IN AlTENDANCE The Chief Committee Services Manager, Head of Planning and Development, Development Control Manager, Strategic Planning Manager and the Team Leader, Local Plans. PLANNING APPLICATION S/05/00837/OUT - CONVERSION OF EXISTING STABLES TO DWELLINGHOUSE (IN OUTLINE) - OUTBUILDINGS AT SWlNSTlE FARM, SWlNSTlE ROAD, CLELAND 1. Under reference to paragraph 1 of the Minute of the meeting of this Committee held on 17 August 2005 in so far as it related to planning application S/05/00837/OUT for the conversion of existing stables to a dwellinghouse, in outline, for outbuildings at Swinstie Farm, Swinstie Road, Cleland, the Committee considered a report (docketed) by the Director of Planning and Environment and thereafter proceeded to hold a hearing. Consideration was also given to oral representations made by the applicant who was in attendance at this time. Decided: that the application be refused in accordance with the Director's recommendation for the reasons outlined in the report. SPECIAL PLANNING AND ENVIRONMENT - 30 August 2005 PLANNING APPLICATION C/05/011OO/OUT - ERECTION OF HOUSE AND GARAGE (IN OUTLINE) - BIRKENSHAW, BIRKENSHAW ROAD, ANNATHILL, COATBRIDGE 2. Under reference to paragraph 2 of the Minute of the meeting of this Committee held on 26 July 2005 in so far as it related to planning application C/05/01100/OUT for the erection of a house and garage, in outline, at Birkenshaw, Birkenshaw Road, Annathill, Coatbridge, the Committee considered the report (docketed) by the Director of Planning and Environment and thereafter proceeded to hold a hearing. Consideration was given to oral representations made by the local Member, Councillor M. Clark and the applicants who were in attendance for this item. Councillor Johnston, seconded by Councillor Hogg moved that the application be refused in accordance with the Director’s recommendation for the reasons outlined in the report. Councillor W. Martin, seconded by Councillor Pentland, moved, as an amendment, that the application be granted. On a vote being taken, 6 Members voted for the amendment and 10 Members voted for the motion, which was accordingly declared carried. Decided: that the application be refused in accordance with the Director’s recommendation for the reasons outlined in the report. URBAN EXPANSION AREAS 3. There was submitted a report (docketed) dated 30August 2005 by the Director of Planning and Environment (1) seeking approval for the promotion of six strategic locations for further urban expansion in the Glasgow and Clyde Valley Joint Structure Plan and the North Lanarkshire Local Plan areas; (2) outlining the background relative thereto; (3) containing in a number of appendices to the report (a) a summary of the urban expansion area evaluation exercise for North Lanarkshire; (b) details of the strategic North Lanarkshire Local Plan housing objectives and the post 2011 Glasgow and the Clyde Valley Structure Plan requirements, and (c) a plan containing the areas proposed, being (A) South Cumbernauld; (B) Gartcosh and Glenboig; (C) North Coatbridge; (D) East Airdrie; (E) East Motherwell Villages, and (F) South Wishaw, and (4) recommending that the Committee approve the report. Decided: that the Committee approve the potential urban expansion areas detailed in the report as the preferred locations for medium term significant housing development to be promoted through the North Lanarkshire Local Plan and Glasgow and the Clyde Valley Joint Structure Plan. 1043 .
