Box 47, 6700 AA Wageningen, the Netherlands, tel: +31 317 486478, email: [email protected] BACKGROUND Tropical peatland, which is one of the least known ecosystems of the world, covers approximately 45 Mha, or 12%, of the global peatland resource by area1. Indonesia, Malaysia and Vietnam contain nearly 70%. Indonesia, with 22 Mha contains about one half of the total area of peat in the tropical zone. Natural peat swamps in SE Asia have been recognized as important reservoirs of biodiversity and stratigraphical information and exhibit a range of important ecological and natural resource functions. In particular they contain a large number of endemic tree species many of which are of significant commercial value. Peat swamp forests are the last refuges for several rare and endangered animals, including orang-utan, while streams and rivers draining from peatlands are important fish habitats. In their natural state tropical peatlands are carbon sinks and stores, but drainage and forest clearance rapidly converts them to carbon sources. Continuing population growth, deterioration of existing land, especially owing to erosion and increasing competition for land from industry and urbanization, are exerting continuous pressure for peatland development. It was untul 1974, two Governments signed MoU and followed to by 25 join diplomacy meetings in persuing border problem. In practice however, it is found it difficult for Indonesian government to progress people development in border area. Persaingan berlaku di antara Kerajaan Sarawak dan Syarikat Borneo Utara British (SBUB) untuk mengambil tanah di sekitar kawasan Teluk Brunei hingga akhir abad ke-20. Bagaimanakah persaingan di antara kedua-dua kerajaan dan penglibatan wazir di Brunei dalam isu Sungai Trusan membawa kepada penyerahan Sungai Trusan kepada Kerajaan Sarawak? Apakah masalah di Sungai Lawas yang menyebabkan Kerajaan SBUB menyerahkan kawasan tersebut kepada Kerajaan Sarawak? Bagaimanakah Kerajaan Sarawak menyelesaikan tuntutan para pengiran dan Brooke Johnson bagi memenuhi syarat Kerajaan British bagi mengambil Sungai Lawas? Dapatan kajian menunjukkan bahawa penolakan penduduk Sungai Lawas menjadi elemen penting yang membawa kepada penyerahan Sungai Lawas kepada Kerajaan Sarawak. Pengambilan kedua-dua sungai oleh Kerajaan Sarawak telah berjaya mewujudkan keamanan dan mengekalkan kestabilan dalam kehidupan penduduk di Sungai Trusan dan Sungai Lawas. Abstract This article discusses the formation of Lawas District and how it joined the Sarawak Government as the last district in Sarawak's expansion since 1841. Especially in trade to drug trafficking that occurs in border areas such as the Entikong-Sarawak region. Purchase until delivery of drugs. The circulation of drugs that enter from Malaysia is not only from the waters border, but also from land to air lines. In addition, drug traffickers not only pass through the official flight routes and ports, but drug traffickers entering from Malaysia can also take advantage of unofficial lanes on the land and water borders between Indonesia and Malaysia which have minimal security. The research of this study is to find out, explore and describe the cooperation carried out by the governments of Indonesia and Malaysia in dealing with drug trafficking on the border, especially on the Entikong and Sarawak borders, where the drug smuggling is most often deposited by couriers or which is directly taken by the dealer. By changing the form of drug packaging into a form or stored in another place, which can trick the officers at immigration. This research is expected to be useful to increase the repertoire of the development of international relations science. Furthermore, practically, this research is expected to be useful and useful for decision makers, especially the central and regional governments of the two countries, in addressing drug trafficking and trafficking that occurs on the borders of the two countries, because it will threaten the lives of the two generations.
