We wish to acknowledge and thank the following valued Sponsors for supporting the 2012 Junior Tour TOUR RULES - 2012 General: 1. All competitors, officials, marshals, supporters and/or any other person/s participating in the event take part at their own risk without any claim against the organizer, Bendigo & District Cycling Club Incorporated, or any individual or group associated with or acting on behalf of the organizer. 2. The Tour is conducted under the patronage of Cycling Victoria and shall comply with the rules set down in Cycling Australia Technical Regulations. 3. Safety is of utmost importance in the conduct of the event and all competitors, officials and/or any other person(s) participating in the event shall comply with all road rules and shall conduct themselves in a manner so as to ensure their safety at all times. 4. Competitors shall obey road rules at all times and shall ride on the left hand side of the road only and must NOT cross double lines or single continuous centre line. Riders who breach road rules may be fined, disqualified or both. 5. Officials shall be deployed at critical locations to provide assistance or direction to participants wherever practicable; however, it is ultimately the responsibility of the participant at all times to abide by the road rules and to ensure their own personal safety. Officials shall instruct competitors as necessary and their instructions MUST BE FOLLOWED. Officials are not permitted to control other road users and will not attempt to do so. Failure to comply with an official’s instruction may lead to fines, disqualification or both. All competitors, officials, etc shall obey instructions given by any member of the Police Force. 6. Only official vehicles are permitted to travel with the race convoy and shall be under the control of race Commissaire’s. Other private or non-official support vehicles shall not join the race convoy or attempt to mingle with competitors during the event. Failure to comply may result in a penalty to associated competitors. 7. In the event that First Aid is required contact Adrian Eiffert on 0422 125 497 or Scott Perdon on 0419 545 558. The tour is an individual event and shall be conducted on a point’s basis with Final General Classification placings being decided by the total number of points accumulated. The following points shall be allocated for each stage: 1st: 65 points 2nd: 50 points 3rd: 40 points 4th: 35 points 5th: 30 points 6th: 25 points 7th: 20 points 8th: 15 points 9th: 10 points 10th: 5 points All other finishers: 2 points. In the event of a tie, final placings shall be decided by countback in the following descending order Until the tie is broken: (i) time trial time; (ii) number of stage wins; (iii) placing in final stage. 9. To be eligible for Final General Classification a rider must complete all stages. If a rider fails to complete a stage due to a recognized mechanical or other mishap the rider shall be allotted 5 points for the stage and will be permitted to start the following stage. If a rider fails to start or complete a stage for any reason other than a recognized mechanical or other mishap, ie fall, the rider shall be permitted to start the following stages but will not be eligible for general classification. If a rider wins a stage and is ineligible for gen class he still receives the 50 points for winning the stage. 10. Spares or other outside assistance will not be provided nor permitted. Spares MAY be carried by the Commissaire purely at the Commissaire’s discretion. Should a rider be unable to continue a stage due to a recognized mechanical or other mishap or for any other reason the rider will be collected by the ‘sag wagon’ and returned to the start/finish area as part of the race convoy. 11. Time trial starts shall be as per schedule and it is the competitor’s responsibility to ensure they are ready to start on time. Should a competitor miss his/her start their time will still commence as per the scheduled time except in the event of a recognized mechanical or other mishap. The use of ‘aero’ time trial equipment will be permitted for U15/17’s. 12. Race numbers shall be worn on the left hip and shall not be cut, folded, covered or modified. 13. Standard ACF gear rollout restrictions shall apply for the relevant age category irrespective of grade. U17: 6.50 metres U15: 6.00 metres U13/11: 5.50 metres Under 15 riders competing in the U15/17 A grade division may use U17 gearing. Rollout shall be checked at the start of the Tour and at random times throughout the event. 14. Assembly each day for both riders and officials shall be at least 1 hour prior to scheduled start. Riders shall ensure they arrive at the start line sufficiently early to allow names to be checked off and to be briefed by officials. 15. The start/finish shall be kept clear for officials. Riders shall not congregate on the road in these areas unless told to do so by race officials. Riders shall also not recross the finish line in the direction of the race while wearing a number. 16. An appeal against a decision made by race officials must be made to the Chief Commissaire in writing within 30 minutes of the decision being made. Such an appeal shall be accompanied by a fee of $50.00 which shall be forfeited if the appeal is unsuccessful. The appeal will be will be heard by an appointed Appeal Jury as soon as practicable to allow the event to continue with minimum delay. 17. It is the responsibility of each competitor to be fully conversant with start times, start and finish locations, race route and these Tour Rules. IF IN DOUBT - ASK! Cycling was a very popular pastime during the late 19th century and first half of the 20th century with many clubs forming in the western suburbs. During this period, the Footscray Velodrome was constructed in Hansen Reserve in the mid-1930s and existed until the mid-2000s when the top layer was removed after a failed re-surfacing attempt. Despite this approximately 70% of the banking of the cycling track still exists and the area is unspecified open space. The removal of the Footscray velodrome has led to a complete absence in cycling facilities for the whole of the western suburbs as compared to the north, east and south of Melbourne that have many clubs and extensive facilities. Cycling participation levels are declining in Australia, however, research suggests there is a large latent demand for cycling. While Australians are cycling less they are also doing less physical activity with more than 1 in 2 Australians not meeting their recommended daily amounts of physical activity.

We have moved forward steadily across a number of areas important to the sport of cycling in Victoria. Consolidation was achieved across the following key areas: Open racing events totalled 91 races (comprising 60 road and 31 track events) for the year with increased entries for both road and track. We continue to offer the best combination of open and club racing of all states. An audited profit of $70,000 for the year. Record membership of 6,145 Staff, under the very capable leadership of Kipp, is now at full strength and working effectively. Vichealth and Sport & Recreation Victoria funding for next 3 years to continue development of programs focusing on women‟s, schools and regional cycling academies. Clarity around the fact that the role of the board is the “business of cycling” and the role of commissions covers the “sport of cycling”. Racing: International: Leigh Howard and Shane Perkins won rainbow jerseys at the Track World Champs Jack Cummings and Alex Morgan won rainbow jerseys at Junior Track World Championships. Adele Sylvester brought home silver from the Junior Worlds. Cadel Evans won TDF.

PEOPLE Two key committees were developed this year: Audit and Risk and Nominations. 1. President’s Report Welcome to the 2015 Cycling Victoria Annual General meeting. I take great pleasure in advising that 2016 has been a successful and significant year for Cycling Victoria. Both sport and business outcomes advanced the momentum and achievement of targets set for year one of the 2016 – 2019 Strategic Plan. Specific highlights included: Hosted 6 National Championships and 5 UCI Events An increase in A 10% increase in the racing participation number of officials by 25% and coaches More than 15,000 Significant increase individuals participants in Riding / recreation in riding programs members A surplus of $155,000 from $2,045,000 revenue.
