Abstract Numerous studies have linked a range of economic, social, and institutional variables with corruption in government. Yet, most of this literature overlooks the management of public officials themselves. This is a relevant omission: almost all corrupt exchanges involve public officials. This article reviews studies – 36 in total – that do address civil service management and anti-corruption. It finds that prior works assess a narrow set of civil service management structures. Meritocratic recruitment and, less robustly, pay levels have been associated with lower corruption. By contrast, robust evidence on how corruption relates to other established public personnel management areas – such as distinct pay structures (rather than levels), promotion, transfer, and job stability practices – is largely unavailable. The article thus calls for research assessing the effects of a broader set of civil service management practices to gain a deeper understanding of corruption, and how to curb it. Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically. -

The Istanbul Bombs: Challenging the Turkish Model?
TURKEY UPDATE December 3, 2003 THE ISTANBUL BOMBS: CHALLENGING THE TURKISH MODEL? The four massive truck bombs which targeted two synagogues on November 15, and just five days later, the British Consulate and a British-based bank in Istanbul, claimed fifty five Turkish and foreign victims – including the British Consul General - and wounded hundreds more, while causing millions of dollars of material damage. Beyond their immediate impact, the terrorist attacks caused incalculable collateral damage to the sense of security of the Turkish people by undermining the prevailing domestic tranquility. At an even wider level, the terrorists responsible for the outrages, who demonstrated once again that they would not draw the line at killing fellow Moslems in the misguided pursuit of their goals, also dragged Turkey into the frontline of their war. Turkey’s unwanted new international role was underlined by the immediate reaction of the countries on the other side of the current global conflict with the terrorists, namely Israel, the United Kingdom - who acknowledged that they were targets of the Istanbul bombings – and the United States. Soon after the synagogue bombs, Silvan Shalom, the Israeli Foreign Minister, visited Istanbul to declare: “The message here is that we have a shared fate. We all suffer at the hands of the same extreme groups who wish to hurt anyone who adopts values of democracy, freedom, equality and the rule of law.” The second series of bombs, which exploded just before President George Bush and Prime Minister Tony Blair were due to hold a press conference in London, produced similarly harsh denunciations by the two leaders, and a visit to Turkey by British Foreign Secretary Jack Straw. -

Israel Ministry of Foreign Affairs The Signatories of the Declaration of the Establishment of the State of Israel The British Mandate over Palestine was due to end on May 15, 1948, some six months after the United Nations had voted to partition Palestine into two states: one for the Jews, the other for the Arabs. While the Jews celebrated the United Nations resolution, feeling that a truncated state was better than none, the Arab countries rejected the plan, and irregular attacks of local Arabs on the Jewish population of the country began immediately after the resolution. In the United Nations, the US and other countries tried to prevent or postpone the establishment of a state, suggesting trusteeship, among other proposals. But by the time the British Mandate was due to end, the United Nations had not yet approved any alternate plan; officially, the partition plan was still "on the books." A dilemma faced the leaders of the yishuv, the Jewish community in Palestine. Should they declare the country's independence upon the withdrawal of the British mandatory administration, despite the threat of an impending attack by Arab states? Or should they wait, perhaps only a month or two, until conditions were more favorable? Under the leadership of David Ben-Gurion, who was to become the first Prime Minister of Israel, theVa'ad Leumi - the representative body of the yishuv under the British mandate - decided to seize the opportunity. At 4:00 PM on Friday, May 14, the national council, which had directed the Jewish community's affairs under the British Mandate, met in the Tel Aviv Museum on Rothschild Boulevard in Tel Aviv.
