The Speaker requested and received the unanimous consent of the Assembly to allow additional Members to comment on the Ministerial Statement. Mr. Hehr, Hon. Member for Calgary-Buffalo, and Mr. Eggen, Hon. Member for Edmonton-Calder, then commented on the statement. Hon. Mr. Hancock, Government House Leader, requested and received the unanimous consent of the Assembly to waive Standing Order 7(7) in order to complete the Daily Routine. PUBLIC SCHOOL BOARDS’ ASSOCIATION OF ALBERTA President’s Report to the 2013 Annual General Assembly President Dittrick President’s Report to the 2013 Annual General Assembly This has been an exciting year of travel, engaging conversations and continued advocacy on behalf of children attending Alberta’s public schools. The summary which follows offers a highlight of the work I have undertaken on behalf of our members, within the context of the Association’s three Work Plan Priorities: Priority One: Support and Improve Public School Education Priority Two: Support and Improve Local Governance Priority Three: Support and Improve the Association’s Health and Well Being Priorities One/Two: Support and Improve Public School Education/Local Governance Meetings with the Minister of Education Over the past year I have had the pleasure of meeting with the Hon. J. Johnson, Minister of Education on a number of occasions. At these meetings we covered a number of discussion points including: a. Education Act (Bill 3), including: i. Section 52: Shared Transportation Service Agreements; ii. Section 32: Clarification regarding the provision which states “parent as primary decision maker.” iii. The Constitutional limitations regarding access to separate school education as articulated within the Constitution Act of 1867; and iv. The critical importance, value and impact of Local Board autonomy and authority, including the need for all levels of Government to recognize and support this. b. Natural Person Powers / Trustee Eligibility/ Separate School Establishment; c. Regulatory Development Process and our Association’s policy positions regarding same; d. Other matters of mutual concern. I have found the meetings to be open, productive and positive. -

An Examination of the Causes of Education Policy Outputs in Ontario, Saskatchewan, and Alberta Saman Chamanfar Doctor of Philosophy Political Science University of Toronto 2017 Abstract This study seeks to explain why partisanship—contrary to what we might expect based on the findings of other studies concerning social policies—is generally not a useful explanatory variable when examining the primary and secondary education policies of three Canadian provinces (Ontario, Saskatchewan, and Alberta) during two periods (the 1970s and 1990- 2008). Four specific areas of the education sector of the provinces will be examined: objectives of curricula; spending; ministry relations with school boards; and government policies concerning private and charter schools. Utilizing a qualitative approach and building on the findings of other studies on provincial education systems, it will be argued that in order to understand why the three provinces generally adopted similar policies in both periods, regardless of the differences in the ideologies of governing parties, we need to consider the causal effect of key ideas in both periods. In addition, it will be shown that opposition parties in most instances did not present policies that differed from those of governing parties or criticize the policies of such parties. This will further illustrate the limited usefulness of adopting a partisanship lens when seeking to understand the policy positions of various parties in the provinces concerning the education sector. -

DICKIE: Mr. Speaker, I beg leave to introduce a bill, being The Energy Resources Conservation Amendment Act 1972. Hon. members will recall that the administration of The Pipelines Act was transfered from the Department of Mines and Minerals to the Energy Resources Conservation Board on January 1st of this year. The amendment to this Act incorporates the financing arrangements for the administration of The Pipeline Act on the same basis as other acts under the jurisdiction of the Energy Resources Conservation Board whereby 50% of the cost is raised from industry and 50% from appropriation of the government. [Leave being granted, Bill No. 57 was introduced and read for a first time.] Bill No. 62: The Maintenance and Recovery Amendment Act, 1972 MR. ASHTON: Mr. Speaker, I beg leave to introduce a bill being The Maintenance and Recovery Amendment Act 1972. The purpose of the act is to improve the procedure for the recovery and awarding of maintenance for children of unmarried parents, and secondly, to create a more effective deterrant against the unlawful disclosure of personal information by increasing the fine. Finally, it permits the department to register caveats against the property of social allowance recipients in cases where the department has expended monies for the improvement of the property. -
