The Committee on the Exercise of the Inalienable Rights of the Palestinian People convened the United Nations Seminar on Assistance to the Palestinian People under the theme “Building institutions and moving forward with establishing the State of Palestine.” In accordance with General Assembly resolutions 64/16 and 64/17. The meeting was held at the United Nations Office at Vienna on 24 and 25 March 2010. 2. The Committee was represented by a delegation comprising Zahir Tanin (Afghanistan), vice-Chairman and head of the delegation; Pedro Núñez Mosquera (Cuba), Vice-Chairman; Saviour F. Borg (Malta), Rapporteur; Minas A. Hadjimichael (Cyprus), and Riyad Mansour (Palestine). 3. The meeting consisted of an opening session, three plenary sessions and a closing session. The themes of the plenary sessions were “The current socio-economic situation in the Occupied Palestinian Territory”, “Looking to the future: advancing the Palestinian State-building agenda” and “International assistance in support of the Palestinian economy”. 4. Presentations were made by 16 experts. Representatives of 54 Member States in addition to the Holy See and Palestine, as well as 4 intergovernmental organizations, 6 United Nations bodies, 13 civil society organizations and the media attended the Meeting. -

Overview n Popular terrorism continues in Judea and Samaria, with a stabbing attack at the Lion Gate in the Old City in east Jerusalem. Two Border Policemen were wounded. The Palestinian attacker was from Jabal Mukaber, an east Jerusalem neighborhood from which many Palestinian terrorist operatives have come. In a separate incident, a Palestinian stabbed an Israeli in an attack that took place near a roadblock south of Bethlehem. The motive for the attack is so far unclear. n On March 10, 2017, Mahmoud Abbas spoke on the phone with Donald Trump, the first conversation since Trump entered the White House. A spokesman for Mahmoud Abbas said Trump had invited Abbas to the White House to discuss ways to renew the peace process. According to Mahmoud Abbas, they discussed their mutual commitment to the peace process and the two-state solution. n Following the revelation that two senior UNRWA employees were elected to the new Hamas political bureau in the Gaza Strip, Israel appealed to the United States and other countries that contribute funds to UNRWA. In response the chairman of the department for refugee affairs in HamasJudea, threatened Samaria andcrises Jerusalem would occur if support for UNRWA were affected. He claimed it was the "right" of every Palestinian who worked for UNRWA to "engage in political activity" [i.e., to belong to Hamas]. -

SUMMARY Introduction Dr. Mahdi Abdul Hadi welcomed the participants to the second meeting on The Future of the Palestinian National Identity. After summarizing the main ideas of Rashid Khaldi’s recent study on the Palestinian identity, he noted that while some scholars claim that the Palestinian identity began to evolve in the early 50’s, others insist on referring in this regard to the roots of the Arab National Movement and the early days of the Arab awakening, which occurred during the period of Ottoman rule. He added that the former group support their position by saying that during the early 50’s, the Arab countries in the region respected the decision of the Political Committee of the Arab League to maintain the Palestinian identity and therefore, with the exception of Jordan, did not grant citizenship to Palestinians. Dr. Mahdi Abdul Hadi referred to the previous roundtable meeting on the same issue by saying that the spirit of the aforementioned meeting had been dominated by self-critique and by the exposure of the psychological, cultural, and geographical gap between the West Bank and Gaza. -

Articles & Testimony Both sides may have reached a dead end, with Washington seemingly running out of pressure points and the PA increasingly backing away from the eroding diplomatic process. he Trump Administration announced plans Monday to close the Palestine Liberation Organization (PLO) T mission in Washington D.C., sparking visceral reactions from Palestinian officials. The mission, which serves as a de facto Palestinian embassy, has been given a month to pack up. The move was described by PLO Executive Committee Member Hanan Ashrawi as “crude and vicious blackmail” while the head of the PLO Delegation to the United States, Ambassador Husam Zomlot, called it part of an “ongoing campaign to liquidate our [Palestinian] rights and cause.” The intensity of the Palestinian reactions cannot be explained purely by Monday’s announcement. After all, the PLO mission in Washington was regularly bypassed by senior Palestinian leaders in Ramallah who preferred to directly engage with U.S. officials—whether in terms of bilateral U.S.-Palestinian relations or regarding matters relating to the peace process. But the move is particularly symbolic. And with an escalatory dynamic and heated tensions defining Palestinian-U.S. relations in recent months, the mission’s closure has now become a major flashpoint. The establishment of a PLO mission in Washington in 1994 was a seminal moment. -

Update on Conflict and Diplomacy 16 NOVEMBER 2017–15 FEBRUARY 2018 COMPILED BY PAUL KAROLYI This update is a summary of bilateral, multilateral, regional, and international events affecting the Palestinians and Israel. More than 100 print, wire, television, and online sources providing U.S., Israeli, Arab, and international independent and government coverage of unfolding events are surveyed to compile the quarterly Update. Highlights of the Quarter: Nearly every major action within Palestine and Israel this quarter is predicated on U.S. president Donald Trump’s pledges to move the U.S. embassy in Israel from Tel Aviv to Jerusalem and to formally recognize Jerusalem as Israel’s capital, reversing decades of U.S. policy. The decision provokes an international backlash, sparks a wave of protests and clashes in the occupied Palestinian territories, compromises U.S. diplomatic efforts, and encourages Israel to further advance settlement and annexation plans. While the Israelis celebrate Trump’s decision, the Palestinians argue that it illustrates Washington’s pro-Israel bias and refuse to accept the United States as the sole mediator in any future peace talks. Outraged, Trump orders punitive cuts to U.S. humanitarian aid dedicated to Palestinian refugees, further undercutting any peace initiative, which advisors insist is still underway. The Palestinians begin pursuing a new, multilateral framework to continue the peace process. Amid these developments, the Palestinian national reconciliation process stalls once again. -

Statements by Jim Zanotti President Trump suggest that the Administration may seek via these cuts to persuade the Specialist in Middle Palestine Liberation Organization (PLO) to participate in U.S.-led diplomacy on the Eastern Affairs Israeli-Palestinian peace process. Despite the funding cuts, PLO Chairman and Palestinian Authority (PA) President Mahmoud Abbas and other PLO/PA officials have not reversed their decision to break off diplomatic contacts with the United States, which came after President Trump’s December 2017 recognition of Jerusalem as Israel’s capital. Various observers are debating what the Administration wants to accomplish via the U.S. funding cuts, and how compatible its actions are with U.S. interests. Some Members of Congress have objected to the cuts, including on the grounds that they could negatively affect a number of humanitarian outcomes, especially in Hamas-controlled Gaza. Some current and former Israeli security officials have reportedly voiced concerns about the effects of drastic U.S. cuts on regional stability. Introduction Incertitude and confusion continue to envelop the Palestinian-Israeli negotiations, which appear to be going on devoid of any content. Despite the stated American desire and pursuit to reach an agreement by the end of this year, and with talks about the proximity of reaching an agreement in the form of a declaration of principles, there is no real indication on the ground that the current talks will lead to an agreement. Israel continues to build and expand settlements, isolate Jerusalem, construct the Apartheid wall, and persist to carry out military operations in the West Bank and Gaza Strip, while tightening the restrictions on the movement of citizens and goods, thus significantly undermining the ability of the Palestinian government to implement its reform and development programs at both the security and economic levels. The consequences of the military action that brought Hamas into control in the Gaza Strip continue to amplify the internal crisis. Added to that is Hamas’ insistence on establishing a military rule there, which will have a negative impact on the Palestinian internal dispute, especially after the failure of Arab efforts, most recently the Yemeni initiative, in advancing dialogue between Hamas and Fateh.
