Coombes that the Minister of Municipal Affairs be requested to utilize IP 1989 population, equalized assessment and road mileage for calculation of the M.D.'s Municipal Assistance Grant for 1989. CARRIED. SUBDIVISION Mr. Wardlow reported to Council the situation regarding APPLICATION the Culshaw Subdivision. Discussion was held regarding the possibility of having the building sites restricted P as well as have a lift station for sewage. 154/89 Moved by B. Booth that with regards to the subdivision application - NW 3-49-7 W5M - P Douglas John Culshaw: (1) the subdivision application be refused in the present form and should the applicants pi provide an Area Structure Plan which would include River Ridge, or standing on its own, at that time it would receive further consideration; and .../2 COUNCIL - 2 - 89 02 09 (2) should the applicant wish to bring the matter back before Council, they seriously consider the cost benefits of a lift station, or as an alternative, a pump station. An Examination of the Causes of Education Policy Outputs in Ontario, Saskatchewan, and Alberta Saman Chamanfar Doctor of Philosophy Political Science University of Toronto 2017 Abstract This study seeks to explain why partisanship—contrary to what we might expect based on the findings of other studies concerning social policies—is generally not a useful explanatory variable when examining the primary and secondary education policies of three Canadian provinces (Ontario, Saskatchewan, and Alberta) during two periods (the 1970s and 1990- 2008). Four specific areas of the education sector of the provinces will be examined: objectives of curricula; spending; ministry relations with school boards; and government policies concerning private and charter schools. Utilizing a qualitative approach and building on the findings of other studies on provincial education systems, it will be argued that in order to understand why the three provinces generally adopted similar policies in both periods, regardless of the differences in the ideologies of governing parties, we need to consider the causal effect of key ideas in both periods. In addition, it will be shown that opposition parties in most instances did not present policies that differed from those of governing parties or criticize the policies of such parties. This will further illustrate the limited usefulness of adopting a partisanship lens when seeking to understand the policy positions of various parties in the provinces concerning the education sector.

While this statement and Alberta's record for setting aside sensitive natural areas from industrial and commercial develop- ment dismay some conservationists, others believe the door remains slightly ajar for future action. Tipping the mood to the more pessimistic side, though, was news of the Group of Eight (G-8) 2002 summit in Kananaskis, as well as the announcement of a 20-year Forest Management Agreement (FMA) with Spray Lake Sawmills (1980) Ltd. which will give the Cochrane compa- ny control of more than 4,000 square kilometres of public forest, including about 1,200 sq. km. in Kananaskis Country.
