Mayor of Helsinki After an extensive career in Finnish national politics Mr. Jan Vapaavuori became the Mayor of Helsinki in June 2017 after winning the election with a record number of support. As his first task he set forth a city strategy, laying ground for an ambitious four-year agenda. The strategy champions Helsinki as the “most functional city in the world” with a special focus on sustainable growth, digitalization, global problem solving, creativity and the best possible conditions for happy everyday city life. The strategy also defined Helsinki as a test-bed for start-ups and smart city development projects resulting in an increased global relevance for the city.

In 2012 to 2015 Mr. Vapaavuori served as Minister of Economic Affairs and in 2007 – 2011 as Minister of Housing. Since 2015 he worked as Vice President of the European Investment Bank. As Minister of Economic Affairs, he negotiated the Meyer Turku shipyard sale that played a key role in renewing the Finnish maritime industry. As the Minister of Housing Mr. Vapaavuori created a program that resulted in a decrease of long-term homelessness by fifty percent - a model that has gained international recognition. From 2003 to 2015 Mr. Vapaavuori was a Member of Parliament. During his term as MP, he served among other things as chair of the party's parliamentary group. In addition to his career in national politics, Mr. Vapaavuori has a long-standing career with the City of Helsinki as Member of the Helsinki City Council and as the chairman of the City Board.

Speaker of the EN Matti Vanhanen is an experienced Finnish politician and former Prime Minister of Finland. Currently he is the Speaker of the Parliament. He was also Chairman of the Foreign Affairs Committee in the Parliament, Chairman of the , and in the second half of 2006 he was President of the European Council. In his earlier career he was a journalist. He is also chairman of the Board of Directors of Sitra and the Parliamentary Supervisory Council of the Bank of Finland.

Mr Michael O’Flaherty

Director of the EU Agency for Fundamental Rights Michael O'Flaherty is Director of the EU Agency for Fundamental Rights. Previously, he was Established Professor of Human Rights Law and Director of the Irish Centre for Human Rights at the National University of Ireland Galway, and served as Chief Commissioner of the Northern Ireland Human Rights Commission. From 2004-2012, he was a member of the UN Human Rights Committee. His earlier UN career included leadership of human rights protection programmes in Sierra Leone and Bosnia-Herzegowina.

Mairead McGuinness is the First Vice-President of the European Parliament and represents the Midlands-North-West constituency in Ireland.

As First Vice-President, she oversees relations with national parliaments, in particular with the EU affairs committees of Member State parliaments.

She has responsibility for the Parliament’s dialogue with religious and non- confessional organisations on EU policies and legislative proposals.

She is also Vice-President with responsibility for North America.

Mairead is a member of the Parliament’s Committees on Agriculture and Rural Development, the Environment, Public Health and Food Safety, and Constitutional Affairs.

As an influential member of the Agriculture Committee since 2004, she has worked on CAP reform and has defended the position of farmers in the food supply chain – most recently in achieving new EU legislation to tackle Unfair Trading Practices.

She was a lead negotiator for the EPP Group on medical devices legislation, guaranteeing increased standards in patient safety and encouraging industry to innovate.

A Member of the Parliament’s Committee for overseeing the Brexit process (AFCO), Mairead has strongly defended EU interests with regular media appearances. She is chair of the Parliament’s working group on the administrative consequences of Brexit.

Mairead chaired the Parliament’s investigation into the collapse of the Equitable Life assurance company which identified issues around weak financial regulation.

Prior to becoming an MEP she was a well-known journalist, broadcaster and commentator.

Mairead was elected First Vice-President of the European Parliament in January 2017 and was re-elected to the post in July 2019. She has been a Vice-President of the Parliament since July 2014.

Ms Mari Pantsar

Director, Carbon Neutral Circular Economy, the Finnish Innovation Fund Sitra Dr. Mari Pantsar is the Director of the Carbon-Neutral Circular Economy theme at Sitra, the Finnish Innovation Fund, which is the future fund of Finland. Dr. Pantsar joined Sitra in 2014 and leads the climate solutions, circular economy, sustainable everyday life and World Circular Economy Forum programs. Her task is to help Finland develop into an ecologically sustainable, competitive society. Mari has about 20 years of experience in cleantech business development. After managing the environmental team for forestry giant UPM, she moved to public and private positions in the cleantech sector. She led, among other things, the Finnish Cleantech Cluster and the ’s cleantech strategy program. She has also served on the boards of several cleantech companies. Today, Mari is the co-chairman of the Circular Economy Group of the Northern Dimension Business Council, a member of the board of directors of International Institute for Sustainable Development and a member of several international circular economy working groups. Mari has a Ph.D. from the University of Helsinki. She is also an adjunct professor at the University of Helsinki and the Lappeenranta University of Technology.

Mr Markku Ollikainen

Chair of the Finnish Climate Change Panel Markku Ollikainen is a Professor of Environmental and Resource Economics at the University of Helsinki. His research interests cover, among other topics, climate mitigation and adaptation, emissions trading schemes and other instruments promoting carbon free economic growth. He has published his research in leading international scientific journals. He is currently the Chair of the Finnish Climate Panel established by the Finnish Climate Act to provide advice in climate issues for Finnish policy makers.
