Public Works Canada Collection: Graphic Material, Acc. No. 1984-082 Public Works Canada Collection: graphic material, Acc. No. 1984-082 The purpose of this introduction and the following finding aid is to aid researchers using Public Works Canada photographic material in the accession no. 1984-082 held by Library and Archives Canada. This accession consists of material from the Public Relations and Information Services Branch of the Department of Public Works Canada covering the time period c.1965-1981. The extent of the collection is 77,876 colour slides, 2742 black and white photographs, 817 colour photographs, 30,683 negatives and less than 0.1m of accompanying textual records; a total of 112,118 items that are stored in 66 archival containers. Two separate finding aids created for this accession provide material content descriptions: one for 35mm colour slides and one for graphic material (excl. slides) that includes safety, copy and inter negatives, colour and black and white photographs, and some textual records. These descriptions are at times linked, as subjects they describe are found in more than one medium, i.e. photographs, negatives and/or colour slides. Subjects covered in this accession include: Mackenzie, Alaska and Dempster Highway construction; Come By Chance Oil Refining project, Newfoundland; public buildings construction: Place du Portage, Hull, QC, 240 Sparks, Ottawa, ON, and Olympic Stadium, Montreal, QC; Mirabel and Pickering airport projects; Welland and Lachine canals; Montreal and Toronto Mail Processing Plant (MAAP) construction; dredging projects; Central Real Property Inventory; projected buildings for government departments; cities and regions of Canada; architectural details of public buildings in Canada; fine arts project commissions: sculptures, monuments, paintings, tapestries, murals, and Canadian artist inventory with description of medium and techniques used; portraits of senior officials and personnel activities of the Department of Public Works among others. Organization The colour slide material covers a wide variety of subject matter (see above) related to the activities and operation of Public Works Canada, and represents the majority of the collection. Slides are organized, for the first part, alphabetically by provinces and territories beginning with Alberta and covering multiple subjects and describing a variety of projects in a specific city, town or region. The structure then shifts to subject-based alphabetical organization that continues Public Works project and program coverage. The finding aid for the colour slides in this accession includes four (4) integrated appendices that provide a more detailed description and listing of (a) Canadian and International fine arts related projects commissioned by Public Works Fine Arts Program, (b) Canadian Artist Inventory, and (c) senior government officials and departmental staff. The remainder of the collection—safety, copy and inter negatives, colour and black and white photographs, and less than 0.1m of related textual material—is described in the graphic material finding aid (see below), which includes two (2) integrated appendices. These, in turn, provide more detailed information on and identification of safety negatives and individuals depicted in colour and black and white photographs. Other format availability: a number of colour slides of Place du Portage complex in Gatineau, QC, as well as the Ottawa-Hull region, have been scanned and are available as e00070015 to e000700190 and e002282856 and e002282857. Thank you very much to the honourable members of the Senate Standing Committee on Official Languages (the “Committee”) for inviting me to testify and submit a brief as part of the study of the official languages reform proposal entitled French and English: Towards a Substantive Equality of Official Languages in Canada (“the reform proposal”). A) The reform proposal includes ambitious and essential measures 2. First, I would like to congratulate the Minister of Economic Development and Official Languages for her leadership and vision. It is, in my opinion, the most ambitious official languages reform proposal since the enactment of the Constitution Act, 1982 (“CA1982”)1 and the Canadian Charter of Rights and Freedoms (“Charter”),2 which enshrined the main provisions of the Official Languages Act (“OLA”)3 of 1969 in the Canadian Constitution. The last reform of the OLA was in 1988 and it is past time to modernize it to adapt it to Canada’s linguistic realities and challenges in the 21st century. 3. The Charter and the OLA proclaim that “English and French are the official languages of Canada and have equality of status and equal rights and privileges as to their use in all institutions of the Parliament and government of Canada.”4 In reality, however, as reported by Statistics Canada,5 English is dominant everywhere, while French is declining, including in Quebec.

    THE ‘TOONERVILLE TROLLEY’: THE POLITICIZATION OF THE SCARBOROUGH RAPID TRANSIT LINE IN POST-SUBURBAN TORONTO Peter Voltsinis 1 “The world is watching.”1 A spokesperson for the Province of Ontario’s (the Province) Urban Transportation Development Corporation (UTDC) uttered those poignant words on March 21, 1985, one day before the Toronto Transit Commission’s (TTC) inaugural opening of the Scarborough Rapid Transit (SRT) line.2 One day later, Ontario Deputy Premier Robert Welch gave the signal to the TTC dispatchers to send the line’s first trains into the Scarborough Town Centre Station, proclaiming that it was “a great day for Scarborough and a great day for public transit.”3 For him, the SRT was proof that Ontario can challenge the world.4 This research essay outlines the development of the SRT to carve out an accurate place for the infrastructure project in Toronto’s planning history. I focus on the SRT’s development chronology, from the moment of the Spadina Expressway’s cancellation in 1971 to the opening of the line in 1985. Correctly classifying what the SRT represents in Toronto’s planning history requires a clear vision of how the project emerged. To create that image, I first situate my research within Toronto’s dominant historiographical planning narratives. I then synthesize the processes and phenomena, specifically postmodern planning and post-suburbanization, that generated public transit alternatives to expressway development in Toronto in the 1970s. Building on my synthesis, I present how the SRT fits into that context and analyze the changing landscape of Toronto land-use politics in the 1970s and early-1980s.

With Canada and the United States now thought to be suburban nations, critical suburban histories and studies of suburban problems are an important contribution to urbanistic discourse and human geographical scholarship. Though suburbanization is a global phenomenon and suburbs have a much longer history, the vast scale and explosive pace of suburban development after the Second World War has a powerful influence on how “suburb” and “suburban” are represented and understood. One powerful socio-spatial imaginary is evident in discourses on planning and politics in Toronto: the city-suburb or urban-suburban divide. An important contribution of this dissertation is to trace out how the city-suburban divide and meanings attached to “city” and “suburb” have been integral to the planning and politics that have shaped and continue to shape Scarborough and Toronto. The research employs an investigative approach influenced by Michel Foucault’s critical and effective histories and Bent Flyvbjerg’s methodological guidelines for phronetic social science.

    CONSTITUTION-MAKING AS INTERGOVERNMENTAL RELATIONS A Case Study of the 1980 Canadian Constitutional Negotiations Adam D. McDonald1, University of Waterloo The Constitution Act, 1982 is a document that profoundly changed the Canadian political landscape. It brought home the highest law of the land; it provided Canadians a mechanism to change their Constitution; it created a Charter of Rights and Freedoms, entrenched within the Constitution, out of the reach of one government. Perhaps its most important legacies, however, are the seemingly permanent isolation of Quebec and the primacy of place in Canadian history it gave Pierre Trudeau. This paper will examine the constitutional history of Canada with a view to determining what made the 1980 negotiating sessions successful when the sessions that led to both the Meech Lake Accord and the Charlottetown Accord were not. It is important, however, to note that the word “successful” is used in the sense that an agreement was reached. Unlike Meech and Charlottetown, the repatriated constitution did not have unanimity among the participants. The question that comes to mind is this: if the governments did not really agree in 1981, why was a Constitution ratified? More importantly, are there lessons that can be drawn from this agreement that can be applied to the failed accords of the Mulroney era? In order to complete this examination, the paper will be divided into two parts. In the first part, Canada’s constitutional story will be told. This is a necessary part of any examination of the constitutional negotiations, for without knowing what the players wanted historically, one cannot see what was changed by the 1980s.

    1 IMMIGRATION REFORM IN CANADA AND THE UNITED STATES: A COMPARATIVE ANALYSIS Mai Nguyen (York University) Garth Stevenson (Brock University) Paper prepared for presentation to the annual meeting of the Canadian Political Science Association, Vancouver, British Columbia, June 4, 2008. 2 It is not surprising that most public policies in Canada and the United States are fairly similar, nor is it surprising that innovations in public policy have often occurred at about the same time in the two countries. Similar economic, social and cultural conditions in the two countries might be expected to produce such a result. It is also a fact, although not always acknowledged by Canadians, that American innovations in policy have often been copied in Canada within a few years. John A. Macdonald’s National Policy was based on policies implemented by the United States in the 1860s. More recent examples would include anti- combines legislation in the early 20th century, the largely abortive Bennett New Deal of the 1930s, P.C. 1003 of 1944 (modelled on the Wagner Act), the formation of Via Rail (modelled on Amtrak), the deregulation of the transportation industries in the 1980s, and even the Charter of Rights and Freedoms. Immigration is one area of public policy in which the two countries have followed somewhat similar, although not identical, paths. Both accepted large numbers of immigrants from European sources during the century that followed the war of 1812. Both sought to limit Asian immigration by overtly discriminatory means beginning in the latter part of the 19th century. Both, by more subtle means, limited immigration from southern and eastern Europe in the first half of the 20th century.
