S.—COUNCIL. Sir John Madden aud Sir1 Henry Wrixon have been re­ elected Chancellor and Vice-Chancellor respectively for tho year 190S. Mr. William Thwaites, M.A, M.C.K., Chief Engineer of the Melliourrre and Metropolitan Board of Worts,-who had been a member of lire Coirncil and of the Faculty of Engineering since October, 1S'.)0, died in December, 1907. The seat- Occupied on the Council by the Honourable George Swinburne, M.L.A.., Minister of Agriculture, having become vacant; the Hon. Ewen Hugh Cameron, M.L.A., Minister of Public Works, was appointed a member of the Council in November, 1907. He resigned in the following March, and Mr. Swinburne was reappointed a member1 by the Governor-in-Council. The following have been re-elected members of the Council for1 a period of five years:—Sir Henry Wrixon, K.C.M.G., M.A.; the Archbishop of Melborrrne (Herrrv Lowther Clarke, M.A., D.D.): Professor Allen, M.I'j.; Mr. John Crice, B.A., LL.B.; Mr. Frank Tate, MA., l.S.O. Leave of absence for1 twelve months from the 1st January, 190S, was granted to the Archbishop of Melbourne to enable him lo visit Europe. Leave of absence for a similar period was granted to Dr. Leeper in March, 19oS.

9.—THE FACULTIES. Dr. J. 11, MacFarland and Mr. L. A. Adamson have been appointed by the Council members of the Faculty of Arts for three years under- Section 3 of Statute IV., in place of Miss S. Williams, M.A., and Dr. Leeper, who have resigned. Alterations have been made in the Statutes by which the Inspector-General of the Insane and the Medical Inspector of the Boai'd of Public 'Health become ex officio member's of the Faculty of Medicine.

10.—THE PROFESSORS. Mr. ,1. A. Gilruth, M.K.C.V.S., F.K.S.K., Chief Veteri- na-riiia to the Government of New Zealand, has been appointed to the new position of Professor of Veterinary Pathology and Director- of the Stock Disease's Research Institute. Mr. Gilruth will, begin his work iu February, 1909. Professor ''Harrison Moore has been granted leave to accept the position of Advisor to the 'Victorian Government on tho Constitutional character of-Commonwealth Legisla­ tion; and Mr. E. 0. G. Assistant Lecturer in Constitutional History and Law and Public International Law in order to relieve Professor Moore of portion of bis work. Leave of absence was granted to Professor Tucker from March to December, 1908, to enable him to visit Europe, the wor-k irr Classical Philology being taken during his absence by Mr. W. Kerry ami Mr. E. VV. Cornwall. Leave of absence was granted to Professor Osborne for six months, from October, 1907, his work during his absence being taken by Dr. J. F. Wilkinson, Dr. R. Stawell, aud Mr. A. C. H. Kothora.

11.—UNIVERSITY ARCHITECT. A vacancy in the position of University Architect was caused in August, 1907, by the death of Mr. F. ,T. Smart, F.R.V.I.A., the last surviving member of the firm of Reed, Smart & Tappin, who have been Architects to the University since the death of Mr. Joseph Reed in 1S90. The position has not as yet been refilled, the worts now irr progress being entrusted to Mr. M. G. Peebles.

12.-• LECTURERS AND DEMONSTRATORS. Mr. W. Beattie Smith, F.R.C.S., resigned his position as Instructor in Mental Diseases at the beginning of 190S, and received the thanks of the Council for his services. Rhodes Scholarship Selection Committee— Professor' Lyle. 15.—DAVID SYME PRIZE, The annual prize of .£100 founded in 1905 by Mr. David Syme for the best thesis based rrpon original work in Bio­ logy, Chemistry, Geology or Natural Philosophy, open to all persons resident in Ansti'alia for not less than five years, has been awarded to Basil Kilvington, M.D., Melbourne, for his researches on " The Regeneration of Nerves."

Lc Contour, B.A. (Queen's College). 17.—BACTEEIOLOC1 ICA L LA BORATORY, The Report of the Bacteriological Laboratory for 1907, which is contained in an Appendix to this Report, shows the following statistics of examinations, in addition to teaching arrd research work aud sundry unclassified investiga­ tions :— Examinations of disease specimens for the Board of Public Health, the Hospitals, and Medical Prac­ titioners, :

IS.—SPECIAL CLASSES. 'I'he usual classes in Dairy Bacteriology for Butter Factory Managers conducted by Dr. Bull iu May, 1908, were attended by 11 students. Dr. Bull also conducted a post-graduate course in Clinical Bacteriology, which was attended by 30 medical graduates.

19.—STATUTES AND REGULATIONS. The Amendments of Statutes and Regulations adopted during the year' are set out in an Appendix to this Report. The most-important-matters dealt with are:—The conditions for the award of the George Lansell and Jessie Leggatt Scholarships; the opening of the D.Sc. Degree to other than Science graduates who can show that they have received an adequate scientific training ; the introduction into the En- giueeringKcgulations of aclarrse requiring students to under­ go training irr Ambulance work before obtaining a Degree; a provision allowing Arts students under certain conditions to corrrplete their course by passing at the Final Honour Exarrrination; and an exterrsiorr of the course in Anatomy for Dental students.

20.-NEW BUILDINGS. In December, 1907, the Government made a grant of .£4,500 (subsequently increased to £6,'i0()), for the erec­ tion of additional, accommodation for the Departments of Anatorrry and Pathology. The work was at once put in hand under the supervision of Mr. Peebles, and is now almost completed. A rrew storey has boon added to the North and West wirrgs and to part of the South wing of the New Medical School, providing a new Museum, Work­ shop, Optical and Research Rooms, and a spacious and well- ventilated Dissecting Room with Bone Room attached for the Department of Anatonry, and large, well-lighted Laboratory and Research Laboratories for the Department of Pathology. The Lecture Theatre has at the same time been remodelled and enlarged. The sum granted by the Government being insufficient for thc completion of the projected alterations, the balance of the University Appeal Fund of ]90o, arrrouriting to about 550 ANNUAL RKPOItT, 11)07-1 DOS.

•£500, has been used for the purpose, and donations from the Medical Association and from medical practioners have rendered it possible to provide a portion of the new equip­ ment required for the Liissecting Room and the Museum or' Anatomy. Thc new rooms of the Pathology Department remain for the present unequipped. It is estimated that a. sum of about £\ .500 is still required to complete the fittings of the two Departments.

The most serious defect" of the new Mining School—the absence ot air Ore-Treatment Plant for teaching purposes— will, it is-hoped, be remedied before the beginning of the next Academic year, the Government- having prorrrised a contriliution of .£2,000 for this purpose on coiioition that a similar snrrr is obtained from other sources. Mr. II. H. Schlapp, who has takerr the greatest interest irr the work of the school, has given a donation of .£400 towards the same object, and a number of prominent manufacturers and mining companies have promised donations in money or machinery. A more general appeal is now being made, with every prospect of success.

22.—VETERINA1!Y SCHOOI.. Iu accordance with the recommendations of the com­ mittee appointed by the University and the Minister of Agriculture, in 190ri, the Government has decided to provide an annual endowment of ,£:i250 for thc establishment of a Veterinary School, and a sum of .£-1000 for the erection of a Stock Diseases Research Institute in connection with the school. The school is to be controlled by the Council of the University, on the advice of a Faculty appointed partly by the University and partly by the Minister; of Agriculture, the funds being kept entirely separate from other Univer­ sity funds. Tho first step towards the establishment of the school has been taken by the appointment of Mr. J. A. The necessary Regulations for the institution of courses for a Degree and a Licence irr Veterinary Medicine have been drawn up and are now before the Council. Final action cannot, however, be taken until an Act has been passed to carry out the Government's intention of providing an endowment for a term of not less than ten years.

2o- —INSTITUTE OF TROPICAL MEDICINE. The negotiations for the establishment of air Institute of Tropical Medicine at Townsville have been continued during the year. 'I'he Universities of Sydney, Melbourne, and Adelaide have agreed upon a. scheme by which the Institute will be managed by"the Senate of the University of Sydney, with the assistance of a Committee representing the Govern­ ment of Queensland and thc three Universities; the first- Director being appointed for a term of five years by a Joint Committee of the Royal Society of London and the Schools of Tropical Medicine of London and Liverpool. Contribu­ tions to the initial expenses will be made by the three Universities, while the annual expenditure will be provided for by grants from the Commonwealth and Queensland Governments. The Colonial Office has also agreed to con­ tribute .£400 from the Tropical Diseases Research Fund.

24.—GO VERNMENT RESEARCH SCHOLA RSHTPS. In March, 1908, the Government made a special grant of .£1,000 for the institution of Scholarships for Scientific Research. The Regulations drawn up by thc University and approved by the Premier provided that the Scholarships should be open to all persons whether members of the University or not who gave evidence of their capacity to carry out research work.
