong participation for the postponed event. This event will take place in June 2016. The new strategy includes consultation meetings throughout winter/spring 2016 with associations, technology platforms, JPI’s and European Parliament and EU Commission bodies. 3. The postponed event will be a 1½ day event including stakeholder panel sessions, bottleneck workshops, roadmap workshops and key note speakers. It was observed that the level of participation described in the original plan (200 participants) is very ambitious and does not necessarily contribute to the event’s objectives. The new event will have a more targeted focus in order to enable quality information exchange between participants and project partners.

5. ACTION POINTS

A new awareness strategy has been developed first and foremost to get a strong stakeholder platform for the project and in connection with this a strong attendance for the re-scheduled stakeholder event planned for 8- 9 June 2016. The strategy consists of steps that creates a more direct connection to the stakeholders.

1) Identification of strategic stakeholders

Key to the new strategy is to get a factor in the outreach efforts. Trade/umbrella associations of relevance for the three waste streams and circular economy issues in general are very important in this respect. They have deep knowledge of their stakeholders/members and the issues that are important for them. Associations synthesize the opinions of stakeholders and develop policy strategies towards the EU authorities. By engaging them, NEW_InnoNet will be able to have a shortcut to industry, researchers and the broader community as well as connecting the associations themselves to the work of the project.

For the awareness strategy it is also important that the policy stakeholders are aware of the project and can connect to the project. Technology Platforms, PPPs, European Innovation Partnerships, EU Parliament/EU Commission bodies are all organisations that will be connected to the project in a way that suits best.

NEW_InnoNet will connect directly to the EU funded projects dealing with circular economy. There are a wide range of projects running and the ambition is to make the NEW_InnoNet platform a common platform for them.

Finally, NEW_InnoNet will engage with key stakeholders to have concrete use cases to be developed. Concretely, a large multinational company within packaging has already decided to use the project as a neutral platform to discuss end of life plastic solutions with competitors, researchers and value chain partners. This approach will be copied to develop similar dialogue forums within ELV, WEEE and more horizontal issues like standardisation, legislation etc.

2) Consultation meetings

First step has been inviting Brussels based organisations for consultation meetings. To secure proper awareness and direct contact, invitation has been done by direct phone calls followed up by formal invitation and reminders. Three consultation meetings have been conducted:

 Two consultation meetings for European associations on 26 February and 18 March 2016 in Brussels.

 One consultation meeting for policy stakeholders including technology platforms, European Innovation Platforms, Public Private Partnerships, JPI’s and EU bodies on 18 March 2016.

The direct contacts strategy has proven successful:

 30 associations of the 50 associations that have been called by phone participated in the events.

 7 policy stakeholders of the 15 policy stakeholders that have been called by phone participated in the event.

The connection of the association group will be maintained with a dedicated association session at the stakeholder event (also non-Brussels-based associations will be invited for this session).

3) Involvement of trade associations and umbrella organisations of relevance

The consultation meetings served as introductory meetings. Bilateral follow-up meetings with any of the approached stakeholders will secure outreach, awareness and interest for the stakeholder event. The event will be an important tool in the outreach strategy, since it provides the possibility to customize sessions based on the outreach results of the consultation meetings. In addition, the participating stakeholders will be connected to the relevant WP leaders to deliver input etc.

4) Concrete discussion fora

NEW_InnoNet will facilitate concrete discussion fora on issues within the waste streams and circular economy in general. Inspired by a large multinational that has confirmed that they will use the project as a discussion

platform for concrete solutions within end-of-life plastics, we will encourage and facilitate other discussion fora. The connection with the above-mentioned stakeholders will be used to identify and start up these fora.

5) Other funded projects

The project will connect with other EU funded projects to secure synergies and connections to the work that is being funded and done already. These projects will be mapped and contacted to inform about the work we do. At the stakeholder event a specific ‘EU Funded Project’ session will be arranged.

6) Events

The project will more actively register to circular economy events and will proactively connect to organizers to get speaking slots to promote the project.

7) Social media

A new social media strategy has been developed with weight on LinkedIn. The project will use this professional social media forum to disseminate information, share circular economy news, connect the platform participants more broadly to eachother in daily life and, most importantly, making the project visible on a general basis to the public and to the people connected and interested in what we do. Within a month more than 225 people connected to the project account.

Title : D1.2.b. Report on the 2016 stakeholder conference

1. INTRODUCTION

After cancellation of the NEW_InnoNet stakeholder meeting in November 2015, a new meeting was planned on June 8-9th in Brussel. Preparation for the meeting followed the action points described in chapter 6 of the report above.1 Key focus points were active consultation of stakeholders and a more targeted focus in the programme to enable quality information exchange between stakeholders and partners. This report describes how these actions contributed to the organization of the 2016 stakeholder conference. In addition, the report discusses the event programme and provides an overview of the main results.

2. ORGANISATION AND COMMUNICATION

Following the cancellation of the first event in November, the preparation of this event was evaluated. The evaluation resulted in seven action points to improve stakeholder involvement in the NEW_InnoNet project. The stakeholder consultations and communication activities contributed largely to the 2016 stakeholder conference:

Consultation meetings:

The consultation meetings can largely be divided in two types:

1. Consultations with associations and platforms: the organisers of the 2016 stakeholder conference held three consultation meetings with “strategic stakeholders”. The project defined “strategic stakeholders” as organizations that represent larger groups of stakeholders, e.g. trade associations, technology platforms, etc. In the preparation of the stakeholder conference, ideas and plans were discussed with 37 “strategic stakeholders”. Signed participant list can be found in Annex 3 2. Consultations with other (H2020) projects: the organisers of the 2016 stakeholder conference contacted 32 (H2020) projects dealing with near-zero waste and circular economy. The NEW_InnoNet project intention is to enable better communication and dissemination between projects working on similar topics.

The consultation actions had a profound effect on the 2016 stakeholder conference. In the first place, it was decided to give stakeholders more influence on the programme of the conference and to give them a platform to present themselves. This decision and the interactions with stakeholders meant that their commitment to participate was much higher, resulting in the registration of 190 individual stakeholders (see Annex 5). Finally, because stakeholders felt more aligned to the conference, they communicated more actively on the event on the websites and in their newsletters.

Communication:

After evaluation of the preparation of the first stakeholder event, it was decided that the communication approach could be improved. For the preparation of the 2016 stakeholder conference, the following communication activities were taken:

1. Direct phone calls: In order to increase the visibility of the project, the organizers of the conference decided to make communication more direct and personal. In the spring of 2016, 65 “strategic stakeholders” were contacted by phone and informed about the project and conference. 2. Invitations: the project organizers sent out three invitations: a. The save-the-date was an email without enclosed attachments (see annex 4) with an introductory text and links to the registration. b. The official invitation included a revised text (see annex 4) and a draft programme (see part 4.1 ). c. The reminder (annex 4) included the final programme of the event. Invitations were sent to all stakeholders on the NEW_InnoNet stakeholder list that is developed by the project partners. The list consisted of 764entries at the time, from all over Europe including industry, research, associations, authorities etc. 3. Media channels: A list of relevant media channels was drafted, in order to increase the reach of the project’s communication actions. The list consists of 51 newsletters/magazines and 49 LinkedIn groups. All media channels were approached and informed about the conference. The information on the conference was subsequently communicated by various websites and LinkedIn-groups. 4. Green week: The project registered the event for the Green Week Conference 2016. The conference was positively reviewed and approved as a Green Week partner event. The conference was subsequently published on the Green Week website: http://www.greenweek2016.eu/partner- Figure 1: development of NEW_InnoNet on-line event/towards-near-zero-waste-at-european-and- community global-level. 5. Social media: The project partners decided to increase the visibility of the project on social media. Figure 1 shows the growing on-line stakeholder community of the project. Invitations and updates of the programme were frequently shared on these social media channels, reaching an increasing audience. 6. Early dissemination of project results: In order to improve the quality of the conference discussions, project results were distributed before the event itself. One week before the start of the event, registered participants received the Value Chain Reports and Draft Roadmaps as preparation material for the event. This also helped by increasing interest and commitment to the 2016 stakeholder conference.

3. PROGRAMME

After evaluation of the cancelled event and consultation with stakeholders, it was decided to organize a 1½ day event including stakeholder panel sessions, roadmap workshops and key note speakers. the topic ”Barriers – and solutions – for a European Circular Economy”. Six speakers of different backgrounds shared their concerns, visions and ambitions for a near-zero waste Europe (see table 1).

The second day of the conference consisted of two parts (see table 2):

1. Roadmap workshops: the morning workshops were organized by the three WP3-task leaders (Van Gansewinkel, ARN and EUPC). The aim of the workshops was to gather stakeholder input on a draft version of the three technology roadmaps that are developed in the project. The targeted focus of the three workshops enabled a quality information exchange between participants and project partners. The full methodology of roadmap development and the roadmap workshops are described in the following deliverables: D3.1_Report on roadmap outline to discuss in the first workshop and D3.2_Report on draft roadmaps. In order to ensure that the roadmap workshops were valuable for the work in WP3, bi-weekly telephone conference were organized between the WP-leaders of WP1 (PNO) and WP3 (Van Gansewinkel) in the preparation of the stakeholder conference. In case needed, these telco’s were broaded by included also the other WP3-task leaders (ARN and EUPC). 2. Stakeholder workshops: the afternoon workshops were organized by NEW_InnoNet stakeholders. By providing stakeholders the opportunity to organize their own sessions, stakeholders were able to discuss issues that they find most important. In addition, the session on H2020-projects provided other projects the opportunity to present themselves to a broader audience.

4. EVENT & RESULTS

The event was organized on 8-9th June in the Diamant Conference and Business Centre, Brussels. The event was well attended by a broad audience of stakeholders. In this part of the report, the number of participants, contributors and other results are discussed.

Registration, participation and dissemination:

Registration for the event opened on 15th March 2016 and was closed on 3rd June 2016. After closing registration, the registration list consisted of 190 registrations (Annex 5). All registered participants received before the conference the following project information:

 First draft versions of the technological roadmaps: the roadmaps that are being developed by the NEW_InnoNet project will incorporate the opinions and expertise of the project’s stakeholders. Project partners Van Gansewinkel, ARN and EUPC drafted three very first versions to serve as the starting point for the discussions in the Roadmap Workshops on day 2 of the conference.  Value chain reports Three value chain reports were disseminated as background information on the three value chains that are central in the project, i.e. WEEE, ELV and plastic packaging. The reports were drafted in the first phase of the project and were also presented at the conference.

At the conference, 130 unique participants were counted. The conference organizers counted 100 participants on day 1 of the event and 120 on day 2. The signed participant lists can be found in annex 5. It has to be noted that participants that: (1) registered on day 1 did not have to register again on day 2, and (2) a relatively large number of non-registered participants showed up at the conference.

The majority of the participants (~60%) were stakeholders from industry (see figure below). Around 28% of the participants were from research institutes and around 13% from government bodies.

Contributors:

The NEW_InnoNet project aims to bring together organisations from different sectors and with different expertises. The conference organisers therefore aimed for a broad diversity of speakers and contributors. In total 34 different speakers presented their work, organisation and on-going projects. As can be seen in the table 3 below, speakers came from diverse sectors:

Results and follow-up steps:

Results of the 2016 stakeholder conference will be reported and processes in the following results and follow- up steps:

 Conference report: all presentations, discussions and additional material is gathered by the NEW_InnoNet project partners and will be published on the NEW_InnoNet website (www.newinnonet.eu). In addition, video capsules and interviews have been made by dissemination partner IETU. The website will also enable stakeholders to post additional information on their activities and projects.  Roadmap development: results of the roadmap workshops are processed into new versions of the technological roadmaps for WEEE, ELV and plastic packaging. Roadmap task leaders will continue dialogues with participating stakeholders and will organise a second workshop in September to validate the final version of the roadmap.  Integration workshop and SRIA: In addition to their input on the roadmaps, stakeholders will be involved in other project activities, especially the integration workshop (January 2017) and the drafting of the Strategic Research and Innovation Agenda. Project partners will continue with the above described stakeholder consultation strategy. Stakeholders that attended the 2016 stakeholder conference have been informed and aligned with the upcoming activities.

On 8-9 June 2016, we will discuss, together with our stakeholders, roadmaps towards an innovative, near zero waste Europe. Join us for free at this interactive stakeholder conference on the future of Europe’s circular economy and provide us with your ideas to shape the Roadmaps and the new European Strategic Research Agenda. Let’s start preparing together for this event that will gather all the actors in the field: companies, researchers and governmental organizations.

Obstacles, roadmaps and action: The NEW_InnoNET Stakeholder Conference 2016 will make the journey from obstacles, via roadmaps, to actions towards a near-zero waste Europe. What does this mean?

Get informed: Participants will be informed on the obstacles for a near-zero waste Europe identified by experts in the field. Obstacles – and solutions – will be discussed among keynote speakers and researchers from the project. All registered participants will receive the obstacle analysis reports before the conference. In addition, registered participants receive before the conference the draft roadmaps that will be used as key input for the European Commission’s new Strategic Research and Innovation Agenda on waste.

Be involved: The roadmaps will be discussed on the second day of the conference. In three targeted workshops - ICT-waste, End-of-Life vehicles and packaging waste – participants are provided the opportunity to reflect on and contribute to the roadmaps. Your involvement in drafting the roadmaps is important because the European Strategic Research and Innovation Agenda should be based on the experiences of all players in the field.

Take action: NEW_InnoNet provides participants with the opportunity to use the conference to start action. Participants can – together with project partners – organize workshop sessions at the conference. What do you want to discuss? What action do you want to take? And with whom? At present, several sessions are already being organized but please share your ideas with us.

This will result in a European Strategic Research and Innovation Agenda (SRIA) on three major waste streams: ICT-waste, End-of-Life vehicles and packaging waste.
