CHINA DIVISION—EXCHANGE ON FUNDS OF RETURNING MISSIONARIES: VOTED, That the following be the policy as regards ex- change on funds of missionaries returning from China: That missionaries who have sold their household effects and are returning to the homeland be expected to exchange all of their money that they possibly can through the banks of China, with the understanding that for any additional funds they may have to transfer to the homeland, the division committee be au- thorized to give them dollars for their local currency at the United Board current exchange rate. This plan is in harmony ,iith the suggestion made by the China Division Committee, and it is to be retroactive to May 1, 1944, with the understanding that any cases that may need special attention shall be brought to the officers for study by the General Conference treasurer. It was VOTED, To authorize the Religious Liberty Department to use the case of James Lewis Girouard, an employee of the New England Sanitariu and Hospital, as a test ease before the United States Supreme Court, in an endeavor to obtain a modification of naturalization procedures which now bar from citizenship in the United States any one unwilling to bear arms in defense of the country, even though willing to serve in the military forces in a noncombatant capacity in time of war; and further, that the Department be authorized to consult and employ lawyers to plead this case. UNIVERSAL MILITARY TRAINING: The fact-finding committee on the question of universal military training, appointed in the meeting of June 10, reported that they had done their work, and now desired the aopointment of a time when they could present their findings to this Com- mittee. UNIVERSAL MILITARY TRAINING: The fact-finding committee appointed in the meeting of June 10 submitted their report, which consisted first of a sum- mary of the plan being proposed by the government with reference to compulsory military training for all young men in the United States between the ages of eighteen and twenty-one; a brief re- view of the history of universal military training; and then a summary of the arguments made by notable men and various poli- tical, educational and religious groups for and against the plan of the government. The remainder of the time was spent in a further dis- cussion of what our attitude should be in the matter, without reaching any definite conclusion, except that further study should be given to the question, and especially to the formula- tion of a plan of instruction and training for our own young 1945 June 24, 1945 people which might be accepted by the government in lieu of the government plan for universal military training. CHURCH BUILDING IN PHOENIX, ARIZONA: Request was presented from the Pacific Union on behalf of the Arizona Conference, for approval of the erection of a church building for the colored congregation in Phoenix, at a cost of 412,000. The church has a portion of the funds in hand, the union is appropriating 44,000, and the local conference gives assurance that the project will be completed without incurring any indebtedness. VOTED, That we approve of the erection of the church building as proposed, for the colored church in Phoenix, Arizona. TRENTON (NEW JERSEY) CHURCH: Request was presented from the Columbia Union on behalf of the New Jersey Conference, for approval of the erection of a new church building in Trenton. It is estimated that the build- ing can be erected for 440,000, on a lot owned by the church. 1951 June 28, 1945 The plan of financing is as follows: cash on hand, 410,000; from sale of,old church, 910,000; New Jersey Conference, $5,000; Union and Church Extension, $5,000; local church to raise $10,000;and the New Jersey Conference agrees to underwrite any deficit. VOTED, That we approve of the erection of the new church building as'proposed, for the church in Trenton) New Jersey, with the understanding that building operations will proceed only as the funds are in hand. CANADIAN WATCHMAN PRESS: The Canadian Watchman Press is in need of some additional equipment, and of enlarging their present plant by an addition of 40 X 70 feet on the southeast corner of the present building. The Review and Herald and the Pacific Press are each contribut- ing $5,000, and the Southern Publishing Association $2,500 toward a fund for this purpose, and request is made for an appropriation of $5,000 from the General Conference, as well as for approval of making the proposed addition to the Press building, VOTED, To appropriate $5,000 from the Contingency Fund to the Canadian Watchman Press, as requested, and that we approve of the erection of the proposed addition to the Canadian Watchman Press blinding, BROADVIEW PROPERTY: Consideration was given to the question of the Broadview College and Theological Seminary property, in which the Illinois Conference is conducting the Broadview Academy, and the follow- ing agreement was adopted: 1. In a review of the establishment of the Broadview institution, we recognize the special circumstances surrounding the founding of the school as creating Obligations for which we recommend the provision of $45,000 tot devoted toward the object for which money was originally collected from the Swedish con- stituency,--the education of Swedish workers for North America and Sweden. 2. That the §45,000 be provided as follows: from the General Conference, $20,000; from the Lake Union, 012,500; from the Illinois Conference, 012,500; this fund to be distributed as follows: $35,000 to pay any indebtedness and provide equipment for the Swedish Missionary School (Sweden); 410,000 to be set up as a fund to assist in the education of Swedish workers, includ- ing those in America for whom arrangements may be made to study in Sweden or vice versa; the fund to be administered by the Swed- ish Missionary School, 1952 June 28, 1945 3. That the title to the :Broadview property be trans- ferred to the Illinois Conference Association, with the under-. standing that it will be used for school purposes, or if the conference desires, the property be disposed of and the proceeds used for the establishment of a school in another place. And further, that the depreciation set up to the credit of the Broad- view College and Theological Seminary, and the credit for sale of equipment and live stock be canceled, and that the appropria- tions for operating and insurance heretofore made by the General Conference be discontinued as of June 30, 1945, VOTED, That the foregoing plan be referred to the Broad- view College and Theological Seminary Board for confirmation.
