    The Urban Threat: Guerrilla and Terrorist Organizations Introduction Background Throughout history, urban guerrilla and terrorist groups have attempted to achieve their objectives through non-traditional and often violent means. As the recent embassy bombings in Kenya and Tanzania and urban guerrilla operations over the last ten years indicate, these forms of urban operations will continue well into the next millenium. In fact, projected increases in urbanization, especially in developing nations, point to a rise in such activity. It is widely accepted that urbanization, predominately in developing countries, will increase rapidly over the next 20 years as population rates increase and the rural populace migrates to urban areas to find employment. If the infrastructure of these cities can not keep pace with this increased urbanization, the inhabitants of these cities will become quickly disgruntled. Unemployment rates will soar as more people flock to the cities to find fewer and fewer jobs. Disease will become rampant as these people establish “shanty towns” with poor sanitation, no medication and little food. In their quest for survival, these disgruntled people are likely to join groups aimed at improving their predicament, usually through violent means. This is the environment in which our forces will find themselves operating in the 21st century. Urban guerrilla groups and terrorist organizations clearly constitute one of the greatest threats to our forces abroad. Because of the randomness and unpredictability of guerrilla offensive operations and terrorist acts, it is important that all service members, private through general, understand these organizations and the threat that they pose. INTRODUCTION The legal structure of warfare is a dramatic example of a changing regime, even while its fundamental principles remain constant. Conflict management asks that international actors devise and follow rules to prevent the reckless escalation and widening of conflicts-often requiring deterrence as well as defense-and to promote the termination of violence and the rebuilding of post-war confidence. Principles of humanity ask that conflicts be conducted in a way that minimizes the needless suffering of soldiers and protects noncombatant civilians. The application of these principles may not look the same in each era, with changes in technology, the character of conflicts, and the personality of the actors. Modem terrorism has salient differences from traditional warfare. The actors are often not states, but rather ideological, political, or ethnic factions. States have a host of international commitments and aspirations that create an incentive to avoid all-out warfare and to avoid undermining the rules of war, while a single-purpose terrorist organization may operate without mitigation. A terrorist group often calculates that it will win attention for its cause and undermine a target government by the very atrocity of its tactics. A terrorist group is less vulnerable to international sanctions, as it does not possess a visible economy, land area, or identified population. With an uncertain membership and inchoate form, terrorist networks lie outside the web of civil responsibility that constrains private and public actors in international society. Technology has changed the landscape of conflict. The international market in weapons of mass destruction has prevented any easy cordon sanitaire against proliferation to irresponsible actors.

Resolution 2170 emphasizes the General Assembly’s support for the work of CICTE, and Resolution 2238 notes the need to protect human rights and fundamental freedoms while countering terrorism. Finally, in Resolution 2249, the General Assembly asks Member States to reaffirm their commitment to extraditing and denying safe haven to terrorists. The meeting was held in the Dominican Republic from June 2 to 8. U.S. Counter-Terrorism Drill Simulates WMD Crisis • A $3.5 million counter-terrorism drill carried out over three days in late June in the Washington D.C. area simulated the impact of a WMD attack on the U.S. by terrorists.
