ARIJ also thanks all the staff who worked throughout the past couple of years towards the accomplishment of this work. 1 Palestinian Localities Study Salfit Governorate Background This report is part of a series of booklets, which contain compiled information about each city, town, and village in the Salfit Governorate. These booklets came as a result of a comprehensive study of all localities in Salfit Governorate, which aims at depicting the overall living conditions in the governorate and presenting developmental plans to assist in developing the livelihood of the population in the area. It was accomplished through the "Village Profiles and Needs Assessment;" the project funded by the Spanish Agency for International Cooperation for Development (AECID). The "Village Profiles and Needs Assessment" was designed to study, investigate, analyze and document the socio-economic conditions and the needed programs and activities to mitigate the impact of the current unsecure political, economic and social conditions in Salfit Governorate. The project's objectives are to survey, analyze, and document the available natural, human, socioeconomic and environmental resources, and the existing limitations and needs assessment for the development of the rural and marginalized areas in Salfit Governorate. -

WALTER CRONKITE – IMAGE #28 The 20th Summer Olympic Games were held in Munich, Germany, in 1972. Tensions ran high at these Olympics, because they were the first Olympic games held in Germany since the Nazis hosted them in 1936. The Israeli athletes and their trainers were especially nervous. Many had family members who had been murdered during the Holocaust or were themselves Holocaust survivors. The first few days of the Olympic Games went smoothly. On September 4th the Israeli team spent the evening out, seeing the play, Fiddler on the Roof. Then they went back to the Olympic Village to sleep. A little after 4 a.m. on September 5th, as the Israeli athletes slept, eight members of the Palestinian Liberation Organization terrorist group, Black September, jumped over the six-foot high fence that encircled the Olympic Village. The terrorists headed straight for 31 Connollystrasse, the building where the Israeli contingent was staying. Around 4:30 a.m. the terrorists entered the building. They rounded up the occupants of apartment 1 and, then, apartment 3. Several of the Israelis fought back. Two of them were killed. A couple of others were able to escape out windows. Nine were taken hostage. By 5:10 a.m. the police had been alerted, and news of the attack had spread around the world. The terrorists then dropped a list of their demands out the window. They wanted 234 prisoners released from Israeli prisons and two from German prisons by 9 a.m. Negotiators were able to extend the deadline to noon, then to 1 p.m., then to 3 p.m., then to 5 p.m. -

By examining the contextual considerations influencing the administration’s response in both the domestic and international spheres, this thesis will determine the manner in which diplomatic intricacies impacted on the introduction of precedent setting counterterrorism institutions. Furthermore, it will expound the correlation between the Nixon administration’s response and a developing conceptualisation of acts of modern international terrorism. -

Targeted Killing: Self-Defense, Preemption, and the War on Terrorism Abstract This paper assesses the parameters and utility of “targeted killing” in combating terrorism and its role within the norm of state self-defense in the international community. The author’s thesis is that, while targeted killing provides states with a method of combating terrorism, and while it is “effective” on a number of levels, it is inherently limited and not a panacea. The adoption and execution of such a program brings with it, among other potential pitfalls, political repercussions. Targeted killing is defined herein as the premeditated, preemptive, and intentional killing of an individual or individuals known or believed to represent a present and/or future threat to the safety and security of a state through affiliation with terrorist groups or individuals. -

‘THE SIMPLE JEW’: THE ‘PRICE TAG’ PHENOMENON, VIGILANTISM, AND RABBI YITZCHAK GINSBURGH’S POLITICAL KABBALAH Tessa Satherley* ABSTRACT: This paper explores the Kabbalistic theosophy of Rabbi Yitzchak Ginsburgh, and allegations of links between his yeshiva and violent political activism and vigilantism. Ginsburgh is head of the yeshiva Od Yosef Chai (Joseph Still Lives) in Samaria/the northern West Bank. His students and colleagues have been accused by the authorities of violence and vandalism against Arabs in the context of ‘price tag’ actions and vigilante attacks, while publications by Ginsburgh and his yeshiva colleagues such as Barukh HaGever (Barukh the Man/Blessed is the Man) and Torat HaMelekh (The King’s Torah) have been accused of inciting racist violence. This paper sketches the yeshiva’s history in the public spotlight and describes the esoteric, Kabbalistic framework behind Ginsburgh’s politics, focusing on his political readings of Zoharic Kabbalah and teachings about the mystical value of spontaneous revenge attacks by ‘the simple Jew’, who acts upon his feelings of righteous indignation without prior reflection. The conclusion explores and attempts to delimit the explanatory power of such mystical teachings in light of the sociological characteristics of the Hilltop Youth most often implicated as price tag ‘operatives’ and existing scholarly models of vigilantism. It also points to aspects of the mystical teachings with potential for special potency in this context. Rabbi Yitzchak Ginsburgh (1944-) is a Chabad rabbi and head of the Od Yosef Chai (Joseph Still Lives) yeshiva in the Yitzhar settlement, near the major Palestinian population centre of Nablus (biblical Shechem). The yeshiva occupies an unusual discursive space – neither mainstream religious Zionist (though some of its teaching staff were educated in this tradition) nor formally affiliated with the Hasidic movement, despite Ginsburgh’s own affiliation with Chabad and despite his teachings being steeped in its Kabbalistic inheritance. -

Local Agency and Individual Initiative in the Evolution of the Holocaust: The Case of Heinrich Himmler By: Tanya Pazdernik 25 March 2013 Speaking in the early 1940s on the “grave matter” of the Jews, Heinrich Himmler asserted: “We had the moral right, we had the duty to our people to destroy this people which wanted to destroy us.”1 Appointed Reichsführer of the SS in January 1929, Himmler believed the total annihilation of the Jewish race necessary for the survival of the German nation. As such, he considered the Holocaust a moral duty. Indeed, the Nazi genocide of all “life unworthy of living,” known as the Holocaust, evolved from an ideology held by the highest officials of the Third Reich – an ideology rooted in a pseudoscientific racism that rationalized the systematic murder of over twelve million people, mostly during just a few years of World War Two. But ideologies do not murder. People do. And the leader of the Third Reich, Adolf Hitler, never personally murdered a single Jew. Instead, he relied on his subordinates to implement his often ill-defined visions. Thus, to understand the Holocaust as a broad social phenomenon we must refocus our lens away from an obsession with Hitler and onto his henchmen. One such underling was indeed Himmler. The problem in the lack of consensus among scholars is over the matter of who, precisely, bears responsibility for the Holocaust. Historians even sharply disagree about the place of Adolf Hitler in the decision-making processes of the Third Reich, particularly in regards to the Final Solution.
