The Committee on the Exercise of the Inalienable Rights of the Palestinian People convened the United Nations Seminar on Assistance to the Palestinian People under the theme “Building institutions and moving forward with establishing the State of Palestine.” In accordance with General Assembly resolutions 64/16 and 64/17. The meeting was held at the United Nations Office at Vienna on 24 and 25 March 2010. 2. The Committee was represented by a delegation comprising Zahir Tanin (Afghanistan), vice-Chairman and head of the delegation; Pedro Núñez Mosquera (Cuba), Vice-Chairman; Saviour F. Borg (Malta), Rapporteur; Minas A. Hadjimichael (Cyprus), and Riyad Mansour (Palestine). 3. The meeting consisted of an opening session, three plenary sessions and a closing session. The themes of the plenary sessions were “The current socio-economic situation in the Occupied Palestinian Territory”, “Looking to the future: advancing the Palestinian State-building agenda” and “International assistance in support of the Palestinian economy”. 4. Presentations were made by 16 experts. Representatives of 54 Member States in addition to the Holy See and Palestine, as well as 4 intergovernmental organizations, 6 United Nations bodies, 13 civil society organizations and the media attended the Meeting. -

Overview n Popular terrorism continues in Judea and Samaria, with a stabbing attack at the Lion Gate in the Old City in east Jerusalem. Two Border Policemen were wounded. The Palestinian attacker was from Jabal Mukaber, an east Jerusalem neighborhood from which many Palestinian terrorist operatives have come. In a separate incident, a Palestinian stabbed an Israeli in an attack that took place near a roadblock south of Bethlehem. The motive for the attack is so far unclear. n On March 10, 2017, Mahmoud Abbas spoke on the phone with Donald Trump, the first conversation since Trump entered the White House. A spokesman for Mahmoud Abbas said Trump had invited Abbas to the White House to discuss ways to renew the peace process. According to Mahmoud Abbas, they discussed their mutual commitment to the peace process and the two-state solution. n Following the revelation that two senior UNRWA employees were elected to the new Hamas political bureau in the Gaza Strip, Israel appealed to the United States and other countries that contribute funds to UNRWA. In response the chairman of the department for refugee affairs in HamasJudea, threatened Samaria andcrises Jerusalem would occur if support for UNRWA were affected. He claimed it was the "right" of every Palestinian who worked for UNRWA to "engage in political activity" [i.e., to belong to Hamas]. -

ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. Between Geopolitics and Geoeconomics: The Growing Role of Gulf States © 2021 IAI in the Eastern Mediterranean by Adel Abdel Ghafar ABSTRACT The role played by countries of the Gulf Cooperation Council (GCC) in the Eastern Mediterranean is becoming increasingly ISSN 2610-9603 | ISBN 978-88-9368-177-3 important. This calls for an assessment of their evolving relationship with countries in the region, as well as their involvement in the Libyan conflict. Increased involvement by Gulf actors may inflame existing regional rivalries and geopolitical tensions. The interests of GCC countries in the Eastern Mediterranean are first analysed in the broader context of regional rivalries. Special attention is then devoted to Egypt, Libya, Lebanon, Greece and Cyprus, while considering the role of other key regional actors such as Turkey and Israel. Recommendations on why and how the new US administration should intervene to decrease regional tensions are provided. Articles & Testimony Both sides may have reached a dead end, with Washington seemingly running out of pressure points and the PA increasingly backing away from the eroding diplomatic process. he Trump Administration announced plans Monday to close the Palestine Liberation Organization (PLO) T mission in Washington D.C., sparking visceral reactions from Palestinian officials. The mission, which serves as a de facto Palestinian embassy, has been given a month to pack up. The move was described by PLO Executive Committee Member Hanan Ashrawi as “crude and vicious blackmail” while the head of the PLO Delegation to the United States, Ambassador Husam Zomlot, called it part of an “ongoing campaign to liquidate our [Palestinian] rights and cause.” The intensity of the Palestinian reactions cannot be explained purely by Monday’s announcement. After all, the PLO mission in Washington was regularly bypassed by senior Palestinian leaders in Ramallah who preferred to directly engage with U.S. officials—whether in terms of bilateral U.S.-Palestinian relations or regarding matters relating to the peace process. But the move is particularly symbolic. And with an escalatory dynamic and heated tensions defining Palestinian-U.S. relations in recent months, the mission’s closure has now become a major flashpoint. The establishment of a PLO mission in Washington in 1994 was a seminal moment. -

Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list. -

It is denied that the words complained of are actionable, for the following reasons: 1.1. The issues raised by the claim, specifically the lawfulness and propriety of the alleged activities of the Claimant on behalf of the UAE in the conduct of its foreign affairs, are beyond the subject matter jurisdiction of this Court. 1.2. The words complained of are not defamatory of the Claimant as there are no common standards of society generally (either within England and Wales or across the Additional Jurisdictions specified in the Amended Particulars of Claim) by which the alleged activities of the Claimant on behalf of the UAE in the conduct of its foreign affairs can be judged by this Court. 1.3. The words complained of are not defamatory of the Claimant, alternatively have caused no serious harm to his reputation, in light of his pre-existing reputation within the jurisdiction and within the Additional Jurisdictions specified in the Amended Particulars of Claim, which associates him with corruption, torture and human rights abuses, the use of force for political ends and opposing, undermining and supporting the overthrow by force of democratic governments in the Middle East and North Africa on behalf of the UAE. 1.4. The words complained of do not bear the meanings relied on by the Claimant.
