This year has been one of positive consolidation for CV. We have moved forward steadily across a number of areas important to the sport of cycling in Victoria.

Consolidation was achieved across the following key areas:  Open racing events totalled 91 races (comprising 60 road and 31 track events) for the year with increased entries for both road and track. We continue to offer the best combination of open and club racing of all states.  An audited profit of $70,000 for the year.  Record membership of 6,145  Staff, under the very capable leadership of Kipp, is now at full strength and working effectively.  Vichealth and Sport & Recreation Victoria funding for next 3 years to continue development of programs focusing on women‟s, schools and regional cycling academies.  Clarity around the fact that the role of the board is the “business of cycling” and the role of commissions covers the “sport of cycling”.

Racing: International:  Leigh Howard and Shane Perkins won rainbow jerseys at the Track World Champs  Jack Cummings and Alex Morgan won rainbow jerseys at Junior Track World Championships. Adele Sylvester brought home silver from the Junior Worlds.  Cadel Evans won TDF. We were able to offer 20 Junior CV riders the opportunity to share in his “Welcome Home” parade. National  Shane Perkins won AUS title for Sprint and Kieran. Adele Sylvester in J19 Women‟s Time Trial and Rick Sanders in J19 Men‟s Time Trial and Scratch. The J19 Team also brought home the AUS Championships in the Team Pursuit and Team Sprint.  At Junior Track Nationals we saw the VIC team bring home 11 gold medals including Courtney Field earning the “Champion of Champions” title.  The Junior Road Nationals saw Courtney Field win 2 gold medals with Emma Bilston winning silver and bronze. Local  Number of open road races 60 and number of open track races 31.  Number of entries increased for most road races and up overall for track.  The growth in local racing has been incredible with a number of clubs attracting 200+ riders to their weekly criteriums.  Vic continues to offer the most comprehensive and high quality racing in .  Christmas Carnivals in 2010 recorded a lift in numbers reversing a 10 year decline. With the inclusion of this year we will see the carnival return to 4 days. Indications are that entry numbers will increase again this year. Also noteworthy is the fact that the carnivals are offering equal aggregate prize money for men and women. Laurie Norris continues to do a great job with the carnivals.

 VIC once again hosted many of the largest events in the country including the Track World Cup, Bay Series, Open Road Nationals and numerous NRS women‟s and men‟s events. We saw the return of the Jayco Herald Sun Tour and hosted our final year of the Australian Masters Road Championships.

This level of racing activity is only possible with the support of clubs, promoters and officials for their ongoing commitment to our sport. Our volunteer officials and club organisers are crucial to the delivery of racing every weekend. We thank you for your enthusiasm and energy.

Commissions:  The commission structure continues to work well in terms of dealing with issues related to the “sport of cycling”. Commissions offer a wide cross-section of members the opportunity to contribute their ideas for Victorian cycling. I take this opportunity to thank all members who have volunteered their time to be commission members.  I draw your attention to 3 of the commissions: o Women‟s and Girl‟s; With Monique Hanley as chair this commission has enjoyed a renaissance. The commission has focused on developing processes for clubs to develop or refine their own women‟s programs. Highlights include: . Inaugural Women‟s Officers forum held. . Development of Diversity Policy process that has been adopted by the Board for CV and a club-specific version available for clubs to adopt. . Survey on women‟s racing participation. o Development and Coaching; now in its 2nd year and under the chair of Andrew Moffat this group has concentrated on the integration of development with coaching and as part of that process conducted 2 coaching forums, refined the state team selection method and has promoted the need for clubs to optimise conversion of VSCC entrants across to ongoing racing and club membership. o BMX; BMXV is now operating as a commission under the chair of new president Craig Penglase. Chris Ball has been employed as the BMX Manager, funded by BMXV, and has settled in to this role well. Some current initiatives are working through the Vichealth and SRV funding programs related to women‟s and other development initiatives.

Recreation:  Recreation is a core part of CV.  The benefits of an effective recreation strategy are: o A broader base of operations so that our positioning with state governments is that CV is the key cycling organisation in Victoria. o Additional members joining the association who are serious recreational riders and potential club racers. o Sponsorship opportunities for rec ride series and specific events. o Revenue from running events.  CA maintains that increased cycling participation is crucial as a national strategy for state implementation as evidenced by the CA marketing by-line: “We are Cycling, Start to Finish.”  State Government also place a high priority on participation in terms of funding support from both SRV and Vichealth.  Our challenge is to continue to grow the recreation side whilst also growing and improving racing. I maintain that is exactly what we are doing.  Last year, for example, state teams and VSCC were propped up by rec sponsorship.

 The recreation part of our business will be further refined in the coming year. Events will be reduced to 4 and partnerships sought with promoters to provide a full program. Format for event participation will also be modified to help boost numbers.  We have formed a charity sponsorship with the Cancer Council Victoria.  We are in discussion with current and potential sponsors for the rec rides. These sponsorship offers also include racing and development components.

Austcycle:  CV has obtained state rights to implement the Austcycle program. Austcycle is the only national cycling accreditation program which provides education and training to community members to encourage them to get on their bikes and ride. It is aimed at all ages and backgrounds.  Austcycle is a CA and Amy Gillett Foundation initiative.  The program is operating in NSW and recently started in WA via Cycling WA.  Targets for the program include: o Schools o Corporate o Local Government Authorities o Clubs o CV rec members.  Austcycle is also seen as an opportunity for cycling coaches to grow their business by broadening their cycling “offer” to include recreation riders.  So far we have 3 trained teachers in VIC and completed projects with Amy Gillett Gran Fondo on the Great Ocean Road with local schools, Goldfield Council and Casey Council.  We are very interested in working with clubs interested in adopting this program.

Cycling Victoria History: A project team was established earlier in the year to formalise the gathering and safe-keeping of our valuable historical items. Maillot Jaune played a key part in fostering the development of the history project and is supporting completion of a series of oral histories. Ken Mansell will be providing a report on developments in the State Council meeting following the AGM.

By-laws: The by-laws have been redrafted during the year. The bulk of the by-laws were available for member review via the CV website during the months of July and August. We are currently obtaining legal opinion to finalise a couple of the more contentious areas. The by-laws will be presented to the February state council meeting for ratification. Laurie Noonan has driven this project as well as doing a huge amount of work on it.

Timing Systems: CV has worked with several clubs and determined that Mylaps is the best system. A competitive buy price has been negotiated with a 40% discount for clubs. CV has completed an implementation plan and is working with Mylaps to allow clubs to test and provide feedback prior to full implementation.

Club Recognition: Two of our Melbourne clubs were recognised during the year. Carnegie Caulfield CC was awarded “National Premier Club” by CA at the 2010 Cyclist of the Year Awards. St Kilda CC won “Cycling Organisation Winner” at the Cycling Promotion Fund Australian Bicycling Achievement Awards.

Governance: The board had training with Malcolm Speed as part of the VicSport governance program. Malcolm polarised the role of the board as the “business of cycling” and the commissions as the “sport of cycling”. This delineation is important as it highlights the diversity of skills required on the board and need for professional and commercial experience.

Risk Management: Risk management has received a focus in the last year. This focus will continue in the coming years. Specific initiatives this year include:  Review of the new CA Risk Management manual with the aim of developing proformas for club adoption.  Appointment of Heather Park to the board as a co-opted member. Heather is a lawyer, partner at Deloittes and specialises in Risk Management issues.  Craig French (Hawthorn CC) and Kipp Kaufmann have developed standards of medical support to be implemented at the junior tours.

Commercialisation:  The CA commercialisation program launched the first of their products “ Tours” and took a group to the Road World Championships at Rotterdam.  SBS has been signed as CA‟s media partner. This partnership will mean a greater level of cycling coverage including more “live” coverage.  A major corporate sponsorship will be announced in early December. CV will be an immediate beneficiary of this sponsorship. We will announce this as soon as we can.  CV has also appointed a sports marketing agency SportConnect to assist in identifying sponsorship partners.

Road Racing Permits:  CV has made numerous representations to the Roads Minister regarding the inconsistencies and difficulties in securing road permits.  Some success has been achieved in terms of the minister‟s representatives agreeing that: o There should be uniformity of approach taken across the various Vicroads regions. o A listing of approved courses kept in a central register (CV) and that these course numbers be referred to when applying for a permit thereby simplifying and standardising the permit process.  Kipp will provide details of the information needs to be provided by clubs in the state council meeting following the AGM.

Convergence of Cycling Disciplines: CA is having their AGM in Sydney this afternoon. One of the topics to be discussed is the integration of CA with BMXA and MTBA. A proposal will be put forward that the 3 groups continue to work together to integrate their operations. A time frame of 5+ years is envisaged. The integration of BMX in VIC is regarded as the role-model for integration at state level.

Membership Services: Last year I announced CA‟s plans to improve membership services. I went so far as to say that “CA plans that our core business will now be bike racing and membership services.”

I still believe that statement is correct but share your dismay that the first initiative in terms of membership registration was both delayed and unexpectedly more expensive. We continue to relay our concerns about the registration system to CA.

People: Kipp Kauffman has put in an outstanding year. He has been totally committed to turning around the CV financial performance whilst still providing clubs with excellent service and promoting top level racing for members.

Sarah Thomson and Mark Drehlich have both settled well into their management roles of Event Manager and Development Manager. Daniel Griffin has now been in the Racing Coordinator‟s role for 12 months and providing great support to clubs and members. Rhys Walczak continues to manage the velodrome most effectively.

I take this opportunity to thank our staff for their commitment and great efforts made during the year.

To all Commissaires; thank you very much. You are the public face of CV. Your continued commitment is much appreciated by members, staff and the board.

I would also like to acknowledge the enormous contribution made by outgoing BMXV president Wayne Berryman. Wayne has been a driving force for the integration of BMX as well as a key player in the terrific growth of BMXV.

Finally: I would like to thank current board members for their support and hard work during the year. It has been a busy and evolutionary year in as much as we sought to embrace more fully the strategic and commercial realities of the CV business. Overall, I am pleased to report that CV has progressed positively in the last year.

Racing

2011 has seen another record year for Cycling in Victoria. The open calendar had over 90 races representing more than 1 per week. Victoria continue to host some of the largest and most extensive racing calendar in the country including:

 Jayco Herald Sun Tour  Road Championships  Bay Series  Tour of Gippsland, , Murray  Melbourne to Classic  Track World Cup

 Austral Wheelrace  Madison

While many of these events are well know it is our great club and open events that are put on each week by our clubs which form the backbone of racing in Victoria.

A key achievement in 2011 has been the scheduling and the adoption of the calendar has taken a major step forward with the release of the summer and winter calendar in advance of previous years.

Process and key documentation has been a key driver with the commission this year which has included the completion of a bidding document for all state championships allowing for a clear process for selection for the next three years.

The Commission will continue to review policies to grow racing including the start of a Victorian Road Series.

The Commission has also adopted Event Promotion Guide, Results Guidelines and new event agreements to provide guidelines for hosting a cycling event in Victoria including a sanctioning process. Further work is being done on risk management and first aid which will make our sport safer and more enjoyable for all participants. These will both continue to be focuses of CV in the near future.

Development 2011 has been the first full year of the Development and Coaching Commission, which was established in April 2010. Much of this year has been spent in further evolution of objectives started in 2010. The key focus areas were: VSCC, Junior Development, Coaching and the Victorian State Team.

VSCC: The Victorian Schools Cycling Championships continues to be a flagship event, with strong attendances form racing and novice cyclists. This year, for the first time, CV had sought permission to pass on riders’ details to Clubs, and we hope that this will help Clubs to form links with potential new recruits. It is too early to say whether this has made a material impact on recruitment, but in 2012 we plan to engage earlier and more intensively to help Clubs use this rider data. Junior Development : The DCC has invited CA to attend a meeting in early 2012 to align with the national direction for grass roots level participation and discuss ways to improve the ‘J-Cycle’ junior development program for local clubs to utilise. Links between the DCC and Racing Commission were formed to improve the Victorian Junior Road Aggregate Series and discuss ways to standardise junior tours. Next year the DCC will hope to have input into the direction and coordination of the Series. Coaching: Links between CV, the VIS and other coaches continues to grow, and the DCC is strongly promoting these links. The most important initiative of 2011 has been the establishment of the Track Endurance Squad, which recognises that promising athletes must be recognised and attracted to a development pathway early. This approach has worked successfully with track sprinters, and the new squad fills an important gap. Disappointingly, the initial momentum on Coaching Forums has not been maintained, and this will be addressed for 2012. We have been searching for a format which balances coach education with interaction amongst the coaching community, and struggling with incredibly congested diaries for coaches. We plan to host two sessions in 2012, the first in conjunction with the Track Worlds. State Teams: The DCC has been actively involved in developing guidelines for team selection for Junior Nationals, and for selection of team management. This has produced more transparency and has started to work well, but with room for improvement in 2012. Next year we will get teams together earlier in advance of Nationals, so that they are better prepared for competition – and the formation of the Endurance Squad will assist this process. Composition: Most of the DCC membership has been maintained, which has allowed the approach to remain consistent. Helen Kelly has accepted a role with CA which meant that she has not been able to continue, and Peter O’Callaghan and Ryan Worn have also found themselves too busy elsewhere. Luke Mason has joined the DCC, which preserves his knowledge gained at CSV, but he also brings valuable access to State Government. David Code brings a useful link to the Board and an understanding of other sports, and Natasha Mitchell has also contributed valuable coaching perspectives. Mark Drehlich, who took over as Development Manager, has quickly established a strong working relationship with DCC members.

Membership, Participation and

Marketing

The primary objective of the Membership, Participation and Marketing Commission is to seek and support initiatives to increase Cycling Victoria membership numbers. The delivery of a quality recreational ride series remains a key focus for marketing CV to the wider community of competitive cyclists.

This year there were 5 events in the Ventou Challenge Series – Marysville, Baw Baw, Whittlesea, Scotty‟s Ride in and Mt Macedon. Participation numbers exceeded 500 at Marysville and Whittlesea and similar numbers are expected for Mt Macedon on 20th November. For Mt Macedon and going forward in 2012, we have the Cancer Council Victoria has been announced as an ongoing charity partner for the series.

Overall, our membership continues to grow seeing record numbers this year of 6,145. This was seen most in the racing category membership numbers are up (+10% for Elite, +15% for Juniors and +14% for Women) suggesting a trend in interest towards club membership and formalised competitive racing.

A survey of clubs carried out in Q2 indicated the requirement for greater support in assisting clubs to market to potential new members, plan events and assist with obtaining necessary permits to stage events, as well as looking for ways to more adequately resource clubs in regional areas.

Women‟sFurther Information

It is a great honour to be able to present a summary of the achievements by the Women and Girl‟s Commission for 2011. Only For further information regarding this partnership proposal, please contact: twelve months ago we were without an active commission and I was a little overwhelmed with what I considered to be one of the greatest challenges facing our sporting organisation: how to become more welcoming for women? In setting up the current WGC and with the strong backing of the President and the General Manager we decided to modify Cycling Victoria the structure of the Commission to help ensure a continued sense of purpose, and improved interactions with other Commissions.PO BOX 180 Fairfield VIC 3078

Phone: +61 (03) 8480 3000 A call out for interested persons resulted in 26 responses – both female and male with a mixture of passion, education, leadership and Board experience from outside interests. With some difficulty we narrowed the numbers down to a group of 12 representing country, metro, coaching, elite and recreational interests. Our terms of reference identify three core interest areas

that aligned with the CV strategic plan and what we felt matched immediate needs: 1) support for clubs in providing a welcoming environment for female members, 2) pathway development and 3) policy review. Working more closely with other Commissions has resulted in additional time commitments to our members, and I thank them for their willingness to undertake this.

On June 26 we held a Women‟s Officer Forum at VicSport to hear the experiences of the St Kilda Cycling Club women‟s program. St Kilda should be commended on their fantastic work which has seen it develop into the biggest club for women members in the State. Under the guidance of Gaelene Snelling and Lisa Byrne they have installed a culture of „put your hand up and not your hand out‟. Key learnings were relatively simple: keep up communication with female members, and phone up new members and welcome them to the club! Four clubs across the State now provide dedicated women‟s e-newsletters to their female members that are bright, informative and very motivating. These actions have seen more on-the-ground activities within each Club including casual training bunches, greater networking opportunities and an overall positive vibe. In June we also received the announcement that VicHealth awarded Cycling Victoria and BMX Victoria with significant funds to address women‟s participation as a „priority population‟. This was another great achievement by all at Cycling Victoria, and I commend Kipp Kaufmann and Mark Drehlich for their work on the submission. For the next three years the WGC will play a major advisory role in the delivery of this program which focuses on cultural change, policy review and greater grassroots participation from women.

We have made headway on a number of changes across CV business operations this year. All new policies actively consider women not only in terms of equality, but are also making quiet gains on addressing traditional inequalities. Women are now represented on all commissions. Applications for race permits must seek an exemption for not putting on a women‟s race. And in September the CV Board adopted a Diversity Policy, sponsored by the WGC and prepared by WGC member Sue Maddern.

Women‟s cont.

There is still much more work to be done. Women are still under represented across all facets of the sport, from girls, masters, officials and coaches. Even where there is demand for a new women‟s race category, simply adding another race to the program remains a lot harder than it should be. And despite setting up the State selection committees to have female representation, we have yet to fill these roles.

We are working to address some of these issues. Breaking down the perception of cycling as an „aggressive male sport‟ to an outsider is another major challenge. The WGC surveyed all women who raced last summer on the track, asking them (among other things) why they raced. The number one answer was „for fun‟. Racing IS fun. How do we sell this to the casual or recreational rider?

In 2012 the WGC will focus on addressing the perceived barriers to participation. We will play an advisory role in the delivery of the VicHealth priority population group funding program. We will work on ways to develop the racing standard in Victoria alongside the VIS, and we will continue to contribute to policy review and development. We will encourage promoters and clubs to recognise the achievements of women in this sport through positive media participation and with equal prizemoney. And we will help clubs foster more positive vibes for women members through the development of tools and from sharing successful techniques. We have exciting times ahead.

I would like to personally thank all members of the WGC for their enthusiasm and dedication this year: Doug Armstrong, Jacki Barnett, Hannah Bush, John Burtt, Lisa Byrne, Ann-Michel Greenwood, Kerrie Howard, Sue Maddern, Brad Robins, Gaelene Snelling, and Genevieve Sutherland. I would also like to thank Mark Drehlich for all his commitment and contributions, hard work and long hours he has put into the WGC and the VicHealth program. Masters

The Masters Commission continued to work incorporated in the Combined Racing Meeting. This will be reviewed in 2011 to ensure that there is an ongoing focus on masters cycling and adequate focus on this growing area of the sport.

This year CV was responsible for the promotion of Australian Masters Road Championships which were an undoubted success. We thank the City of for their continue support of this event and cycling in general. CV are currently working with CA to ensure that Australian Championships continue to come to Victoria.

The Victorian Championship events continue to grow in size and scope for masters riders. It is envisaged that through the bidding process greater resources and commitments will be made to these events.

The Masters Time Trial Series was continued in 2011 with four events hosted by Castlemaine, Blackburn, Geelong and Carnegie Caulfield. Each of these events were extremely well received and we thank the clubs for their continued support.

We continue to monitor the dates for State Championships to ensure that they are programmed to co-ordinate with national title events and, although only affecting a minority of Masters licence holders, are making sure that our championship dates accord, where possible, with those for NSW to allow the maximum availability of a programme of quality events under championship conditions.

Technical

The past twelve months has seen the T&CC service 81 events and supply 659 Commissaires to help those events function safely and fairly.

In total CV has (as of Feb 2011) 126 certified Commissaires. The break up being:

Level One: 69 Level Two: 33 Level Three: 22 UCI: 2

Of the 22 metropolitan clubs 12 of these have Commissaires. The other 10 clubs are mainly either non-competitive or combine with nearby clubs who do have Commissaires. Of the 32 regional clubs, 19 of these have at least one Commissaire. The clubs who hold the majority of events have sufficient Commissaire numbers. CV will in the next 12 months concentrate on encouraging and assisting all clubs that require Commissaires to have a reasonable rider/ Commissaire ratio.

As always safety is a constant work in progress with the T&CC in conjunction with CV staff. This year highlighted the need for a minimum „Event Day First Aid Response‟, requirement at junior events. With the assistance of Dr Craig French, CV has established that the following minimum requirement will be the standard for next road season:

„Two (mobile) personnel one of whom holds a Diploma of Paramedical Science (Ambulance) HLT50407or equivalent. The remaining personnel shall possess at least Certificate II in Emergency Medical Service First Response HLT21107‟ Tenders are currently being sought for these services. (Tender Document available if req)

The constant prerequisite for „Safer‟ events has seen the need to further train Commissaires (and Promoters) in „Venue or Course‟ safety. The days of a promoter deciding on a course, obtaining the appropriate permits and the Chief Commissaire then turning up on race day and seeing the circuit (for possibly the first time) are numbered. In almost every case there is a last minute rush to find extra witches hats or hay bales to cover posts, holes, signs etc. The T&CC is working with CV staff to instigate training packages which when rolled out will help minimise those last minute safety issues that are often overlooked in the busy lead up to commencing the first event.
