Introduction 1.1.1 The project @leisure planners assisted Council to prepare a Walking and Cycling Strategy for 2019 to 2029 to increase the number of people walking and cycling in Wangaratta. What will the plan do? The plan will identify the following: • Ways to make walking and cycling easier and more enjoyable for more people • Priority improvements to the quality, safety and continuous nature of facilities to better connect people to where they want to go • What can be done to create a culture of cycling and walking in Wangaratta planning and management functions • How to encourage more people of all ages, backgrounds and abilities to ride and walk for longer and more often. Why is Council doing this plan? There are considerable benefits of cycling and walking. These include the personal benefits of physical exercise and the mental health benefits of being outdoors. Walking and cycling are very affordable ways to travel and stay fit, to socialise and reduce stress, and see the outdoors. More people walking and cycling in Wangaratta will mean better health outcomes for the community, less traffic congestion and demand for parking, a quieter, cleaner, greener Wangaratta. More visitors walking and cycling In Wangaratta will mean economic benefits for the City. The last cycling plan was prepared in 1999. The plan will guide Council’s planning and management priorities over the next 10 years, determine how Wangaratta could be more pedestrian and bicycle friendly and as well as guide funding decisions and what projects should seek external funding. DEMAND AND CONSULTATION FINDINGS 3 10/05/19 2 Demand for walking and Population cycling There were over 28,857 residents living in the Rural City of Wangaratta in 2017, 19,930 of 2.1 Context and demographics whom live in urban Wangaratta. Cycling was a very popular pastime during the late 19th century and first half of the 20th century with many clubs forming in the western suburbs. During this period, the Footscray Velodrome was constructed in Hansen Reserve in the mid-1930s and existed until the mid-2000s when the top layer was removed after a failed re-surfacing attempt. Despite this approximately 70% of the banking of the cycling track still exists and the area is unspecified open space. The removal of the Footscray velodrome has led to a complete absence in cycling facilities for the whole of the western suburbs as compared to the north, east and south of Melbourne that have many clubs and extensive facilities. Cycling participation levels are declining in Australia, however, research suggests there is a large latent demand for cycling. While Australians are cycling less they are also doing less physical activity with more than 1 in 2 Australians not meeting their recommended daily amounts of physical activity.

RIDING page FINANCE We are pleased to report a surplus for the MARKETING 41 2015/16 financial year. Most of the CV marketing has focused on increasing the digital footprint. PEOPLE Two key committees were developed this year: Audit and Risk and Nominations. 1. President’s Report Welcome to the 2015 Cycling Victoria Annual General meeting. I take great pleasure in advising that 2016 has been a successful and significant year for Cycling Victoria. Both sport and business outcomes advanced the momentum and achievement of targets set for year one of the 2016 – 2019 Strategic Plan. Specific highlights included: Hosted 6 National Championships and 5 UCI Events An increase in A 10% increase in the racing participation number of officials by 25% and coaches More than 15,000 Significant increase individuals participants in Riding / recreation in riding programs members A surplus of $155,000 from $2,045,000 revenue.
