The preeminent Western European power in 1945, Britain stayed aloof instead of taking the leadership of the emerging European communities in the first 10 years after the war. By thoroughly examining the pivotal post-war decade, this thesis will argue that staying outside of these earliest post-war European communities severely damaged the United Kingdom both politically and economically.     (1) 'Who is anti-American ?': The British Left and the United States, 1945-1956 by Giora Goodman University College London A dissertation submitted in fulfilment of the degree of Doctor of Philosophy (PhD) © 1996 U (2) Abstract The subject of this research is British 'anti-Americanism' in the decade after 1945: a complex phenomenon with often contradictory political and cultural manifestations. This study focuses primarily on the attitudes towards the United States of the organized political Left, because the Left came to be regarded in this period as the most 'anti-American' element in British political life. Examining that charge, this study follows the development of attitudes towards the United States in British political life, particularly within the Labour Party, long- established as the most serious organized force on the Left, and the governing Party from 1945 to 195 1. The study aims to show that hostile responses towards the United States on the British Left imbibed the same national resentments which could be found in other quarters of British political life. The British Left had its own set of ideological and emotional prejudices which gave a distinct colour, and perhaps added impetus, to its resentments. However, underpinning all the hostile sentiments was the resentment of Britain's postwar domination and displacement by the United States, which among Conservatives was concealed only by the onset of the Cold War, until it forcefully erupted during the Suez crisis. Finally, this study delineates and examines the great concern with which 'anti- Americanism' was viewed at the time by policy-makers and politicians on both sides of the Atlantic.

Out of the wreckage of the Second World War the ideal of a United Nations with common standards on human rights and a shared interest in a peaceful future was forged. But it was not long before British political and military assessments began to come to terms with what they perceived to be the growing threat posed by the policies of the Soviet Union to the prospects for a genuine peace. The end of wartime cooperation between Russia and her Western Allies had given way to older and deeper tensions. These resurfaced in a new geopolitical environment that saw the Soviet Union occupying large swathes of Continental Europe, in addition to maintaining a post-war presence in Iran and engineering anti-British propaganda campaigns in the strategically sensitive Eastern Mediterranean and Middle East. Reporting to the British Chiefs of Staff in March 1946, just a few weeks before the BBC began broadcasting a Russian language service, the Joint Intelligence Committee (JIC), then as now the coordinating nexus of British intelligence, reported their considered view that: The long-term aim of the Russian leaders is to build up the Soviet Union into a position of strength and greatness fully commensurate with her vast size and resources.     The Webster Review of International History, Vol. 1 The Question of Palestine in Harold Wilson’s Labour Party, 1970-1976 Tim Bishop Introduction In the early 1970s, the issue of Palestine first rose to international prominence. From Britain’s perspective, the Palestinian question became significant following the 1973 October War and the oil shortage by Arab nations against states regarded as unsympathetic to the Palestinian cause. Indeed, during the mid-1970s three-quarters of Britain’s supplies of this crucial resource came from the Middle East.1 Not unrelated to these developments, the early 1970s witnessed a pro-Palestinian lobby emerge within the British Labour Party. This centred around the Labour Middle East Council (LMEC) which formed in 1969 and had 189 members by July 1975 including around fifty MPs.2 The most vocal members were the MPs Christopher Mayhew (LMEC Chair until defecting to the Liberals in July 1974), David Watkins (LMEC Chair, 1974- 1983) and Andrew Faulds. These individuals sought, in Watkins’ words, to “confront” what he regarded as “the great Zionist influence in the Labour Party” and shift Labour’s policy to being more supportive of the Palestinian cause.3 Hence, they lobbied the Party leadership and cultivated support among Labour MPs and Party activists (i.e. less influential non-MP Party members).4 Their pursuits were also supported by a wider network of cross-party groups (e.g. the Council for the Advancement of Arab-British Understanding (CAABU) and Palestine Action) which Labour MPs and activists were also active in. The pro-Palestinian lobbyists were right in believing Labour had strong ties to Israel, the Labour Zionist organisation, Poale Zion, having been affiliated to the Party since 1920.

The difficult problems underlying t~is conflict have plagued all efforts at establishing a work­ able peace and, at times, have threatened the peace of the world. This debate brings together four men who are in sharp disagreement over both the issues of this contro­ versy and the conditions necessary to a just peace. They agree only on the urgent need to reach an enduring settlement-and on the fact that such a settlement is not likely to come easily or soon.

  • The Lib-Lab Pact’
    The parliamentary agreement between the Labour Party and the Liberal Party 1977- 1978 ‘The Lib-Lab Pact’ Jonathan Kirkup July 2012 A thesis submitted for the degree of PhD. Cardiff School of European Languages, Translation and Politics Cardiff University Summary of Thesis This thesis is a chronological case study into the origins, operation and consequences of the Lib-Lab Pact 1977-1978. Cross-party co-operation in British politics since 1945 is assessed. David Steel’s election as Liberal Party leader, his political philosophy and strategy are examined. Concepts of realignment, ‘co- operation strategy’ are explored. The parliamentary and political events together with a detailed assessment of the inter-party negotiations which led the Pact are examined. New perspectives include: the significance of the leader-led nature of the negotiation process; the Labour-Ulster Unionist understanding which ran concurrent with the Pact; the importance of Lib-Lab discussions on devolution which pre-dated the Pact in influencing Steel’s subsequent decision-making. Analysis focuses on the Lib-Lab negotiations into if the Direct Elections to the European Parliament Bill should include a proportional voting system and whether the parliamentary Labour party should be compelled to vote for PR. A key finding of the thesis is that rather than allowing a free vote, as was agreed, the Prime Minister, James Callaghan, was prepared to offer the Liberals a ‘pay roll’ vote; the significance of Michael Foot in this process is also noted. The structure of the Lib-Lab consultative mechanism is reviewed. Case studies include a review of on Liberal policy influence on the Budget 1977 and 1978.
