The review of directions of development show that all municipalities aim to develop tourism, harbours and land transport. Moreover, Polish municipalities give large attention to environmental protection. In the future the development towards these strategic directions will continue together with an increased role of environmental protection and consequences of climate changes. Assessment of tolerance of Vistula Lagoon municipalities’ development strategies to climate changes have shown that directions of Polish municipalities’ development is less tolerant to consequences of climate change because of a large area disposed to possible flooding, and therefore possibly high expenses for prevention of territory flooding.

The city is peculiar in the history of Europe as a double exclave, first separated from Germany by the Polish Corridor, later separated from the mainland of Soviet Russia. It was concluded that despite the differences in purpose and nature of this kind of research, the primary method of analysis of geo-demographic situation is geo-demographic classification. The analysis of territorial differentiation of geo- demographic development of the Kaliningrad region is carried out through the cluster analysis. As a result, it 5 groups of municipalities have been defined: the core, the southern coastal municipalities, the small coastal municipalities, the semi- periphery, the border periphery. The majority of the municipalities are characterized by a significant inter-dependence between the level of socio-economic development and the character of demographic processes. The type of geo-demographic development of the Kaliningrad region corresponds to the model described in John Friedman's classical theory of "Center- periphery". The regional center is the engine of development in the region, including pulling resources from other municipalities.     Role of non-governmental organizations in the protection of Baltic dunes z Alexandra Koroleva, z Galina Raguzina, z Ecodefense! z Coastal Protection and Development Policy in the Baltic Sea Region z 17-18 October 2008 The sea coast of Kaliningrad region corresponds to 148 kilometers of sandу beaches. The sea coast of Kaliningrad region is distinguished by instability. The reasons for that are deficiency of sand drifts and storm activity. 35% of cliff coasts are exposed to landslide and crumbling processes -10% of the coast suffer permanent washout - 25% are washed out periodically - 20% of the beaches are not wide enough for coastal stability. Over the last 40 years 70 ha of the valuable coastal areas have been lost, causing damage to Kaliningrad region and affecting its recreational and tourist potential. In the case of Curonian Spit, destruction of the coast puts its very existence in danger. One of the most vulnerable areas of the coast is the root part of the Curonian spit (from 1st to 12th km of the spit). At the root part of the Curonian Spit the contraction of the coast reaches 1-1.8 m per year (up to 4-6 m at extreme storms). Localized washed out areas occur along the coast up to the 32nd km. Losses of sand due to extreme storms are calculated as 1.5 – 3 mln m3 Insufficient width of the beach leads to the destruction of the dunes that protects the natural complexes of the Curonian Spit from burying with sand and recurrence of sand catastrophes of the past.

There is a growing understanding of the fact that thanks to its geographic situation that region can be used as one of the Russian territories to undergo pri- ority integration into Europe’s Common Economic Area. There are, however, other mineral resources that can be developed here, and some are already being prepared for exploitation (rock salt, potassium and magnesium salts). But any extraction of minerals in a small, economically developed area with unique natural resources requires an assessment of potential risks to the environment. Implementing mine reclamation measures is mandatory. No new fields can be developed without an approval from the community of citizens obtained during public hearings.
