Cst. Griffioen, one of our new recruits, and Cst. Marsden, who is on light duties, are working on charting our rental housing, crime locations, demographics and connections between them. This is anticipated to take several months to complete. S/Sgt. Ens feels that this will assist with the detachments crime reduction strategy in that it will help identify hot spots as well as any connections between low rental housing and crime. it will also help with speaking to landlords and addressing how they lease properties and to whom. The new 2015/16 Annual Performance Plan is now being implemented. The Divisional priorities are Respectful Workplace, Crime Reduction and Traffic. The initiatives that will be implemented by the detachment are being built surrounding these three areas. These initiatives will focus on traffic, chronic offenders, crimes of significance - like drug dealing, car shopping, and property crimes. We are looking forward to an effective year of policing. We are going through the typical RCMP HR rotation. We have three new cadets that have just started and one more that will be starting in a few weeks. The members that have just started are excited and show a ton of promise. It is a priviledge to have new members and have the opportunity to train and see them develop. During this year we will have about half of our staff turn over. Strategically we want to continue our team approach and will be focusing on our general community intentionally working with City Bylaws, Health and Fire to ensure that residents have safe affordable housing and a safe community. These two areas go hand in hand. If problematic, people are allowed to reside in a community; there is no question it has a negative impact with respect to criminal activity. Respectfully, RD. Agenda Zuchotzki: That the agenda be adopted as presented. Carried Minutes Heon: That the minutes of the North of Divide Regular Meeting of February 19, 2015 be accepted as presented. Carried Financial Krushelnitzky: That the February 28, 2015 bank reconciliation be approved as presented. Carried Osborne: That the list of accounts paid (cheque numbers 289-312) be approved. Carried Zuchotzki: That the February 28, 2015 financial statements be approved as presented. Carried Budget Larry Heon was concerned about last months motion that the contract with Commissionaires be extended for another six months. Loon Lake was not represented at the February meeting. Itwas felt that approval from each individual Council should be given before commitments are made to finance extended bylaw enforcement and Emergency Mutual Aid. Heon: That letters be sent to each community asking for their approval to continue the Commissionaires contract for another six months and to split equally the costs among participating members for Emergency MutualAid. Carried Zuchotzki: That the 2015 budget be tabled until we hear back from all municipalities that they wish to take part in the bylaw enforcement and Emergency Mutual Aid. Jo Ann is to contact Colleen Young and ask her to join us in that meeting. Bylaw Enforcement Tabled until letters come back from municipalities. DOCP Perry reported on the ratepayers meeting held by the RM of Meadow Lake on February 28, 2015. Jim Walters from Crosby Hanna and Associates (invited by the RM of Meadow Lake) discussed NODCA’s DOCP and some of the problems they see with it. Krushe/nitzky: That NODCA send a letter to all councils to request Crosby and Hannah to do a proposal to amend the North of Divide District Plan and ifthey would entertain paying a portion of this cost or using some of the 55 West Contribution to pay for it? Carried Emergency Mutual Aid Committee Heon: That the minutes of the North of Divide Emergency Mutual Aid Committee meeting of February 19, 2015 be accepted as presented. Carried Subdivision and Development Permits Application to subdivide by Sarah and Quenten Demers to build a house on SE ‘/2Sec 20-60-20 W3 was presented to the Board. Krushe/nitzkyi.‘ That Nodca accept with no concerns the RM of Meadow Lake’s application on behalf of Sarah and Quenten Demers Demers to build a house on SE ‘ASec 20-60-20 W3. Carried Northwest Trade Fair NODCA will not put up a table at the Trade Fair.
