Japan Between the Wars
JAPAN BETWEEN THE WARS The Meiji era was not followed by as neat and logical a periodi- zation. The Emperor Meiji (his era name was conflated with his person posthumously) symbolized the changes of his period so perfectly that at his death in July 1912 there was a clear sense that an era had come to an end. His successor, who was assigned the era name Taisho¯ (Great Righteousness), was never well, and demonstrated such embarrassing indications of mental illness that his son Hirohito succeeded him as regent in 1922 and re- mained in that office until his father’s death in 1926, when the era name was changed to Sho¯wa. The 1920s are often referred to as the “Taisho¯ period,” but the Taisho¯ emperor was in nominal charge only until 1922; he was unimportant in life and his death was irrelevant. Far better, then, to consider the quarter century between the Russo-Japanese War and the outbreak of the Manchurian Incident of 1931 as the next era of modern Japanese history. There is overlap at both ends, with Meiji and with the resur- gence of the military, but the years in question mark important developments in every aspect of Japanese life. They are also years of irony and paradox. Japan achieved success in joining the Great Powers and reached imperial status just as the territo- rial grabs that distinguished nineteenth-century imperialism came to an end, and its image changed with dramatic swiftness from that of newly founded empire to stubborn advocate of imperial privilege. Its military and naval might approached world standards just as those standards were about to change, and not long before the disaster of World War I produced revul- sion from armament and substituted enthusiasm for arms limi- tations. -
The Kokuryūkai and the Russo-Japanese
Anti-Russian Secret Actions – The Kokuryūkai and the Russo-Japanese War by Frank Jacob INTRODUCTION The image of a country is mainly a construction of its popular perception.1 Many stereotypes2 are just the consequence of prejudices or single experiences, which have been made public and are responsible for the creation of resentment with regard to a particular country. Russia. During the late 19th and early 20th centuries, Russia became Japan’s number one enemy for a possible forthcoming war. This image was mainly created and supported by the nationalist circles, led by the Amur society (Kokuryūkai),3 which was founded to enforce a war against Russia. This society tried to influence Japanese politicians as well as public opinion by reporting about Russia and frequently demanding a more aggressive course against the tsarist enemy. Russia’s expansive course in East Asia was stigmatized as a threat to Japanese imperial aspirations with regard to the Asian mainland, especially for its influence in Korea. A war was declared to be suitable, and for the Kokuryūkai’s planning a war seemed to be sure. Mapping the Interior Frontier of Japanese Settlers in Colonial Korea

By interweaving the oral and written testimonies of former settlers who came of age on the peninsula between the late 1920s and the end of colonial rule in 1945, the paper attempts to reconstruct their emotional journey into adulthood as young offspring of empire: specifically, how they apprehended colonialism, what they felt when encountering different segments of the Korean population, and in what ways their understanding of the world and themselves changed as a result of these interactions. Focusing on the intimate and everyday zones of contact in family and school life, this study more broadly offers a way to understand colonialism without reducing complex local interactions to abstract mechanisms of capital and bureaucratic rule. N WHAT WAYS CAN we talk about colonialism without reducing complex local Ihuman interactions to relations of power, dominance, and hegemony? In pro- posing emotion (see Reddy 2001; Haiyan Lee 2007) or “sensibility” (Wickberg 2007) as a lens through which to investigate the past, a number of studies have implicitly posed a new challenge for scholars of empire. Paying attention to senti- ment and sensibility, they suggest, gets us beyond an analytical grid of race, gender, and class that has dominated cultural history—where colonial studies have reigned and thrived—and allows us to probe more subtle and sensory layers of experience (Wickberg 2007, 673–74). -
Japan: Super Global High Schools
July 2015 Japan: Super Global High Schools The Japanese Government’s Super Global High School (SGH) project was launched in 2014, and aims “to develop leaders with international competencies”. Working with universities, industry and international organisations, SGH schools develop and implement tailored curricula for five years. SGH Associate schools will work with SGH schools to develop a broader SGH community. SGH Associate schools also develop and implement targeted educational programs for “nurturing global leaders” for one year. Students from SGH schools will be “expected to hone their communication and problem-solving skills as they tackle global issues” in concert with Japan-based universities and international organisations, industry and non-profit groups. The SGH project complements the government’s focus on internationalisation of universities – where possible, connections between SGH schools and universities are noted below. Chamberlain's “Bashō and the Japanese Poetical Epigram.”(Leonard) Chamberlain's “Bashō and the Japanese Poetical Epigram.” Julian LEONARD Introduction Despite the current popularity of haiku, and the status it enjoys within world literature, the early translators of Japanese literature did not see it as a pre-eminent literary form or as quintessentially representative of the indigenous culture. Basil Hall Chamberlain (1850-1935), who was one of the foremost of the early British Japanologists, was typical in this respect. Chamberlain had established his academic reputation with translations of the Japanese classics. His translation of the Kojiki was published by the Asiatic Society of Japan (ASJ) in 1878 and this was followed in 1880 by Classical Poetry of the Japanese, published by Truebner as part of their series of Oriental literature. However, this anthology of classical literature did not include any mention of haiku. Instead, it included only selections from the Manyōshū and Kokinshū, as well as four Noh plays, which Chamberlain referred to as Lyric Dramas. The omission of haiku (then most commonly referred to as hokku or haikai) can be put down to two factors: one was that haiku was generally seen by the Japanese themselves as having a lower literary status than tanka or kanbun (Yamashita 124); the other was its extreme brevity, consisting of only 17 syllables. George Aston (1840-1920) another eminent British Japanologist and member of the ASJ put the matter in a nutshell as early as 1877 in his A Grammar of the Japanese Written Language. In this work Aston offered a brief description of haikai uta (haiku) together with three examples of verse, but he was highly skeptical of the genre’s literary worth. -

War Crimes in the Philippines during WWII Cecilia Gaerlan When one talks about war crimes in the Pacific, the Rape of Nanking instantly comes to mind.Although Japan signed the 1929 Geneva Convention on the Treatment of Prisoners of War, it did not ratify it, partly due to the political turmoil going on in Japan during that time period.1 The massacre of prisoners-of-war and civilians took place all over countries occupied by the Imperial Japanese Army long before the outbreak of WWII using the same methodology of terror and bestiality. The war crimes during WWII in the Philippines described in this paper include those that occurred during the administration of General Masaharu Homma (December 22, 1941, to August 1942) and General Tomoyuki Yamashita (October 8, 1944, to September 3, 1945). Both commanders were executed in the Philippines in 1946. Origins of Methodology After the inauguration of the state of Manchukuo (Manchuria) on March 9, 1932, steps were made to counter the resistance by the Chinese Volunteer Armies that were active in areas around Mukden, Haisheng, and Yingkow.2 After fighting broke in Mukden on August 8, 1932, Imperial Japanese Army Vice Minister of War General Kumiaki Koiso (later convicted as a war criminal) was appointed Chief of Staff of the Kwantung Army (previously Chief of Military Affairs Bureau from January 8, 1930, to February 29, 1932).3 Shortly thereafter, General Koiso issued a directive on the treatment of Chinese troops as well as inhabitants of cities and towns in retaliation for actual or supposed aid rendered to Chinese troops.4 This directive came under the plan for the economic “Co-existence and co-prosperity” of Japan and Manchukuo.5 The two countries would form one economic bloc. -

Because of global trends in governance reform, a variety of education reform initiatives, such as standards-based reform, ac- countability reform, etc., have been implemented across diff erent countries including Japan over the past few decades, and school choice reform is one of them. Distinctive features of governance reform over these decades included the diversifi cation of pro- viders, competitions among them, and consumers’ freedom, or parents’ freedom in the case of education. School choice reform is related to these features. A. Conceptual Framework and Literature Review The conceptual framework of this study comes from Gita Steiner-Khamsi’s work -- The Global Politics of Educational Borrowing and Lending (2004). In the Introduc- tion, Steiner-Khamsi fi rst mentioned that there was a trend to emphasize an interna- tional perspective in studying “privatization, decentralization, choice, and standards in education” (p. 1) as these reform movements were spreading around the world based on transnational borrowing and lending. She, then, pointed out that there was “[a] common misconception among practitioners” about the role of comparative education researchers as those who fi nd best practices to transfer from one system to another, which she described as a “normative, ameliorative approach” toward comparative studies.
