Executive Summary Studies show that over 187 million people are living on the streets and slums in the major towns of in Africa. The UN findings also revealed that sub-Saharan Africa had the highest rate of slum-dwellers with 72 per cent of the urban population living in slums.

Studies have also revealed that HIV/AIDS is more prevalent in "slum" urban areas than in rural areas in developing countries. People living in slum area also face inadequate access to safe water; inadequate access to sanitation and other infrastructure; poor structural quality of housing; overcrowding; and insecure residential status.

Since 2001, Uganda Youth Development Link has been involved in several projects aimed at improving the welfare of youth living in hard to reach areas of Kampala and Mukono districts by providing youth friendly services. Over the years, both male and female youth have received training in using effective HIV/AIDS prevention methods, rehabilitation from substance abuse and commercial sex work, vocational skills, temporary accomodation and volunatry counceling and testing among others.

UYDEL launched a project on 1st April 2008 to offer HIV Prevention, care and support services for high risk groups (street and slum youth aged 10 to 24) in Kawempe Division, Kampala District and Mukono Town Council, Mukono District.

The project is scheduled to run up to 30th March 2010. Although the project was aimed at reaching 450 youths, 644 had already benefited by 30th October 2009. Beneficiaries where randomly selected

Youth have received services such as Abstinence, Being faithull and condom messages, Voluntary counseling and testing, life skills, vocational training among others.

The majority of the beneficiaries were from Kampala district. By sex, female beneficiaries at 65.1% where far more than the males. 621 youth received vocational training in careers of their choice to enable them earn a decent income.

This report presents an analysis of the data collected during the implementation project.

Chapter 1: Introduction

1.1 Background According to a new report by the United Nations Human Settlements Programme (UN- HABITAT), over 187 million people are living on the streets and slums in the major towns of in Africa. The UN findings also revealed that sub-Saharan Africa had the highest rate of slum-dwellers with 72 per cent of the urban population living in slums. In most African cities, between 40% and 70% of the population lives in slums or squatter settlements and projections show that many African cities will be doubling their population within two decades.

These areas are characterized by inadequate access to safe water; inadequate access to sanitation and other infrastructure; poor structural quality of housing; overcrowding; and insecure residential status. They exhibit high rates of poverty, and unemployment. They are commonly seen as "breeding grounds" for social problems such as crime, drug addiction, alcoholism, HIV/AIDS, teenage pregnancies, sex work, high rates of mental illness, and suicide. In many poor countries, they exhibit high rates of disease due to unsanitary conditions, malnutrition, and lack of basic health care.

Studies revealed that HIV/AIDS is more prevalent in "slum" urban areas than in rural areas in developing countries.

In Uganda, it is reported that 6.3% of adults aged 15-59 years are infected with the HIV virus. In 2003, the percentage of most-at-risk populations (mainly commercial sex workers) who are HIV infected stood at 47.2 % of all infections.

Uganda Household Sero-Behaviour Survey (UHSBS) of 2004/05 found an average HIV prevalence of 6.4% in the age group 15-49 for both sexes; with the urban HIV prevalence being 10.1% and rural 5.7%.

Meanwhile, the population of orphans as recorded in the 2002 population and housing census is 1.8 million. Orphans make 13% of all children under 18 years of age and 7% of the total country population. It also estimated that 20% of the orphans in Uganda have neither mother nor father, an indicator of level of vulnerability to HIV infection.

Due to low literacy, many of the young people are unemployed and therefore seek cheap housing in slums. Majority of them end up as domestic workers, sex workers or casual labourers. They get exposed to sex abuse and engage in risky behaviours like substance abuse and having multiple sex partners.

Uganda Youth Development link is a non-governmental organization that started in 1993 and works to empower young people aged 10-24 years at risk of abuse and exploitation with cognitive life skills to become useful citizens of Uganda.

UYDEL strives to contribute to the increased use of quality youth friendly HIV prevention, care and support services for street and slum youth in the age group 10-24 years living in the hard to reach areas of Kawempe Division and Mukono Town Council.

In the past decade, UYDEL has made it possible for many slum youth to live free from HIV and attain skills that they can use to earn a decent income to cater for their basic need s and those of their dependants.

Through the HIV Prevention, care and support services for high risk groups (street and slum youth aged 10 to 24) in Kawempe Division, Kampala District and Mukono Town Council, Mukono District project launched in 1st April 2008 and scheduled to run up to 30th March 2010, UYDEL has directly impacted the lives of 644 youth in these areas as of 31st October 2009.

621 (408 female and 213) within the period of 1 April 2008 and 31st October 2009 have received vocational skills training as well as HIV care and support services like Sexuality and Life skills, HIV Information, Counseling and VCT to among other services.

The project, budgeted to cost UgShs. 388,227,000 is funded by the Uganda AIDS Commission through the Civil Society Fund. It intends to address prevention, care and support services for HIV/AIDS infected and affected street and slum youth aged 10 to 24 years of age living in the hard to reach areas of Kawempe Division and Mukono Town Council, unwanted pregnancies and prevention of other risky behaviors among street and slum youth living in the hard to reach areas of Kawempe Division and Mukono Town Council.

The Specific Objectives of the project are as follows;-

1. To increase accessibility and utilization of HIV/AIDS Youth Friendly Services for 450 street and slum youth living in the hard to reach areas of Kawempe Division and Mukono Town Council by the end of 2009.

2. To prevent child abuse, sexual exploitation and other violation of children’ rights making them vulnerable to HIV infection through intensive awareness and sensitization of 180 (60 parents support groups, 60 law enforcement officers, and 60 local leaders) key community stakeholders in Kawempe Division and Mukono Town Council by end of 2009.

3. To provide vocational livelihood skills and life skills education as an alternative means of reducing vulnerability for 450 street and slum youth living in the hard to reach areas of Kawempe Division and Mukono Town Council by end of 2009.

1.2 Project justification and output Majority of youth in these hard to reach areas are sexually active and some are even single parents. Many of them also have no source of livelihood. Giving these youth skills to earn a decent living will keep them from risky behaviors which in turn could increase chances of catching HIV. Additionally, creating HIV/AIDS awareness has helped control the epidemic in these areas

At the initiation of the project, UYDEL set out to increase knowledge and information on HIV/AIDS prevention, life skills, risk behavior and general ASRH services for street and slum youth living in the hard to reach areas of Kawempe Division and Mukono Town Council. A total of 644 youth received these services, 75% (419) female and 25% (225) male by 31st October 2009. Of these, 555 where from Kawempe Division and 89 were from Mukono Town Council.

Concerning the promotion of voluntary counseling (VCT) among street and slum youth, 644 youth in Kawempe Division and Mukono Town Council received this service from UYDEL supported Community Outreach Centres within these areas, 43.1% (194) higher than the initial project target.

Parents, guardians, faith based organizations, local leaders, law enforcement and communities in which the young people reside/ live will be the indirect beneficiaries of the project.

1.3 Work Methodology UYDEL uses well trained social workers to reach out to target clients and the details of each is recorded and filed.

1.3.1 Data Collection Methods The statistics/figures in this report were collected as part of the registration process for beneficiaries. The UYDEL Intake Form captures information of the individual including child background, family background, education background, survival and economic activity, sexual behaviours, drug and substance abuse, history of child abuse, support from other sources, health background, as well as the social worker’s comments.

This form is the primary data collection tool used in the project. It was not only a registration form but it also doubled as a questionnaire used to capture key information about the beneficiaries.

Additional information about the individuals was got from interviews as field workers interacted with them.

1.3.2 Data Analysis Methods The data from the files has been carefully structured in order to investigate trends in key variables. The parameters used in this report include the following

The software packages that were used to analyze the data were SPSS and Microsoft Excel. These were instrumental in computing frequencies, mean, percentages and sub totals within the sample space. Cross tabulation was used to examine the correlation between two or more independent variable in sample space.

Frequencies where calculated by tallying the instances satisfying the variable in question. In cases where an instance satisfies more one independent variable, it is tallied separately for each variable. In such cases, the total number of instances is not given by the summation of tallies from all variables in question as it may result in repeat counting.

1.3.3 Selection of Beneficiaries UYDEL targeted the “least of the least” in the communities. Priority was given to females who were orphans and had families to look after. Among the beneficiaries are school drop- outs, child mothers, victims of abuse and violence among others

Some of these clients were referred by associations like PLA. Others were referred to UYDEL by friends who have benefited from the project.

1.3.4 Working with Community Outreach Centres UYDEL uses four well established outreach centres in Kawempe Division and Mukono Town council to reach out to target population. All these facilities have the capacity to offer quality youth friendly HIV/AIDS support and care services as outlined.

Sexuality & Life skills HIV Information Counseling VCT Skills that bring income to their lives like hair dressing, tailoring and motorbike mechanics among many others

They also work as training centres for the youth benefiting from this programme.

In Kampala District are Masooli Vocational Centre, Kamalimali Outreach post and St. Francis Kamalimali centre while in Mukono Town council is Mukono Drop-in Centre

Chapter 2: Project Beneficiaries Data Analysis

The HIV Prevention, care and support for high risk groups in Kawempe Division, Kampala District and Mukono Town Council, Mukono District project kicked off on 1st April 2008 and has been scheduled to run till 30th March 2010. The project is now in its 18th month of implementation.

The goal of the project is to contribute to the increased use of quality youth friendly HIV prevention, care and support services for street and slum youth in the age group 10-24 years living in the hard to reach areas of Kawempe Division and Mukono Town Council.

UYDEL has been directly targeting both female and male youth in the target area, some of whom have been engaging in commercial sex, illicit work, teenage mothers, drug and substance abuse which make them susceptible to catching.

Currently, the number of clients reached out (644) exceeds the 450 target for 2009. All targeted youth are within the age group of 10-24.

Out of the 644 beneficiaries, 225 are male while 419 are female while the sex of one beneficiary is unknown.

555 of the beneficiaries are from slam areas in different divisions of Kampala district while 89 are from slum areas within Mukono Town Council.

All youth received ABC Massages while 621 received vocational training in various fields.

Follow-up activities are being carried out to assess the impact of the project on the beneficiaries. Majority of them have been resettled whereas others have completed their vocational training and are now self employed.

This chapter gives detailed statistical representation of several activities carried out during the implementation of this project.

UYDEL field social workers were sent to reach out to target youth in areas of Mukono Town council and Kawempe division. Information captured included child background, family background, education background, survival and economic activity, sexual behaviours, drug and substance abuse, history of child abuse, support from other sources, health background, as well as the social worker’s personal comments.

Of the 644 beneficiaries, 70.7% (455) are youth of 18 years and below and include orphans school drop-outs, and single mothers who are lacking sustainable income sources to meet their basic needs. 29.2 % (188) are aged between 19 and 24 years of age.

2.2 Targeted Geographical Area This project purposely targeted street and slum youth know to be living in certain specific parishes in Mukono and Kampala districts. Youth in Mukono Town council accessed services through the Mukono Drop-in centre which served youth living in these parishes.

2.3 Extending Services through Community Outreach Centers

UYDEL used 4 community outreach sites to extend these services to targeted individuals in Kampala and Mukono district. The centres used were Masooli Vocational Centre, Mukono Drop-in Centre, Kalerwe Outreach post and St. Francis Kamalimali centre. All these centres have the capacity to offer all youth friendly HIV/AIDS support and care services as outlined.

About two thirds (74%) of the youth benefiting from the project received services under the Masooli Vocational Centre. It is the largest and most equiped UYDEL training centre. The centre offers vocational training skills in fields such as

6. Medical care 7. Motorbike Mechanics 8. Plumbing Skills 9. Tailoring Skills 10. Welding Skills

The other three centres offer only tailoring and hairdressing skills traing to targeted youth.

A larger percentage (65%) of the youth served were females. Among these were orphans, school drop-outs and low income earners who have an obligation of raising their chldren, siblings or disadvantaged relatives. Many of them are single mothers and have no alternative sources of income except the casual labour they do which can bearlly cater for their basic needs.

In the communities, it was discovered that most households are run by the women.. Very few get support from their spouses as many of the men in slum areas spend most of their time drinking alcohol in the local bars. The women were also found to be more responsible in planning and looking after the needs of their households. This explains why majority of beneficiariees are female.

To extend services to the clients, each of them had to be attached to a UYDEL supported community outreach site. These sites serve youth of communities in their proximity with HIV/AIDS support and care services such as HIV Information, Counseling, and VCT. 10

As represented in the bar chart above, majority (74%) of the beneficiaries received services from Masooli Drop-in centre located in Kawempe, Kampala. The others were Mukono Drop-in Centre (14%), St Francis Kamalimali centre (8%) and Kamalimali outreach post (4%).

Each of the centres extended services to youth from several parishes around them. Some of the clients where refered from other health centres/Non-government organisations as far as Masaka to come and access the services they required from UYDEL supported youth centres.

A more detailed look at the areas reached by these service centres in order number of clients reached is as follows.

(a) Masooli Vocational Centre reached the largest percentage (74%) of youth. During the period of April 2008 to 30th October 2009, the project was able to reach 475 youth based in the following subcounties.

A greater part 75% (353) of the youth served in this centre were of age 18 years and below while 24.5% (121) were aged between 19 and 24 years. One of the beneficiaries did not specify her age.

(b) Mukono Drop-in centre is based in Mukono Town Council. This facility is equiped with tools and personell to handle all HIV related supprt and care services. Clients can access VCT services as well as HIV information and counselling services. The facility was used as a training center for youth who enrolled for hairdressing skills and tailoring skills.

In the reporting period of 1st April 2009 and 30th October 2009, this site was able to serve a total of 89 youth which is 14% of all clients benefiting from the project. Unlike the previous centre, Mukono Drop-in Centre recorded a sharp defference between male and female clients.

(c) Kalerwe Outreach post is located in Kampala district. 8% (51) of targeted youth received services from this outlet. The centre recorded a very low male-female client ratio. Only 4% (2) of beneficiaries in this centre were male. 51% (26) were 18 years and below while 49% (25) were aged between 19 and 24 years.

2.4 Factors Affecting High Risk Groups Several problems are being faced by youth living in the hard to reach area of Mukono and Kampala, slum areas. UYDEL’s client selection methods where partly influenced by these factors. This information was relevant in targeting the beneficiaries and developing suitable packages to manage their problems.

2.4.1 Factors driving youth to slum areas As discovered in data collected from the youth during counseling and focus groups, a number of factors have caused them to end up in the slums of Kampala District and Mukono town council.

(i) Death of Parent(s)

A significant number of the beneficiaries have lost one or both parents. After the death of a supporting parent, they are left without good care and for most of them it also marks the end of their education. Some of them ended being exploited by the relatives who claim to be taking care of them. A few privileged ones have a relative who can provide their basic needs and pay for their education to a certain level.

UYDEL defines an orphan as an individual of 18 years or below who has lost one or both parents. A paternal orphan is one who has lost a father whereas a maternal orphan is one who has a mother. A double orphan is one who has lost both parents.

In Mukono, 43% of the beneficiaries where orphans and Kampala recorded a higher figure 56% orphans. Overall, 63% of the beneficiaries were Orphans. This is further disintegrated in Table 2.0.1 below.

(ii) Child Mothers

According to the records, 3.11% (20) of the beneficiaries where child mothers which is 4.77% of all female clients. These are females below the age of 18 who have a child or children. Both Mukono and Kampala registered 10 child mothers each giving an overall total of 20.

Additionally, 18 of these where single mothers lacking sustainable income sources. The table below further illustrates the number of child mother disintegrated by their current age group and district.

A simple pie chart clear shows that a higher percentage of child mothers now in the age group of 19 to 24 years where they are expected to be able to provide for and independently look after their children.

(iii) Rejection

23 of the 644 beneficiaries (3.57%), majority (69.57%) being females have been abandoned or neglected by parents or guardians leaving them very disadvantaged. In cases of teenage pregnancies, some have been rejected by their parents or the men responsible. Others have been rejected for different reasons for instance Nakanwagi Carol (18) of Nangoba, Wakiso was rejected by her father because she has sickle cells and refused to pay for her school fees. She now stays with the grandmother

(iv) Victims of Sexual Abuse

Some of the youth came in search for better life but ended up victims of exploitation and sex offences. Namusisi Mastullah (16) of Bwayise, Kawempe was brought by the auntie from the village to work in her restaurant but was sexually assaulted by the customers.

Majority of the victims are females aged 18 years and below. In most of these cases, the assailants were related to the victims. They include cousins, in-laws, employers and customers. One of the victims conceived after being raped by unknown students.

The recorded cases of sexually abused clients can be summarized as follows.

Various forms of sexual abuse were recorded including rape, defilement, harassment and sexual assault. Cases of abortion, commercial sex and multiple sexual partners have also been included for this report.

There were no records of sexual abuse in Mukono Town council. The table below summarizes the cases of sexual abuse among the beneficiaries.

(v) Trafficking

There were 2 cases of illegal transfer of persons from rural areas recorded in the Kampala region. Namusoke Sanyu Goretti (17) of Katwe, Makindye is a victim of trafficking. She was brought from Mubende by a friend and sent to an agency in Wandegeya that finds jobs for housemaids. She now stays with her employer whose sons once sexually assaulted her.

(vii) Early Sexual Debut

40.53% (261) of the beneficiaries admitted that they were sexually active. 10.34% (27) of them were from Mukono and 89.66% (234) are from Kampala. An analysis of the age of sexual debut showed that many of the youth became sexually active at a very young age.

The lowest age recorded is 6 years and the highest is 23 years. The highest frequency is 17 years meaning most of the sexually active clients had their first sexual encounter at the age of 17. Statistical computations give the mean age as 15.86. The average age of sexual debut is therefore about 15 years.

Further analysis indicates that males are more likely to become sexually active earlier than females. As shown in the chart below, the peak for male clients is at 16 years while for females is at 17.

Many youth below the age of 18 are not well informed on how to prevent STIs and only a few are responsible enough to consistently protect themselves using condoms. This puts them at a high risk of contracting HIV and other STIs. Under this project, UYDEL has been providing services that are friendly to youth in this age bracket since April 2008. Young people in targeted areas have received training on Abstinence, Being faithful, proper use of condoms and other prevention methods. Youth have also been encouraged to do VCT at the various UYDEL supported centres.

(viii) Sexually Transmitted Infections

The commonly noted infections are Syphilis, Candida, HIV, UTI, genital herpes and discharge. 21 youth in Kampala and 3 in Mukono are having or have had an STI.

On a sad note, one client who had AIDS passed away after abandoning her antiretroviral treatment.

Mukono had the lowest number of clients who are known to have suffered from an STI. The only cases recorded where for HIV as shown the table below.

The Kampala based outreach centres recorded a higher number of STI cases. A total of 99 cases from 21 individuals were noted, majority being cases of Syphilis as shown in the following table.

A graphical representation of STI data among beneficiaries reveals that majority were of age 18 years and below. Youth at this stage are at a high risk because they are not well informed about STI’s and effective prevention methods.

2.4.2 School dropout rates All the project beneficiaries dropped out of school prematurely. In Kampala, 62% (346) dropped out at primary school level, 63% (220) of these being females. In Mukono 74% (66) dropped out at primary school level, 85% (56) of these being female.

This indicates a very low literacy rate in such communities which results into unemployment, poor. The matrix below shows dropout rates for Kampala District and Mukono Town Council aggregated by age group and sex.

Overall, there were 644 dropouts. 70.7% (455) were of age 18 years and below and 29.2% (188) were of the 19 to 24 year age group.

65.1% (419) of the dropouts are female and 34.9% (225) were male.

64% (412) dropped out at primary school level while 20.2% (130) dropped out in O’Level of secondary education.

2.4.3 Low Income sources Only 12.4% of the youth in this project have once been employed and 91.3% (588) are still lacking a sustainable source of income to cater for their basic needs and education. On average, those who were once employed earned between Shs 5,000 and Shs 50,000 a month. Others were paid according to work out put for example Katumwa Stanley of Kateezi, Wakiso was paid 5,000 per 1,000 bricks made. Following the “dollar a day” standard would put them way below the poverty line.

Majority have sought income from several kinds of odd-jobs such as Domestic work, Digging, Washing cars, Making bricks, working as Restaurant attendants, Working in building sites etc.

44.94% (40) of Mukono youth had had some employment history. In brief, the lowest earned UG Shs 5,000 a month and the highest earned 50,000. Listed in the table below are the jobs once held by the community youth of Mukono.

UYDEL has given these youth an opportunity to receive vocational training in professions of their choice. These skills will enable earn a substantial living.

2.4.4 Risky Behavior Risky behaviours are habits people indulge in that are directly harmful to one’s health. Things like alcohol, drugs and certain behaviours like having multiple sexual partners expose one to certain illnesses which in turn can lead to death.

(i) Substance Abuse

A significant number of the youth in Kampala district have been involved in substance abuse particularly alcohol, tobacco, and marijuana. There are also cases of sniffing fuel and glue. These practices are evidently harmful to one’s health especially if consumed in high amounts. A slightly higher number of males have been noted as consumers of these substances.

At 80% (60 of 75), Alcohol is by far the most consumed substance for both male and female clients. Tobacco and Marijuana follow at 5.33% each.

Additionally, a bigger percentage (60%) of the consumers is of the age group 18 and below. On average, the youth begin consumption of alcohol at the age of 16 years.

Unexpectedly, there was only one case of addiction recorded. The substances above have been scientifically proved to be harmful to the body as they can cause diseases like cancer but there is no record of any victims among the youth reached out in this project.

(ii) Multiple Sexual Partners

In Kampala district, there were a number of sexually active youth who have more than one sexual partner. Most of them even say they do not use condoms at all. Having many sexual partners makes them prone to STIs.

Kampala district registered 10 individuals who had more than one sexual partner while Mukono town council didn’t register any. The table disintegrates the number of individuals with multiple sexual partners by gender and age group.

(iii) Commercial Sex

In Kampala district, there were 4 former commercial case workers benefiting from the project. Commercial sex workers are also a high risk group as they have a high number of sexual partners. All those recorded are female. Mukono district did not record any commercial sex workers.

2.5 Services Offered by UYDEL The goal of this project is to contribute to the increased use of quality youth friendly HIV prevention, care and support services for street and slum youth in the age group 10-24 years living in the hard to reach areas of Kawempe Division and Mukono Town Council.

Through various activities and hard work, UYDEL was able to exceed the target of 450 youth. They have benefited from awareness programs, life skills, vocational training, and support for sexually active youth.

2.5.1 VCT and HIV/AIDS Awareness Programmes All 644 youth reached out in these areas received messages of Abstinence, Be Faithful, and proper use of Condoms. Message on ABC combined and Other Prevention methods were also given. These are behavioral change strategies to control prevention of HIV/AIDS and other Sexually Transmitted Diseases. They also received Sexuality and, HIV Information, Counseling, VCT

114 youth in Kampala have tested for HIV and 54 in Mukono have done the same. This was done under the free voluntary counseling and testing services offered to the youth in these areas.

2.5.2 Livelihood skills The youth were empowered to be self sustaining both economically and socially. A total of 621 youth also received vocational training in fields of their choice to enable them earn a decent living and to develop their communities.

The most enrolled class was hairdressing skills with 42.7% taking lessons in Mukono and Kampala combined. Carpentry skills got the lowest enrolment at 3%.

Only 23 youth (3.6%) did not take part in this programme.

Some of the youth have successfully completed their training and are already utilizing their skills for their development. A follow-up program is being carried out to assess the impact of this training on the youth and their communities.

2.5.3 Temporary Accommodation Some of the clients were given temporary accommodation in addition to the vocational training. 84.6% (22) of these where individuals of 18 years and below who for several reasons lacked proper accommodation.

2.5.3 Support for Sexually active youth The records show that 234 (Kampala) and 27 (Mukono) of the youth are sexually active. Further analysis showed that the majority (60%) of these were sexually active from the age of 17 years. Only 6% of these admitted they regularly used condoms and the rest probably don’t use any protection. There were also 10 confirmed cases of multiple sexual partners and 4 of commercial sex workers.

As shown in the table below, 97.67% of the beneficiaries are single and only 0.6% are have committed to a marriage relationship.

UYDEL has been by and large involved in offering these youth vital information to help them fight the high risk of catching HIV/AIDS.

Youth can easily access information about family planning, HIV prevention, support groups for addictions, support for sexually abused, resettlement of rehabilitated persons and vocational training.

2.5.4 Effective Use of condoms: UYDEL offers training in proper use and storage of condoms to the youth. However, little data about condom use was collected. Majority of interviewed youth preferred not to answer. The table below gives a picture of condom use among youth in the target area.

Chapter 3: Recommendations and Conclusion

The previous chapter presented the findings of the project. A lot of work has been done already, more than half the project has been completed but there is need for further follow- up of beneficiaries.

3.1 Summary of Statistics The project directly benefited 644 individuals, 60% higher than the target of 450 with the same resources. 555 (86.2%) beneficiaries were reached through Kampala based service centres while 89 (13.8%) were from Mukono town council. 225 (34.9%) males and 419 (65.1%) female benefited from the project.

3.1.1 Project Beneficiaries Among the beneficiaries where people of various backgrounds, tribes and religions. The following table combines various figures of interest form the number of beneficiaries of this project. It is a general summary of data collected from beneficiaries.

3.1.2 Service Delivery Cascade UYDEL was able to deliver youth friendly services for prevention of HIV/AIDS and promoting. The table below shows the number of beneficiaries who received the various services offered by UYDEL.

3.2 Follow up activities The follow-up program is intended to assess the direct impact of the project on its beneficiaries. UYDEL has developed a Follow-up schedule in which its social workers meet the beneficiaries and get feedback from them. The recommendations of the social workers will be used to develop a workplan on the best course of action.

Follow up activities include home visits, resettlement plans, and refresher training among other activities. A number of youth have been resettled by providing proper accommodation and for some, academic sponsorship has been secured. Some have been dropped out of the programme due to misconduct.

3.3 Recommendations As seen in the data collected, very few of the beneficiaries tested for HIV/AIDS. Studies have revealed that people are more likely to adopt HIV prevention services when they are aware of the HIV status. It is therefore recommended to have an emphasis on VCT at all centres for project beneficiaries.

The data collection process has not been properly standardized. The development of a UYDEL standard database is required to increase the accuracy of data analysis and therefore proper planning and service delivery.

There was an enormous imbalance in male and female clients. The percentage of female beneficiaries stood at a massive 65.1% as compared to 34.9% for males. The selection procedure should be adjusted to reduce this difference to nearly fifty-fifty.

Using a TOT approach provides a platform for youth to pass what they have learned to others near and around them. Building capacity among youth to train others in HIV/AIDS prevention, life skills, drug and alcohol abuse management and other subjects relevant to the communities they live in will greatly increase awareness and positive change. It is therefore recommended to put emphasis on making Trainers of Trainees.

3.4 Conclusion The work done in this project and analysis of the data collected has helped identify the major issues affecting youth in the hard to reach areas of Kampala and Mukono districts as well as slum area in all major towns in general.

This information has been used to adjust project activities to provide relevant and high quality services to targeted youth. The life skills training programs have been updated to address specific problems identified in youths living in these communities like alcohol and drug abuse, commercial sex work among others.

The project has helped to resettle over 100 previously homeless, jobless or helpless youth by providing accommodation, vocational training, scholarships as well as HIV prevention services.
